Regular Planning Commission Meeting
MINUTES
January 14, 2026, 6:00 p.m.
Council Chambers, 276 Fourth Avenue, Chula Vista, CA
Present: Commissioner Combs, Commissioner Felber, Commissioner
Jones, Commissioner Sanfilippo, Vice Chair Torres, Chair Leal
Absent: Commissioner De La Rosa
Also Present: Deputy Director of Development Services Colamussi, Deputy
City Attorney Horvath, Deputy City Clerk Zepeda
Minutes are prepared and ordered to correspond to the agenda.
1. CALL TO ORDER
The meeting was called to order at 6:02 p.m.
2. ROLL CALL
Deputy City Clerk Zepeda called the roll.
3. PLEDGE OF ALLEGIANCE TO THE FLAG AND MOMENT OF SILENCE
Led by Commissioner Torres.
4. CONSENT CALENDAR (Items 4.1 through 4.2)
Moved by Commissioner Combs
Seconded by Commissioner Sanfilippo
To approve the recommended action on the below consent calendar items. The
motion was carried by the following vote:
Yes (6): Commissioner Combs, Commissioner Felber, Commissioner Jones,
Commissioner Sanfilippo, Vice Chair Torres, and Chair Leal

4.1 Approval of Meeting Minutes
To approve minutes dated: November 12, 2025
4.2 Consider Request for Excused Absence
To approve the request for excused absence for Vice Chair Torres from
the November 12, 2025, Planning Commission meeting.
5. PUBLIC COMMENTS
There were none.
6. PUBLIC HEARINGS
6.1 Comprehensive Code Update - Consideration of Amendments to the
Chula Vista Municipal Code
Notice of the hearing was given in accordance with legal requirements,
and the hearing was held on the date and no earlier than the time
specified in the notice.
Senior Planner Mallec gave a presentation on the item, and Deputy
Director of Development Services Bridge ford, Principal Civil Engineer
Campos, and Code Enforcement Manager Catacutan assisted in
responding to questions.
Chair Leal opened the public hearing.
Chris Naumann, Chula Vista resident, commented on permit fees.
There being no further members of the public who wished to speak, Chair
Leal closed the public hearing.
Moved by Commissioner Felber
Seconded by Commissioner Combs
To adopt the resolution recommending the comprehensive code updates,
as revised to amend the RV habitation time period from seven days to
fourteen days within a 30 -day period. The motion failed by the following
vote:
Yes (3): Commissioner Combs, Commissioner Felber, and Chair Leal
No (3): Commissioner Jones, Commissioner Sanfilippo, and Vice Chair
Torres
Result, Defeated (3 to 3)

To adopt the resolution recommending the comprehensive code updates,
with the following sections excluded and tabled: Title 3, Revenue and
Finance, Section IV (Development Impact Fee Project Exemptions),
Section VI (Temporary and Permanent Storage Containers), and Title 19,
Planning and Zoning, Section VII (Recreational Vehicle Storage and
Habitation). The motion failed by the following vote:
Yes (3): Commissioner Combs, Commissioner Felber, and Commissioner
Jones
No (3): Commissioner Sanfilippo, Vice Chair Torres, and Chair Leal
Result, Defeated (3 to 3)

To adopt the resolution recommending the comprehensive code updates,

7. STAFF REPORT
Deputy Director of Development Services, Colamussi, introduced Principal
Planner Medel and provided project updates.
8. CHAIR'S COMMENTS
Chair Leal expressed appreciation to staff for their work.
9. COMMISSIONERS' COMMENTS
Commissioners made comments and provided updates.
10. ADJOURNMENT
