SAFETY COMMISSION AGENDA STATEMENT

ITEM TITLE: RESOLUTION OF THE TRAFFIC SAFETY COMMISSION OF THE CITY OF CHULA VISTA RECOMMENDING THAT THE CITY COUNCIL OF THE CITY OF CHULA VISTA ESTABLISH 1-HOUR
TIME-LIMITED PARKING ALONG THE WEST AND EAST SIDES OF
METRO AVENUE FROM STYLUS STREET TO OPTIMA STREET AND ACCORDINGLY AMEND SCHEDULE VI OF THE REGISTER MAINTAINED IN THE OFFICE OF THE CITY ENGINEER

A business owner requested that a 1-hour time-limited parking restriction along the west and east sides of Metro Avenue from Stylus Street to Optima Street, be installed and provided signatures of support from the majority of businesses fronting this portion of Metro Avenue. (See Attachment
1, Location Map).
RECOMMENDATION: That the Traffic Safety Commission adopt the resolution and recommend that City Council install a 1-hour time-limited parking along the west and east sides of Metro Avenue from Stylus Street to Optima Street from 8:00AM to 6:00PM, to delegate
authority for amending the time period of the time limited restriction, as needed based on
subsequent observations to the City Traffic Engineer, and to amend Schedule VI of the Register of Schedules maintained in the Office of the City Engineer. DISCUSSION:
Metro Avenue from Stylus Street to Optima Street (“the Segment”) is a Modified 2-Lane Core/Promenade roadway, generally 64 feet wide from curb to curb and approximately 850 feet in length from Stylus Street to Optima Street. The Segment is fronted by mixed-use buildings with ground floor commercial space. The 91 existing on-street angled public parking spaces are
currently unrestricted.
Traffic Engineering staff received a request from a business owner along the Segment to implement time-limited parking along the Segment. The business owner obtained signatures of support from nearly all fronting businesses along the segment, and Traffic Engineering staff
verified the signatures and also confirmed that the on-street parking spaces are consistently
occupied during normal business hours. Therefore, Staff recommends that the Traffic Safety Commission adopt the resolution and recommend that the City Council allow the 1-hour time-limited parking along the west and east
sides of the Segment from 8:00 AM to 6:00 PM and amend Schedules VI of the Register of
Schedules, which is maintained by the Office of the City Engineer. Staff also recommends that the City Traffic Engineer be delegated the authority to modify the time period of the time restriction, as needed, based on future observations.

FISCAL IMPACT: The estimated cost for the installation of the 1-hour time-limited parking signs is nominal. Installation by the City’s Public Works Signage and Striping crew is funded by
the available balance of budgeted Capital Improvement Projects such as the Signage and Striping
and Neighborhood Safety Programs. Attachments:

RESOLUTION OF THE TRAFFIC SAFETY COMMISSION OF THE CITY OF CHULA VISTA RECOMMENDING THAT THE CHULA VISTA CITY COUNCIL ESTABLISH 1-HOUR TIME-LIMITED PARKING ALONG THE WEST AND EAST SIDES OF METRO
AVENUE FROM STYLUS STREET TO OPTIMA STREET AND TO
ACCORDINGLY AMEND SCHEDULE VI OF THE REGISTER MAINTAINED IN THE OFFICE OF THE CITY ENGINEER
WHEREAS, the west and east sides of Metro Avenue from Stylus Street to Optima Street
(“Subject Parking Area”) is providing 91 diagonal parking spaces with no time limitations; and WHEREAS, business owners fronting the Subject Parking Area are requesting that the City of Chula Vista City Council establish a 1-hour time limit for parking in the Subject Parking
Area; and
WHEREAS, establishing a 1-hour time limit on parking from 8:00 AM to 6:00 PM would benefit the existing businesses along Metro Avenue; and
WHEREAS, staff has evaluated the current parking conditions at the Subject Parking Area
with no time limit restrictions and have concluded that a change to the current parking regulations is recommended; and WHEREAS, as a result of its evaluation, staff recommends that current parking
regulations at the Subject Parking Area be revised to establish 1-hour time limited parking along
the west and east sides of Metro Avenue from Stylus Street to Optima Street.
NOW, THEREFORE, BE IT RESOLVED that the Traffic Safety Commission of the City of Chula Vista does hereby recommend that the Chula Vista City Council establish 1-hour time limited parking along the west and east sides of Metro Avenue from Stylus Street to Optima
Street from 8:00 AM to 6:00 PM, and that the City Traffic Engineer be delegated the authority to
modify the duration of the time limitation if subsequent observations indicate that such modification would be appropriate. Also, per the City of Chula Vista Municipal Code Section 10.52.330, upon approval of the proposed time limited parking by City Council, Schedule VI of the register maintained in the office of the City Engineer would be revised to include the
following: Schedule VI – Proposed 1-hour time limited diagonal parking, west and east Sides of Metro Avenue, 1700 Block Name of Street: Metro Avenue

Project Purpose and Description
•The project aims to remove the existing at-grade conflict between
vehicular, pedestrian and bicycle, and rail traffic.
•It would lower Palomar Street under the existing MTS railroad
corridor and Industrial Boulevard.
–The bridge over Palomar Street would be approx. 200ft. long with a
minimum clearance of 16.5 ft.
