Board of Ethics Subcommittee Interview Panel Special Meeting
MINUTES
March 4, 2026, 4:00 p.m.
City Hall, Bldg. A, Executive Conference Room #103
276 Fourth Avenue, Chula Vista, CA
Present: Member Gersten, Member Salas, Member Velissaropoulos
Also Present: Deputy City Attorney Pietanza, Board Secretary Montalvo
Minutes are prepared and ordered to correspond to the agenda.
1. CALL TO ORDER
A meeting of the Board of Ethics Subcommittee Interview Panel was called to
order at 4:10 p.m.
2. ROLL CALL
Secretary Montalvo called the roll.
3. ACTION ITEMS
3.1 Approval of Meeting Minutes
Moved by Member Salas
Seconded by Member Gersten
Subcommittee to approve the minutes dated February 25, 2026.
The motion was carried by the following vote:
Yes (3): Member Gersten, Member Salas, and Member Velissaropoulos
Result: Carried (3 to 0)

3.2 Conduct Interview and Select Attorneys to Serve on the City of Chula
Vista's Campaign Contribution Ordinance Enforcement Authority
Panel
Commissioners continued the interview process previously used including
same questions and format.
Interview was conducted of Leslie Devaney of Devaney Pate Morris &
Cameron.
Moved by Member Salas
Seconded by Member Gersten
To recommend applicants Leslie Devaney, Christina Cameron, Roger
Geddes, and Gary Winuk to serve on a panel of attorneys who will act as
the enforcement authority of the City of Chula Vista's Campaign
Contribution Ordinance
The motion was carried by the following vote:
Yes (3): Member Gersten, Member Salas, and Member Velissaropoulos
Result: Carried (3 to 0)
3.3 Authorize the City Attorney's Office to Complete the Minutes for the
March 4, 2026, Meeting
Moved by Member Salas
Seconded by Member Velissaropoulos
To authorize the City Attorney's Office to complete the March 4, 2026,
Board of Ethics Subcommittee Interview Panel Meeting minutes without
further action from the Interview Panel.
The motion was carried by the following vote:
Yes (3): Member Gersten, Member Salas, and Member Velissaropoulos
Result: Carried (3 to 0)
