Interview Panel Special Meeting
MINUTES
October 13, 2025, 4:30 p.m.
City Hall, Bldg. #A, Conference Room C-106
276 Fourth Avenue, Chula Vista
Present: Member Disharoon, Member Hurst
Also Present: Board Secretary Montalvo, Deputy City Attorney Pietanza
Minutes are prepared and ordered to correspond to the agenda.
1. CALL TO ORDER
A meeting of the Board of Ethics Interview Panel was called to order at 4:30 p.m.
2. ROLL CALL
Secretary Montalvo called the roll.
3. ACTION ITEMS
3.1 Interviews and Consideration of Recommendation to the City Council
for Appointment to Fill One Board of Ethics Vacancy
Robert spoke in support of item 3.1.
Commissioners reviewed questions and decided on the format.
Interviews were conducted of Gustavo Padilla, Mia Gonzalez, and Renae
Wallace.
Moved by Member Hurst
Seconded by Member Disharoon
To recommend applicant Gustavo Padilla to the City Council for
appointment to fill the vacancy on the Board of Ethics.

The motion was carried by the following vote:
Yes (2): Member Disharoon, and Member Hurst
Result: Carried (2 to 0)
3.2 Authorize the City Attorney's Office to Complete the Minutes for the
October 13, 2025, Meeting
Moved by Member Disharoon
Seconded by Member Hurst
Authorize the City Attorney's Office to complete the October 13, 2025,
Board of Ethics Interview Panel Meeting minutes without further action
from the Interview Panel.
The motion was carried by the following vote:
Yes (2): Member Disharoon, and Member Hurst
Result: Carried (2 to 0)
4. STAFF COMMENTS
Secretary Montalvo thanked everyone for their time and assistance in this
process. The Board of Ethics remaining vacancy is now filled.
5. INTERVIEW PANEL MEMBER COMMENTS
Commissioner Hurst thanked everyone.
6. ADJOURNMENT
The meeting was adjourned at 5:58 p.m.
