HomeMy WebLinkAboutReso 2025-134RESOLUTION NO. 2025-134 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING FUNDS FROM THE U.S. DEPARTMENT OF HOMELAND SECURITY FOR OPERATION STONEGARDEN, AMENDING THE FISCAL YEAR 2025-26 BUDGET, AND APPROPRIATING FUNDS THEREFOR WHEREAS, since the events of September 11, 2001, the interception of terrorists and their weapons attempting entry across the nation’s borders has become the priority mission of the U.S. Department of Homeland Security; and WHEREAS, grant funding via “Operation Stonegarden” has been awarded by the U.S. Department of Homeland Security to the San Diego County region to facilitate regional partnerships and enhance law enforcement preparedness and operational readiness along the land and water borders of the United States; and WHEREAS, the Chula Vista Police Department (“CVPD”) has been allocated grant funding (“Grant Funds”) in the amount of $100,000 for Operation Stonegarden to participate in regional enforcement efforts and support the mission of the operation; and WHEREAS, CVPD will only enforce local and state laws within the City of Chula Vista, subject to the California Values Act (SB 54; Chapter 495). CVPD cannot and will not enforce or aid in the enforcement of immigration laws on behalf of U.S. Customs and Border Protection and U.S. Border Patrol; and WHEREAS, the Grant Funds provided by U.S. Department of Homeland Security will completely offset the total costs of Operation Stonegarden. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista, that it accepts Grant Funds in the amount of $100,000 from the U.S. Department of Homeland Security for Operation Stonegarden and amends the Fiscal Year 2025-26 budget by appropriating $100,000 to the personnel category of the Police Grants Section of the Federal Grants Fund. BE IT FURTHER RESOLVED by the City Council of the City of Chula Vista, that the City Manager, or Chief of Police, is authorized to enter into and execute an agreement with the U.S. Department of Homeland Security, any amendments, extensions, or renewals of the agreement, and all documents necessary and appropriate to implement this resolution.
