HomeMy WebLinkAboutReso 2025-104RESOLUTION NO. 2025-104 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND ENTER INTO AN AGREEMENT WITH KINGDOM CAUSES DBA CITYNET TO PROVIDE HOMELESS BRIDGE SHELTER OPERATIONS SERVICES WHEREAS, on May 19, 2025, the Regional Task Force on Homelessness (RTFH) released the official results of the 2025 Point in Time Count (PITC), data for the San Diego Region that includes the City of Chula Vista; and WHEREAS, while the total number of homeless decreased by six percent (6%) from 2024, the number of homeless remains significant at 614; and WHEREAS, these persons are without the ability to obtain shelter and at risk of injury and harm due to exposure to the elements and other health, safety, and welfare-related circumstances and consequences associated with living outside; and WHEREAS, the City Council affirms the City of Chula Vista's commitment to combating homelessness and creating or augmenting a continuum of shelter and service options for those living without shelter in our communities; and WHEREAS, analysis and evidence have demonstrated that providing decent, safe, and stable housing combined with crucial support services are two primary components of successful transition from homelessness to a safer and healthier way of living; and WHEREAS, on May 15, 2023, the City officially opened the doors to the first homeless bridge shelter in the City, the Chula Village at Otay; and WHEREAS, on October 25, 2021, the City of Chula Vista issued a Request for Proposals (RFP) seeking qualified agencies for the operation of the homeless bridge shelter and after a comprehensive review and consideration, the RFP selection committee recommended the selection of Kingdom Causes dba as CityNet for the operations of the Homeless Bridge Shelter via Resolution No. 2022-097 on May 3, 2022; and WHEREAS, the initial contract will expire June 30, 2025, and the City issued an RFP on April 11, 2025, and selected CityNet as the operator. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista authorizes an agreement with Kingdom Cause dba CityNet for a one-year term with the option to extend up to three years and not to exceed $6.6 million in total for a three-year period. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista, that it authorizes the City Manager to negotiate the terms of an agreement between the City and Kingdom Cause dba CityNet, in a form approved by the City Attorney, a copy of whi ch shall be kept on file in the Office of the City Clerk, and authorizes and directs the City Manager to execute the agreement and any related documents necessary to carry out the intent of this resolution.
