CALL TO ORDER A regular meeting of the Measure A Citizens' Oversight Committee of the City of Chula Vista was called to order at 6:00 PM in person. 2. ROLL CALL Secretary Giron called the roll. 3. PUBLIC COMMENTS 4. ACTION ITEMS 4.1 Appointment of Committee Chair and Vice Chair for Fiscal Year 2025- 2026 Item tabled to July 10, 2025 meeting. 1 4.2 Approval of Meeting Minutes January 9, 2025 Moved by Committee Member Cruz Seconded by Committee Member Alvarez Committee approve the minutes Result: Carried Unanimously 4.3 Approval of Special Meeting Minutes February 27, 2025 Moved by Committee Member Cruz Seconded by Committee Member Alvarez Committee approve the minutes Yes (7): Committee Member Alvarez, Committee Member Becotte, Committee Member Cruz, Committee Member Estrada, Committee Member Mon real, Committee Member Schreck, Chair Stucky Abstain (1): Vice Chair Volland Result: Carried 4.4 FY 2023-24 ANNUAL REPORT OF THE MEASURE A COC Moved by Committee Member Becotte Seconded by Vice Chair Volland Committee review report, provide comments and recommend presentation to City Council Result: Carried Unanimously 4.5 CONSIDERATION OF THE PROPOSED MEASURE A TEN-YEAR SPENDING PLAN AND SPENDING PLAN FOR FISCAL YEAR 2025-26 AND DETERMINATION OF THEIR COMPLIANCE WITH MEASURE A REQUIREMENTS Moved by Committee Member Becotte Seconded by Committee Member Alvarez The Citizens' Oversight Committee consider the proposed ten-year and FY2025-26 Measure A spending plans, determine their compliance with Measure A requirements, and recommend City Council approval and 2 incorporation of the proposed FY2025-26 Measure A spending plan into the City's Fiscal Year 2025-26 budget. Result: Carried Unanimously 5. PRESENTATIONS 5.1 PRESENTATION OF THE FISCAL YEAR 2024-25 MEASURE A SALES TAX FINANCIAL REPORT AS OF MARCH 31, 2025 (QUARTER 3) The Measure A Citizen's Oversight Committee receive the Fiscal Year 2024-25 Measure A Sales Tax Financial Report as of March 31, 2025 (Quarter 3) based on unaudited information. 5.2 POLICE DEPARTMENT UPDATE BY ASSISTANT POLICE CHIEF DAN PEAK AND FIRE DEPARTMENT UPDATE BY FIRE CHIEF HARRY MUNS Brief history and updates provided on requests that have been amended and/or fulfilled. OTHER BUSINESS 6. STAFF COMMENTS Assistant City Attorney McClurg introduced Deputy City Attorney Lauren Gilmore to the group. 7. CHAIR'S COMMENTS Thanked Chief Muns and Assistant Chief Peak for their comprehensive updates and presentations. Also thanked Board Member Darrell Roberts for his 7 years of service to the committee. 8. COMMITTEE MEMBERS' COMMENTS None 9. ADJOURNMENT The meeting was adjourned at 7:20 PM.
