The changes eliminate more than 8 acres of community park space. While the applicant proposes adding manufactured open space, this does not compensate for park space that families are more likely to use. The open space is located in a place that is convenient for the applicant and not in the best interest of future residents. This amendment reduces the number of detached homes, which are already difficult to find in this part of Chula Vista. Applicant proposes an elementary school site that would be utilized as a "high" residential land use if Chula Vista Elementary School District declines the space. CVESD has been delaying the addition of new schools citing a decreasing school- age population. This increases the likelihood that this site will be used for homes. The City should not allow more "high" residential land use and instead, designate it as a less dense residenƟal area. While a traffic study was conducted for this project, it is my opinion that it did not give proper consideration to the additional density that is now being proposed. The study claims that impacts on Olympic Parkway, particularly during peak times near I-805, are unavoidable. However, some mitigation can be provided by requiring the applicant to expedite the extension of E. Main St from Village 8 West to Village 4, which would give residents in Village 8 East an alternaƟve to Olympic Pkwy. Finally, the noise mitigation proposals are insufficient. Oppose
