Board of Ethics Subcommittee interview Panel Special Meeting
MINUTES
February 25, 2026, 2:00 p.m.
City Hail, Bldg. A, Executive Conference Room #103
276 Fourth Avenue, Chula Vista, CA
Present: Member Gersten, Member Salas, Member Velissaropoulos
Also Present: Deputy City Attorney Pietanza, Board Secretary Montalvo
Minutes are prepared and ordered to correspond to the agenda.
1. CALL TO ORDER
A meeting of the Board. of Ethics Subcommittee Interview Panel was called to
order at 2:04 p.m.
The meeting was recessed at 257p.m. and reconvened at 3:13 p.m.
2. ROLL CALL
Secretary Montalvo called the roll.
3. ACTION ITEMS
• 3.1 Conduct Interviews and Select Attorneys to Serve on the City of
Chula Vista's Campaign Contribution Ordinance Enforcement
Authority Panel
Rob spoke in support of item 3.1.
Commissioners reviewed questions and decided on the format.
Secretary Montalvo shared that due to extraordinary and unforeseen
circumstances impacting travel from Mexico at this time, applicant Leslie
Devaney is currently unable to return as scheduled to attend an interview
today. She is requesting her interview be re -scheduled upon her return.

Commissioners agreed to interview applicant Leslie Devaney upon her
return.
Interviews were conducted of Christina Cameron of Devaney Pate Morris
& Cameron, Roger Geddes of Law Offices of RogerA. Geddes, and
Stephen Kaufman & Gary Winuk of Kaufman Legal Group.
Moved by Member Gersten
Seconded by Member Velissaropoulos
To continue and complete the selection process as noticed for this
meeting for all available applicants, with the exception of applicant Leslie
Devaney. Due to unforeseen circumstances related to her travel in Puerto
Vallarta, her interview will be continued to a special meeting to be
scheduled based upon her availability upon return, at which time the
Board will complete the interview and finalize the selection process.
The motion was carried by the following vote:
Yes (3): Member Gersten, Member Salas, and Member Velissaropoulos
Result: Carried (3 to 0)
Moved by Member Velissaropoulos
Seconded by Member Salas
To continue and expedite the completion of the selection process
immediately following the interview of applicant Leslie Devaney, and
proceed with deliberation and final selection at that time.
The motion was carried by the following vote:
Yes (3): Member Gersten, Member Salas, and Member Velissaropoulos
Result: Carried (3 to 0)
3.2 Authorize the City Attorney's Office to Complete the Minutes for the
February 25, 2026, Meeting
No action was taken.
4. STAFF COMMENTS
Secretary Montalvo thanked the committee for their time and support.
