RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING AN EXTENSION TO THE
ALTERNATIVE DISPUTE RESOLUTION AGREEMENT
BETWEEN THE CITY OF CHULA VISTA AND THE CHULA
VISTA POLICE OFFICERS ASSOCIATION
WHEREAS, in February 2019, the Chula Vista Police Officers Association (CVPOA)
approached the City requesting the City implement a Workers’ Compensation Alternative Dispute
Resolution (ADR) for claims made by the City’s sworn police personnel; and
WHEREAS, on March 17, 2020, Council approved and authorized the addition of 0.50 full-
time equivalent (FTE) in the Human Resources Department to develop, implement, and administer
the ADR pilot program; and
WHEREAS, on December 1, 2020, the City Council adopted a Memorandum of
Understanding with the CVPOA and approved the ADR Agreement, establishing an ADR pilot
program for one year; and
WHEREAS, on March 1, 2022, the City Council adopted the First Amendment to the
Memorandum of Understanding with the CVPOA and approved the extension of the ADR
Agreement to January 12, 2023; and
WHEREAS, on January 17, 2023, the City Council adopted the Second Amendment to the
Memorandum of Understanding with the CVPOA and approved the extension of the ADR
agreement to January 12, 2024; and
WHEREAS, on December 5, 2023, the City Council adopted the Third Amendment to the
Memorandum of Understanding with the CVPOA and approved the extension of the ADR
agreement to January 12, 2025; and
WHEREAS, on January 10, 2025, the City Council adopted the Fourth Amendment to the
Memorandum of Understanding with the CVPOA and approved the extension of the ADR
agreement to January 12, 2026; and
WHEREAS, staff is requesting approval of an extension of the program for an additional year.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista,
that it approves a fifth extension to the Alternative Dispute Resolution agreement between the City
of Chula Vista and the Chula Vista Police Officers Association for an additional year to
January 12, 2027.
