CALL TO ORDER The meeting was called to order at 6:31 p.m. 2. ROLL CALL Commission Secretary Covarrubio called the roll. 3. PUBLIC COMMENTS Received public comment by Benito Delgado and Robert 4. PRESENTATIONS 5.1 Hilltop Park Slope Stabilization Project Update Received public comment by Robert Principal Civil Engineer Nicola Kavanagh assisted with presentation and questions Hear the presentation of updates of Hilltop Park 5.2 Inaugural Automated External Defibrillator (AED) Installation at MacKenzie Creek Park Hear the presentation of the installation that took place on March 4, 2026 5.3 Budget Fiscal Year 2026127 Updates Received public comment by Robert Hear the presentation for the budget updates 5.4 Update on Spring Programming Hear the presentation of programs being offered for the Spring 2026 5.5 Status of Recreation Program Plan Received public comment by Susan Heavlin Hear the status of the recreation program plan Page 2 2026-03-19 Parks and Recreation Commission Regular Meeting Minutes 5.6 Recreation Supervisor III Vacant Position Director Carson corrected the start date to April 17, 2026. Hear the announcement that position has been filled and will start on March 20, 2026 5.7 Leader of the Season - Jordan Carpadakis Hear the announcement of Winter 2025 leader of the season, Jordan Carpadakis. 6. STAFF COMMENTS Director Carson informed commission that he was invited by Janine Reed with Bonita Valley Horsemen and will be attending their horse clinic on Saturday from 90am-9pm. 7. CHAIR COMMENTS Vice -Chair Padilla thanked the staff for hearing the public's feedback and improving the commission meeting setup. 8. COMMISSIONERS' COMMENTS Commissioner Zarem mentioned that the CERT Academy will be happening as the same time as the horse clinic and also inquired about Public Works attending meetings to update the commission on the conditions of the fields. Commissioner Zarem reemphasized that there are multiple pump tracks near Rohr Park and the redesign should instead consider a soccer field. Commissioner Zarem also commented on the bike bridge that is being built between Main and Palm. Commissioner Enriquez inquired whether the Chula Vista Elementary School District has a relationship with a school safety patrol program to utilization of the Rohr Park horse arena, noting that some schools in San Diego Unified School District currently receive grants to participate in similar horse camps. Commissioner Rodriguez inquired for updates to the empty building in Lauderbach Park Commissioner Fawver inquired for the status of the horse arenas.
