Regular Cultural Arts Commission Meeting
MINUTES
November 5, 2025, 6:00 p.m.
Civic Center Branch Library

Commissioners Commissioners Brady, Muraoka, Rufolo, Ward, Vice Chair
Present: Kohse, and Chair Bishop
Absent: Commissioner Ruiz and Sablan
Also Present: Commissioner Echevarria, Deputy City Attorney Gilmore,
Principal Librarian & Cultural Arts Manager Magbanua, and
Cultural Arts Coordinator Vega
Minutes are prepared and ordered to correspond to the agenda.
1. CALL TO ORDER
A regular meeting of the Cultural Arts Commission of the City of Chula Vista was
called to order at 6:07 p.m. in Conference Room 103, located in Building A,276
Fourth Avenue, Chula Vista California.
2. ROLL CALL
Secretary Magbanua called the roll.
3. CONSENT CALENDAR (Items 3.1 through 3.2)
Commission approve the recommended action on the below consent calendar
items.
Moved by Commissioner Ward
Seconded by Commissioner Rufolo
The motion was carried by the following vote:

Yes (3): Commissioner Rufolo, Commissioner Ward, Vice Chair Kohse
No (2): Commissioner Brady, and Commissioner Muraoka
Result: Carried (3 to 2)
3.1 Approval of Meeting Minutes
Approve the minutes dated: September 3, 2025.
3.2 Written Communications
Excuse the absence.
4. PUBLIC COMMENTS
Chair Bishop arrived at 6:20 p.m.
Public members Purita Javier and Cesar B Javier spoke about various topics.
Public member Robert spoke about reflecting on the year's commission
meetings.
Public member Russ Hall spoke about the youth and recreation facility on L
street.
Public member Jeff Frank spoke about improv programs.
5. PRESENTATIONS
5.1 Introduction of the 2025 Casa Casillas Artists -in -Residence German
Rojas and Melissa Salgado
The commission heard the presentation.
Public member Cesar B Javier spoke about various topics.
6. ACTION ITEMS
6.1 Discuss Planning the 2026 Chula Vista ArtFest
The commission discussed the previous ArtFest and made suggestions for
2026 ArtFest.
6.2 Discuss the 2026 Performing and Visual Arts Grant
Public member Robert spoke about more community engagement and input for
the grant process.
Select Commissioners Rufolo, Echevarria, and Chair Bishop, with a
potential for an additional commissioner to be selected in a future meeting,
to be on the 2026 Performing and Visual Arts Grant review panel.
Moved by Commissioner Kohse
Seconded by Commissioner Muraoka
The motion was carried by the following vote:
Yes (6): Commissioner Brady, Commissioner Kohse, Commissioner
Muraoka, Commissioner Rufolo, Chair Bishop, and Commissioner Ward
Result: Carried (6 to 0)
7. STAFF COMMENTS
There were no staff comments.
8. CHAIR'S COMMENTS
Chair Bishop noted that the Learning Arts Agency Network grant proposal will
now be designated for moveable gallery walls for Casa Casillas.
9. COMMISSIONERS' COMMENTS
At the request of Commissioner Brady, there was a consensus to add an item to
a future agenda to discuss the Pangaea project. Commissioner Brady advocated
for the L Street youth center activation as an arts space. Commissioner
Echevarria suggested more after -school programs for youth. Commissioner
Rufolo suggested culinary programs. At the request of Commissioner Muraoka,
there was a consensus to add an Odawara Youth Exchange video to be
presented as a future agenda item. Commissioner Muraoka noted the 45th
anniversary of the sister city relationship between Chula Vista and Odawara is
coming in 2026. Commissioner Kohse will try to approach the Port Authority to
advocate for arts in their bayfront projects.
10. ADJOURNMENT
The meeting was adjourned at 8:06 p.m.
