A, Executive Conference Room #103 276 Fourth Avenue, Chula Vista, CA Present: Commissioner Cortes Rodriguez, Commissioner Guevara- Gluyas, Commissioner Knox, Commissioner Liang, Vice Chair Salazar, Chair Korgan Absent: Commissioner Alatorre, Commissioner Sharkey Also Present: Environmental Sustainability Manager Wisniewski, Deputy City Attorney Gilmore, Deputy City Clerk Zepeda Minutes are prepared and ordered to correspond to the agenda. 1. CALL TO ORDER The meeting was called to order at 5:04 p.m. 2. ROLL CALL Deputy City Clerk Zepeda called the roll. 3. CONSENT CALENDAR (Items 3.1 through 3.2) Moved by Commissioner Knox Seconded by Chair Korgan To approve the recommended action on the below consent calendar items. The motion was carried by the following vote: Yes (4): Commissioner Guevara-Gluyas, Commissioner Knox, Vice Chair Salazar, and Chair Korgan Result: Carried (4 to 0) 3.1 Approval of Meeting Minutes To approve the minutes dated: October 13, 2025 Page 1 2025-11-10 Sustainability Commission Regular Meeting Minutes 3.2 Consider Request for Excused Absence To approve the request for excused absence for Commissioner Guevara- Gluyas from the October 13, 2025, meeting. 4. PUBLIC COMMENTS There were none. 5. ACTION ITEMS 5.1 Presentation and Possible Action on CA Polluters Pay Climate Superfund Act (Senate Bill 684 and Assembly Bill 1243). Presented by McGarrah Wilson, SD350 Representative, and Students Xavier Guel, Maria Echevarria, and Frida Vergara Moved by Chair Korgan Seconded by Vice Chair Salazar To recommend that the City Council take action in support of Senate Bill 684 and Assembly Bill 1243. The motion was carried by the following vote: Yes (4): Commissioner Guevara-Gluyas, Commissioner Knox, Vice Chair Salazar, and Chair Korgan Result: Carried (4 to 0) 6. STAFF COMMENTS Environmental Sustainability Manager Wisniewski and Recycling Specialist Didonato provided department and event updates. 7. CHAIR'S COMMENTS Chair Korgan thanked the presenters. 8. COMMISSIONERS' COMMENTS Commissioners commented on recent community events. 9.
