Present: Committee Member Carbuccia, Committee Member Estrada,
Committee Member Guillen (entered at 6:03 p.m.), Committee
Member Reeves, Committee Member Volland, Chair Stucky
Absent: Committee Member Alvarez, Committee Member Monreal,
Committee Member Schreck, Vice Chair Sallee
Also Present: Fire Chief Muns, Police Captain Adkins, Deputy Fire Chief
Manroe, Deputy Fire Chief Mercado, Deputy Fire Chief Smith,
Deputy Fire Chief Ballard, Emergency Services Manager King,

1. CALL TO ORDER
A regular meeting of the Measure A Citizens' Oversight Committee of the City of
Chula Vista was called to order at 6:00 p.m.
2. ROLL CALL
Secretary Giron called the roll.
3. PUBLIC COMMENTS
A public comment from Robert was received.
4. ACTION ITEMS
4.1 Approval of Meeting Minutes July 10, 2025

Committee approve the minutes

Committee Member Reeves, Committee Member Volland, Chair Stucky

Result: Carried (5 to 1)
4.2 Approval of Special Meeting Minutes August 26, 2025
Moved by Committee Member Carbuccia
Seconded by Chair Stucky
Committee approve the minutes
Result: Carried Unanimously
4.3 Funding for Vehicles and Equipment to Support the Fuels Crew and
Adding One Equipment Mechanic
Moved by Committee Member Carbuccia
Seconded by Committee Member Volland
Citizens' Oversight Committee to consider and determine compliance with
the Measure A requirements, the proposed revisions to the ten-year and
FY2025-26 Measure A spending plan, allocating funding for Hand Crew
vehicles, equipment, and adding one full-time Equipment Mechanic.
Result: Carried Unanimously
5. PRESENTATIONS
5.1 Presentation of the Fiscal Year 2025-26 Measure A Sales Tax
Financial Report as of September 30, 2025 (Quarter 1)
Unaudited numbers that reflect financial activities within the first quarter of
the fiscal year.

6. STAFF COMMENTS
Deputy Chief Mercado thanked Chief Muns for his service to the Chula Vista Fire
Department and congratulated him on his upcoming retirement.
