HomeMy WebLinkAbout2026-04-16 PRC Meeting Minutes2026-04-16 Parks and Recreation Commission Special Meeting Minutes City of Chula Vista Special Parks and Recreation Commission Meeting MINUTES April 16, 2026, 6:30 p.m. Norman Park Senior Center Conference Room 270 F St., Chula Vista Present: Commissioner Rodriguez, Commissioner Zarem, Chair Calvo Absent: Commissioner Enriquez, Commissioner Fawver, Vice Chair Padilla Also Present: Director of Parks and Recreation Carson, Assistant Director of Parks and Recreation Bullock, Deputy City Attorney Ahn, Commission Secretary Covarrubio Minutes are prepared and ordered to correspond to the agenda. 1. CALL TO ORDER The meeting was called to order at 6:30 p.m. 2. ROLL CALL Commission Secretary Covarrubio called the roll. 3. ACTION ITEMS 3.1 Approval of Meeting Minutes. Public comment received by resident Robert. Moved by Commissioner Rodriguez Seconded by Commissioner Zarem Approve the meeting minutes dated: March 19, 2026. Yes (3): Commissioner Rodriguez, Commissioner Zarem, and Chair Calvo RESULT:Carried (3 to 0) 1 2026-04-16 Parks and Recreation Commission Special Meeting Minutes 3.2 Review and Recommend Approval of the Parks and Recreation Department Fiscal Year 2026-2027 Budget. Public comment received by resident Javi Torres and Johann and Josue Torres. Director Carson presented and Deputy City Manager Schoen and Budget & Analysis Manager Prendell assisted with answering questions. Moved by Commissioner Rodriguez Seconded by Commissioner Zarem Recommend that the City Council review and approve the Parks and Recreation Department's Fiscal Year 2026-2027 proposed budget. Yes (3): Commissioner Rodriguez, Commissioner Zarem, and Chair Calvo RESULT:Carried (3 to 0) 4. STAFF COMMENTS Director Carson notified commission of upcoming RED dedication at Lauderbach Park, Earth Day event at Bayfront Park, and April Pool's Day. 5. CHAIR COMMENTS Chair Calvo inquired about the status of filling vacant and expired commission seats. Director Carson confirmed that the City Clerk's office is currently in discussions regarding the appointment process. Chair Calvo inquired about the upcoming Champions 5K, and Assistant Director Bullock confirmed a tentative date of November 14, 2026, noting that the department is currently awaiting the drafting of necessary contracts. Chair Calvo sought clarification on whether the horse arena had been reinstated in the Rohr Park Master Plan. Director Carson clarified that the arena was never removed from the plan. The project is presently in the preliminary design phase, which includes processing public input and conducting a CEQA (California Environmental Quality Act) study. Chair Calvo formally requested that the Commission include the Pledge of Allegiance at the commencement of all future meetings. 6. COMMISSIONERS" COMMENTS Commissioner Zarem inquired about upcoming ribbon -cutting ceremonies, and Director Carson confirmed that none are currently scheduled. E 2026-04-16 Parks and Recreation Commission Special Meeting Minutes Commissioner Zarem asked for clarification regarding the Hilltop Park construction; Director Carson confirmed that the project is being managed by contractors in coordination with the Engineering Department. Commissioner Zarem requested an update on Eucalyptus Park, and Director Carson reported that, due to unforeseen circumstances, the projected completion date has been adjusted to December 2026. Commissioner Zarem inquired about the accessibility of new parks within housing developments. Director Carson confirmed that these parks are open to the public but are maintained by the respective Homeowners Associations (HOAs). Commissioner Zarem reported that brush clearance operations in open space areas are scheduled to commence shortly. Commissioner Zarem inquired regarding the management of the Greenbelt Map, noting that current versions are outdated and do not include recent trail additions. Director Carson stated he would coordinate with Development Services to identify the responsible party and arrange for a staff presentation to provide a formal update. Commissioner Rodriguez inquired about the schedule for summer activity and promotions.
