CONSENT CALENDAR (Items 3.1 through 3.2) Consent calendar items are considered together and acted upon by one motion. There is no separate discussion of these items unless a commissioner or staff removes the item from the Consent Calendar. Recommended Action: Commission approve the recommended action on the below consent calendar items. 3.1 Approval of Meeting Minutes Recommended Action: Approve the minutes dated: September 3, 2025. 3.2 Written Communications 8 Communication from Commissioner Kohse requesting an excused absence from the September 3, 2025 Cultural Arts Commission meeting. Recommended Action: Excuse the absence. 4. PUBLIC COMMENTS The public may address the Commission on any subject matter within the Commission's jurisdiction that is not listed as an item on the agenda. State law generally prohibits the Committee from discussing or taking action on any issue not included on the agenda. The Committee may schedule the topic for future discussion or refer the matter to staff. 5. PRESENTATIONS The following item(s) will be presentations given to the Commission. Action on these item(s) is typically limited to the Commission receiving the presentation and providing direction or feedback to staff, as appropriate. CALL TO ORDER A regular meeting of the Cultural Arts Commission of the City of Chula Vista was called to order at 6:10 p.m. in Conference Room, located in Civic Center Library, 365 F Street, Chula Vista California. 2. ROLL CALL Secretary Magbanua called the roll. 3. CONSENT CALENDAR (Items 3.1 through 3.2) Commission approve the recommended action on the below consent calendar items. 3.1 Approval of Meeting Minutes Approve the minutes dated: August 6, 2025 3.2 Written Communications 1 Page 4 of 8 November 5, 2025 Agenda City of Chula Vista Cultural Arts Commission Excuse the absences. Moved by Commissioner Sablan Seconded by Commissioner Ruiz The motion was carried by the following vote: Yes (7): Commissioner Brady, Commissioner Muraoka, Commissioner Rufolo, Commissioner Ruiz, Commissioner Sablan, Chair Bishop, and Commissioner Ward Result: Carried (7 to 0) 4. PUBLIC COMMENTS Resident Robert commented on the frequency of the commission meetings and the importance of having boards and commission meetings. 5. PRESENTATIONS 5.1 Presentation on the 2025 Odawara Youth Ambassador Exchange Program The commission heard the presentation. 6. ACTION ITEMS 6.1 Discussion and Possible Action Regarding the Planning of Chula Vista ArtFest 2025 The commission discussed the planning of Chula Vista ArtFest 2025. 6.2 Discussion and Possible Action Regarding Palma Del Rio, Spain as a Potential Sister City Resident Robert commented on the lack of details for the agenda item and supported including sister cities for Chula Vista. Resident Ramon Riesgo supported the addition of Palma Del Rio, Spain as a sister city for Chula Vista. The commission recommended that staff explore the possibility of adding Palma Del Rio, Spain as a sister city. STAFF COMMENTS Principal Librarian and Cultural Arts Manager Magbanua and Cultural Arts Coordinator Vega provided updates on Casa Casillas, the Symbiotic exhibit at City Hall by Joelle Cook, and a possible Gaylord Pacific Resort art event. 8. CHAIR'S COMMENTS Chair Bishop praised Commissioner Muraoka for his work on the Odawara ambassador exchange program, commented on the Casa Casillas grand opening, and provided an update on the Local Arts Agency Network cohort. 9. COMMISSIONERS' COMMENTS • Commissioner Muraoka mentioned the potential for arts -related tie-ins with the Gaylord Pacific Resort's gift shop, commented on the positive impacts of the Odwara Youth Ambassador Exchange program, and thanked the commission for its support. • Commissioner Rufolo thanked Commissioner Muraoka for his work on the Odawara Youth Ambassador exchange program, suggested a t -shirt design competition for the high schools and expressed the need for more cultural performances in the city. • Commissioner Ruiz made suggestions for Casa Casillas programming and the artist residencies. • Commissioner Ward thanked Commissioner Muraoka for his work on the Odawara Youth Ambassador exchange program. • Commsioner Sablan thanked Commissioner Muraoka for his work on the Odawara Youth Ambassador exchange program. • Commissioner Brady commented on the minutes format, the architectural design of Casa Casillas, the youth community center, an article from the Voice of San Diego about arts funding, and the promotion ofArtFest. 3 Page 6 of 8 November 5. 2025 Agenda City of Chula Vista Cultural Arts Commission 10. A member who is absent from three consecutive, regular meetings will be deemed to have vacated his or her membership, unless the member's absence is excused by a majority vote of the other members. An absence is only recorded as "excused" upon receipt of a member's request and majority vote of the board/commission/committee to excuse the absence. Accordingly, if you have been absent from a regular meeting, please complete and submit this form to the chair or secretary. Please indicate the reason for the absence: 1.
