HomeMy WebLinkAboutReso 2025-121RESOLUTION NO. 2025-121 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING GRANT FUNDS FROM THE CALIFORNIA GOVERNOR’S OFFICE OF EMERGENCY SERVICES FOR THE COVERDELL FORENSIC SCIENCE IMPROVEMENT PROGRAM AND AMENDING THE FISCAL YEAR 2025-26 BUDGET TO APPROPRIATE FUNDS THEREFOR WHEREAS, the City of Chula Vista Police Department has been awarded $53,787 in grant funding (“Funds”) from the California Governor’s Office of Emergency Services for the Paul Coverdell Forensic Science Improvement Program (the “Coverdell Program”); and WHEREAS, the goal of the Coverdell Program is to improve the quality, timeliness, and credibility of forensic science services over current operations; and WHEREAS, the Coverdell Program Funds will be used for the education and training of crime laboratory personnel to ensure they can effectively perform their assignments during crime scene callouts; and WHEREAS, the Coverdell Program Funds will also be used to purchase a forensic workstation, Faraday bags and blocker lockers to ensure phones are protected from remote wiping while stored as evidence, creative pen display tablet for latent-print analysis, and software to convert photographs and scans into 3D renderings; and WHEREAS, the Funds provided by the California Governor’s Office of Emergency Services will completely offset the total costs of the Coverdell Program. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista, that it accepts $53,787 from the California Governor’s Office of Emergency Services and amends the Fiscal Year 2025-26 budget by appropriating $53,787 to the supplies and services category of the Police Grants Section of the Federal Grants Fund. BE IT FURTHER RESOLVED, that the City Manager, or Crime Laboratory Manager, is authorized to enter into and execute an agreement with the California Governor’s Office of Emergency Services, any amendments, extensions, or renewals of the agreement, and any and all documents necessary and appropriate to implement this resolution. BE IT FURTHER RESOLVED, that the City Manager, or Crime Laboratory Manager, is authorized to take all necessary action to administer, monitor, manage, and ensure compliance with the Coverdell Program grant fund requirements, including certifications made in the application, and further to enter into and execute contracts with third parties to implement the Coverdell Program or use of the grant funds, as appropriate.
