HomeMy WebLinkAboutReso 2025-167RESOLUTION NO. 2025-167 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING A GRANT AGREEMENT BETWEEN THE CITY AND CALIFORNIA OFFICE OF TRAFFIC SAFETY, ACCEPTING GRANT FUNDS FOR THE SELECTIVE TRAFFIC ENFORCEMENT PROGRAM, AND APPROPRIATING FUNDS THEREFOR WHEREAS, the California Office of Traffic Safety has awarded the Chula Vista Police Department (“Police Department”) $620,000 in grant funding for the 2025-2026 Selective Traffic Enforcement Program (“Program”); and WHEREAS, the goal of the Program is to reduce the number of persons killed or injured in traffic crashes involving alcohol and other primary collision factors; and WHEREAS, throughout the one-year grant period of October 1, 2025 through September 30, 2026, DUI/driver license checkpoints, DUI saturation patrols, distracted driving operations, motorcycle safety operations, bicycle/pedestrian operations and other traffic enforcement operations will be conducted on an overtime basis; and WHEREAS, funds provided by this grant will also be utilized for training and supplies/equipment used during the traffic operations; and WHEREAS, the grant funds provided by the California Office of Traffic Safety will completely offset the total costs of this Program. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista, that it approves the State of California Office of Traffic Safety Grant Agreement # PT26017, between the City and California Office of Traffic Safety, in the form presented, with such minor modifications as may be required or approved by the City Attorney, a copy of which shall be kept on file in the Office of the City Clerk, and authorizes and directs the Chief of Police to execute same. BE IT FURTHER RESOLVED by the City Council of the City of Chula Vista, that the Chief of Police is authorized to enter into and execute any amendments, extensions, or renewals of the agreement, and any and all documents necessary and appropriate to implement this resolution in the form as may be required or approved by the City Attorney. BE IT FURTHER RESOLVED by the City Council of the City of Chula Vista, that the Chief of Police is authorized to take all necessary action to administer, monitor, manage, and ensure compliance with the Program including certifications made in the Application, and further to enter into and execute contracts with third parties to implement the Program or use of the funds, consistent with the intent of this resolution and in the form as may be required or approved by the City Attorney. Docusign Envelope ID: 619320C1-7B48-4A83-BD5F-6EDC31076B88 Resolution No. 2025-167 Page No. 2 BE IT FURTHER RESOLVED by the City Council of the City of Chula Vista, that it accepts $620,000 from the California Office of Traffic Safety and amends the Fiscal Year 2025- 26 budget by appropriating $452,895 to the personnel category and $16,141 to the supplies and services category of the Police Grants section of the Federal Grants Fund and directs staff to include $150,964 in the Fiscal Year 2026-27 proposed budget for the Selective Traffic Enforcement Program.
