A, Executive Conference Room #103 276 Fourth Avenue, Chula Vista, CA Health, Wellness, and Aging Commission Regular Meeting     Public Comments: Public comments may be submitted to the Health, Wellness, and Aging Commission in the following ways: In-person comments during the meeting. Join us for the Health, Wellness, and Aging Commission meeting at the time and location specified on this agenda to make your comments. Each person will be allotted three (3) minutes to address the Commission. • Submit an eComment. Visit  www.chulavistaca.gov/boardmeetings, locate this meeting, and click the comment bubble icon. Click on the item you wish to comment on, then click "Leave Comment." • Email comments. Submit comments via email to HWAC@chulavistaca.gov. • Time Allotted for Speaking (subject to change by the presiding officer) - Agenda Items: 3 minutes - General Public Comment (not on agenda): 3 minutes Individuals who use a translator will be allotted twice the amount of time. The commenting period will close at noon on the day of the meeting. All comments will be made available to the Commission and the public. Pages 1.CALL TO ORDER 2.ROLL CALL Commissioners Edwan, Hernandez-Nader, Johnson, Mallen, Montano, Murphy, Orozco-Valdivia, Vice Chair Guerrero, and Chair Murphy 3.CONSENT CALENDAR The Commission will enact the Consent Calendar staff recommendations by one motion, without discussion, unless a Commissioner, member of the public, or staff requests that an item be removed for discussion. If you wish to speak on any item, please fill out a "Request to Speak" form and submit it to the Secretary prior to the meeting or submit an electronic comment per the instructions on page one of this agenda. 3.1 Approval of Meeting Minutes 4 Recommended Action: Approval of the minutes dated April 10, 2025. 3.2 Consideration Request for Excused Absences 8 Recommended Action: Communication from Chair Murphy requesting excused absence from the March 13, 2025 meeting. 4.PUBLIC COMMENTS Persons may address the Commission on any subject matter within the Commission’s jurisdiction that is not listed as an item on the agenda. State law generally prohibits the Commission from discussing or taking action on any issue not included on the agenda, but, if appropriate, the Commission may schedule the topic for future discussion or refer the matter to staff. If you wish to speak on any item, please fill out a "Request to Speak" form and submit it to the Secretary prior to the meeting. 5.PRESENTATIONS 5.1 Presentation by San Diego County Aging and Independence Services (AIS)9 Intergenerational Coordinator, Pam Plimpton, will present on Intergenerational activities and programs in the county. 5.2 Presentation by Chula Vista Parks and Recreation 24 Assistant Director of Parks and Recreation, Shannon Bullock, will present on current recreational activites for youth, family, and seniors. 6.ACTION ITEMS The Item(s) listed in this section of the agenda will be considered individually by the Commission and are expected to elicit discussion and deliberation. A, Executive Conference Room #103 276 Fourth Avenue, Chula Vista, CA Present: Commissioner Edwan, Commissioner Hernandez-Nader, Commissioner Mallen, Commissioner Murphy, Commissioner Orozco-Valdivia, Vice Chair Guerrero, Chair Murphy, Absent: Commissioner Johnson, Commissioner Montano Also Present: Housing and Homelessness Director Kurz and Commission Secretary Edgar Minutes are prepared and ordered to correspond to the agenda. _____________________________________________________________________ 1. CALL TO ORDER Chair Murphy called the meeting to order at 4:34 p.m. 2. ROLL CALL Secretary Edgar called the roll. 3. CONSENT CALENDAR (Items 3.1 through 3.2) Moved by Commissioner Mallen Seconded by Commissioner Orozco-Valdivia Commission approved the recommended action on the below consent calendar items. Chair Murphy provided excused absence form for the March 13, 2025 meeting, to be attached to next agenda. Robert spoke regarding excused absence procedures. Consider requests for excused absences as appropriate. 3.1 Approval of Meeting Minutes Approve the minutes dated March 13, 2025. 4. PUBLIC COMMENT Robert spoke regarding various topics. 5. ACTION ITEMS 5.1 Change of Frequency of Regular Meetings Housing and Homelessness Director Kurz provided an update on the frequency of meetings. Chair Murphy spoke about quorum issues. Commissioner Hernandez- Edwan spoke on unexcused absences. Robert spoke on the item. Moved by Commissioner Hernandez-Nader Seconded by Commissioner Mallen Approve resolution changing frequency of regular meetings from the second Thursday of each month to the second Thursday of every other month (August, October, December, February, April, June). Moved by Commissioner Orozco-Valdivia Seconded by Commissioner Hernandez-Nader Commission to consider Vice Chair Murphy as the Chair for the remainder of FY 24/25. The motion was carried by the following vote: Yes (6): Commissioner Edwan, Commissioner Hernandez-Nader, Commissioner Mallen, Chair Murphy, Commissioner Orozco-Valdivia, and Vice Chair Guerrero Result, Carried (6 to 0) Moved by Commissioner Orozco-Valdivia Seconded by Commissioner Hernandez-Nader Commission to consider Commissioner Guerrero as Vice Chair for the remainder of FY 24/25.
