City of Chula Vista Traffic Safety Commission 05/14/2026 TSC 3 of 45 TRAFFIC SAFETY COMMISSION AGENDA STATEMENT Item _ 5.1__ Meeting Date 5/14/26 ITEM TITLE: RESOLUTION OF THE TRAFFIC SAFETY COMMISSION OF THE CITY OF CHULA VISTA RECOMMENDING THAT THE CHULA VISTA CITY COUNCIL ADJUST THE SPEED LIMIT ON NAPLES STREET BETWEEN INDUSTRIAL BOULEVARD AND THIRD AVENUE FROM 35 MPH TO 30 MPH AND BETWEEN FIRST AVENUE AND HILLTOP DRIVE FROM 25 MPH TO 30 MPH, AND THAT SCHEDULE X OF THE REGISTER MAINTAINED IN THE OFFICE OF THE CITY ENGINEER BE AMENDED TO REFLECT THE ADJUSTED SPEED LIMIT SUBMITTED BY: Principal Traffic Engineer Staff completed a review of roadway segments based on Engineering and Traffic Surveys (E&TS) prepared in accordance with the California Vehicle Code (CVC), which have since expired. The posted speed limits on segments of Naples Street between First Avenue and Hilltop Drive and Naples Street from Industrial Boulevard and Third Avenue are proposed to be adjusted. Due to the short lengths of varied speed limits and lack of distinct roadway characteristics along Naples Street between Industrial Boulevard and Medical Center Drive, it is proposed to consolidate these segments with the adjacent corridors to create a continuous 30 mph speed zone. The California Manual on Uniform Traffic Control Devices (CAMUTCD) discourages very short speed zones and recommends that speed limits be applied over distances that are reasonable, consistent, and effective. Accordingly, staff recommends adjusting the existing posted speed limit on Naples Street between First Avenue and Hilltop Drive from 25 mph to 30 mph and Naples Street between Industrial Boulevard and Third Avenue from 35 mph to 30 mph (see Attachment 1, Location Map). RECOMMENDATION: That the Traffic Safety Commission adopt the resolution. DISCUSSION: The California Vehicle Code (CVC) establishes minimum and maximum prima facie speed limits for all streets in the state. The minimum default prima facie speed limit is 25 miles per hour (MPH) and the maximum speed limit is 65 MPH. An engineering and traffic survey (E&TS) is required to change the prima facie limit and/or update various speed limits in the City. 05/14/2026 TSC 4 of 45 City of Chula Vista Traffic Safety Commission Page 2, Item _ 5.1__ Meeting Date 05/14/26 The CVC requires that local agencies review changes in local speed limits every five to seven years to determine whether the existing street segment speed limits require updating due to the age of the engineering and traffic survey or due to changes in roadway and traffic conditions. Currently, the E&TS for Naples Street have expired. This item is specifically adjusting the speed limit from Industrial Boulevard to Third Avenue and First Avenue to Hilltop Drive as the remainder of Naples Street and East Naples Street will maintain the established 30 mph speed limit. City staff oversaw completion of a speed survey for above segments in accordance with the California Vehicle Code. As described in the California Vehicle Code, the survey shall include: (1)Prevailing speeds as determined by traffic engineering measurements;(2)Accident records;(3)Traffic/roadside conditions not readily apparent to the driver. Physical Conditions The following summarizes the conditions along the segments proposed to be adjusted: Industrial to Broadway Broadway to Third First to Hilltop th Given the especially short length of the First to Hilltop segment that is proposed to be increased, traffic calming on this segment is infeasible, and as previously noted, is not consistent with the speed limit setting principles set forth in the CAMUTCD. FISCAL IMPACT: The establishment of the speed limit would require the posting of new speed limit signs and speed limit pavement legends. TSC 2026-___ RESOLUTION OF THE TRAFFIC SAFETY COMMISSION OF THE CITY OF CHULA VISTA RECOMMENDING THAT THE CHULA VISTA CITY COUNCIL ADJUST THE SPEED LIMIT ON NAPLES STREET BETWEEN FIRST AVENUE AND HILLTOP DRIVE FROM 25 MPH TO 30 MPH AND ON NAPLES STREET BETWEEN INDUSTRIAL BOULEVARD AND THIRD AVENUE FROM 35 MPH TO 30 MPH, AND THAT SCHEDULE X OF THE REGISTER MAINTAINED IN THE OFFICE OF THE CITY ENGINEER BE AMENDED TO REFLECT THE ADJUSTED SPEED LIMIT WHEREAS, City staff oversaw completion of an Engineering and Traffic Survey (E&TS) for Naples Street between Industrial Boulevard and Third Avenue and between First Avenue and Hilltop Drive (“Segments”) in accordance with the California Vehicle Code, which indicates that the posting of speed limits be determined by an E&TS for each street with a posted speed limit within the City; and WHEREAS, as described in the California Vehicle Code, the E&TS shall include 1) Prevailing speeds as determined by traffic engineering measurements; 2) Accident records; and 3) Traffic/roadside conditions not readily apparent to the driver; and WHEREAS, the California Manual on Uniform Traffic Control Devices (MUTCD) states that the speed limit shall be established at the nearest 5mph increment of the 85th percentile speed; and WHEREAS, Section 40802 of the CVC defines a speed trap that would invalidate a posted speed limit and defines conditions that would not be considered a speed trap; and WHEREAS, due to the short lengths of varied speed limits and lack of distinct roadway characteristics along Naples Street between Industrial Boulevard and Medical Center Drive, it is proposed to consolidate these segments with the adjacent corridors to create a continuous 30 mph speed zone; and WHEREAS, the MUTCD discourages very short speed zones and recommends that speed limits be applied over distances that are reasonable, consistent, and effective; and WHEREAS, denial of this resolution limits the Police Department such that it will be unable to enforce the posted speed limit using RADAR/LIDAR technology. 05/14/2026 TSC 8 of 45 City of Chula Vista Traffic Safety Commission Resolution No. TSC 2026-___ Page 2 NOW, THEREFORE, BE IT RESOLVED that the Traffic Safety Commission of the City of Chula Vista does hereby recommend that the City Council adjust the speed limit and that Schedule X of the register maintained in the Office of the City Engineer be amended to reflect the speed limit as follows: •Naples Street between First Avenue and Hilltop Drive, adjusted speed limit from25 mph to 30 mph. •Naples Street between Industrial Boulevard and Broadway, adjusted speed limit from 35 mph to 30 mph. •Naples Street between Broadway and Third Avenue, adjusted speed limit from 35mph to 30 mph.
