MINUTES
August 26, 2025, 6:00 p.m.

Present: Committee Member Alvarez, Committee Member Carbuccia,
Committee Member Estrada, Committee Member Guillen,
Committee Member Volland, Chair Stucky
Absent: Committee Member Monreal, Committee Member Schreck, Vice
Chair Sallee
Also Present: Fire Chief Muns, Assistant Police Chief Peak, Deputy City
Manager Chase, Deputy Fire Chief Manroe, Deputy City
Attorney Gilmore, Administrative Services Manager Alegre,
Budget and Analysis Manager Prendell, Assistant Director of
Finance Del Rio, Principal Civil Engineer Salsman, Fiscal
Management Analyst Vargas, Committee Secretary Giron
Minutes are prepared and ordered to correspond to the agenda.
1. CALL TO ORDER
Special meeting was called to order at 6:00 p.m.
2. ROLL CALL
Secretary Giron called the roll.
3. PUBLIC COMMENTS
Received written communication and a request to speak from Robert referencing
community notifications. Received written communication from Jenne referencing
community notifications.
4. ACTION ITEMS

4.1 Interfund Loan: Provide Notice of Measure A Funds as an Interfund
Loan to the PFDIF Fund and GF CIP Fund in Order to Build
Temporary Fire Station 12 and Confirm No Fiscal Impact to the
Measure A Fund
Moved by Committee Member Alvarez
Seconded by Committee Member Guillen
Provide notice of $5,600,000 Measure A fund balance as an interfund loan
to the Public Facility Development Impact Fee Fund and General Fund
Capital Improvement Program fund in order to build Temporary Fire
Station 12.
Result: Carried Unanimously
Amendment:
Moved by Committee Member Carbuccia
Seconded by Committee Member Alvarez
Confirm no fiscal impact to the Measure A fund.
Result: Carried Unanimously

Chair Stucky thanked the board for coming out on short notice.
8. COMMITTEE MEMBERS' COMMENTS
Committee Member Estrada proposed repurposing temporary Fire Station 12 for
other City use once Fire Station 12's permanent facility is built.
