RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA ACCEPTING GRANT FUNDS FROM THE
CALIFORNIA HIGHWAY PATROL FOR THE CANNABIS
TAX FUND GRANT PROGRAM AND AMENDING THE
FISCAL YEAR 2025-26 BUDGET TO APPROPRIATE FUNDS
THEREFOR
WHEREAS, the City of Chula Vista Police Department (CVPD) has been awarded
$487,624.82 in grant funding (Grant Funds) from the California Highway Patrol for the Cannabis
Tax Fund Grant Program (Program); and
WHEREAS, the purpose of the Program is to educate the public regarding the dangers of
impaired driving, enforce impaired driving laws on the roadway, and improve the agency’s
effectiveness through training and development of new strategies; and
WHEREAS, the Grant Funds will be used to enhance training to CVPD personnel to
increase their abilities to detect, enforce, and educate the community regarding the impairment of
driving under the influence of alcohol and other drugs; and
WHEREAS, the Grant Funds will also be used to conduct DUI checkpoints, DUI saturation
patrols, and attend two traffic safety conferences; and
WHEREAS, the Grant Funds provided by the California Highway Patrol will completely
offset the total costs of this Program.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista,
that it accepts $487,624.82 in grant funds from the California Highway Patrol and amends the
Fiscal Year 2025-26 budget by appropriating $452,616.00 to the personnel category and
$35,009.82 to the supplies and services category of the Police Grants Section of the State Grants
Fund.
BE IT FURTHER RESOLVED, by the City Council of the City of Chula Vista, that the
Chief of Police or Assistant Chief of Police is authorized to enter into and execute an agreement
with the California Highway Patrol, any amendments, extensions, or renewals of the agreement,
and any and all documents necessary and appropriate to implement this resolution.
BE IT FURTHER RESOLVED, that the Chief of Police or Assistant Chief of Police, is
authorized to take all necessary action to administer, monitor, manage, and ensure compliance with
the Cannabis Tax Fund Grant Program requirements, including certifications made in the grant
application, and further to enter into and execute contracts with third parties to implement the grant
or use of the funds, as appropriate.
