HomeMy WebLinkAboutcc min 1924/12/15 MINUTES OF .AN ADJOUBNED REGULAR MEETING OF THE BOARD OF TRUSTEES, CHUU VISTA, CALIFORNIA, HELD DECEMBER 15, 1924. The Board met pursuant to adjournment in the Concil Chamber of the City Hall, on the above date wi th President Peters in the chair, who called the meeting to order at 7,30 p.m. Presetn, Trustees Peters, Bent, Shaw, Lwons, Wentworth. E STREET BETWEEN 5th AND 6th AVENUES, itr. Karl Helm a sked the Board for repairs to E Street, between 5th and 6th Avenues. The Street Commi the advi sed that it would make the repairs requested by graveling and crowning the road surface. ~ ... D STREB!!! AND MADISON AVENUE, Mr. R. J. Kaufman, who resides at D Street and Madison Avenues, informed the board that there is a bad hole at that corner, which is being made worse by the grading being performed in the new subdivision lying to the south. Water stands there and makes the street almost impassàble. Street Committee advised that this would be taken care of when it graded the city's half of D Streetnat that point. RAT~ OF GRAVEL, Mr. Paul Sloan asked the board if it contemplated the sale and delivery of gravel to new streets being opened in subdivisions. The question was dis- cussed and upon motion by Mr. Lwons, seconded by ~~. Shaw, it was decided to do no more work on, or sell aDW gravel for, new streets in subdivisions, until such streets are completed and turned over to the city. The motion carried by the following vote, te- wit, AYES: !!!rustees Lwons, Wentworth, Bent, Peters. Shaw. :lTOES, None. ABSE1'T, None. TAX ASSESSMENT: Mr. J. H. McCulloch protested, in writing, and verbally, against the assessment made by the tax assessor, on Lots 11 and 14, ¡ Section 137, owned ~ Mary E. Dyer. He claimed that the value had been raised over that of 1923, and that the owner had not been notified of such raise; that the assessor had not executed the oath to the assessment roll on the proper date; questioned as to the value of the property complained of, Mr. McChlloch stated that it is held for sale at a value of $40,000.00; he was, also, of the opinion that the Board of Eaualization had raised the value of the property, without notifying the owner. In the discussion, it developed that the assessed valuation of the property is $15,000.00, which was not considered excessive; that the board of equalization had not raised the value of the property; that no notification to the owner was necessary; that the owners of the property were not at home at the time of the assessor's ~isit. The city attorn~ decided that the date of t he assessor's oath did not, in anyway invalidate the asaessment roll, and quoted section 3885, of the Political Code, which provides that the assessment is not illegal on account of aDW informality, or delay in completing it according to law. No further action taken. SUBDIVISION A!!! D AND NATIONAL AVENUE: Mr. R. M. Pray, owner of the new sub- division going in at the corner of National Avenue and D Street, advised that he was desirous of putting this property on the market, but could not do so until the plat of it is acoelt ed by the city. He proposed to put up cash deposit, or "011'1 ill the amount Jtf the city engineer w11l say is necessary to grs,de and surface the streets, such cash or bond holding the owner to complete the streets to the satisfaction of the street superintendent, and asked the city to accept the subdivision, before the streets are complleted. The board agreed to the proposition, upon motion ~ Mr, Wentworth, sedonded by Mr. Shæ, which carried ~ the following vote, to-wit, AYES, Trustees Wentworth, lent, Shaw, Peters, Lwons. NOES, None. ABSENT, None. LICENSE ORDINANCE: C. E. !!!emple, representing the Foster & Iteiser Advertising Comp&DW, protested against the amount of license required for bill-board advertising, in this city. He stated that the net income from their bill-boards here, is about $21.00 per month, and that his firm could 'not pay the required fee of $25.00 per month, as required by ordinance. Held over for future reference. SAL! OF GRAVEL, Upon motion ~ Mr. Shaw, seconded by Mr. Lyons, it was decided that no gravel would be sold to aDW one, in any manner, for alW' pIIIIpose thatever. The motion carred by the following vote, to..."i t: AYES, Trustees Shaw, Lyons, Wentworth, Bent, Peters. NOES, None. ABSENT, None. This action was taken on the request of R. M. Pray to have the city gravel the streets in his subdivision at National Avenue and D Street; JDDITIOm TRAFFIC OFFICER: Marshal Clyne informed the board of his schedule of offioers for policing the streets,and stated that during the racing season, his two regular traffic officers and himself were kept busy on National Avenue, leaving no officer available for the rest of the city. He requested permission to employ an additional officer, during the racing season, the salary not to exoeed $175.00 per month, the city to furnish gasoline and oil for the officers motorcycle. Upon motion by Mr. Wentworth, seconded ~ Mr. Lwons, the Marshal was authorized to employ an additional officer 88 above r~ested. Motion carried by the following vote, to-wit, AYES, Trustees Wentworth, Bent, Peters, Shaw, Lwons. NOES, None. ABSENT, None. Meeting of December 15, 1924, Continued. CULVERT ON FIFTH AVENUE OVER TELEGRAPH CANYON, Upon motion by Mr. Bent, seconded b¡ Mr. Wentworth, it was dèbided to have the city engineer prepare a plan and the cost of a concrete culvert over Telegraph C8DWon, on 5th AveDUe. Motion carried. ~ SHOWER ROOMS IN FIRE If.n.r., Fire Chief Smith asked to haTe the shower rooms in the fire hall, repaired, at a cost ~f approximately $10.00. Authorized. SI~AT.tf!'!1 The oity engineer presented the plan, and map of the district for side- walks and curbs, as directed in Resolution No. 108. These papers were accompanied by the speoifioations Of the work. Trustee Shaw then offtred Resolution No. 110, which ie a resolution accepting the the plan, speoifioatione and map of the district from the city engineer. The resolution was read, and upon motion by Mr. Shaw, seconded ~ Jrr. Lyons, the resolution was passed, adopted and approved by the following vote, to-wit, AYES, Trustees ShaIr, Lwone, Wentworth, Bent, Peters. NOES, None. ABSENT, None. RESOUlTrOw No. 111, Mr. Lwona offered Resolution No. 111, which is a resolution of intention, directing that certain sidewalks and curbs will be laid in certain sections of the city, and giving a specified time for protests against such action. The resolution was read, and upon motion ~ Mr. Wentworth, seconded by Mr. Shaw, the resolution was paned, lIdopted and approved by the following vote, to-wit, ADfh Trustees Wentworth, Bent, Peters, Shaw, Lwons. NOES, None. ABSENT: None. ORDINA.NCB No. IllS, Upon motion by Jrr. Wentworth, seconded by Mr. ShaY, Ordit1&11Oe No. 115, was placed on its second and final reading. 1'his is an ordinance providing for a fixed salary for the city electrian. DELINQUENT TAXES.- UNn SOLD, Upon motion by Mr. Lwons, seconded by Mr. Wentworth, the President of the Board and oity clerk were authorized to 8JteOute a deed for Lot 3" Block 4, Seavale Addition, transferring this parcel of land from the city, to D. L. I.:r1g, he having purchased it. Motion carried by the following vote, to-wi t, AYES, Trustees Lwons, Wentworth, Bent, Peters, Shaw. NOES, None. ABSBNT, None. ORDINANCE Woo 116, Upon motion by Mr. Shaw, seconded by Mr. Wentworth, Ordinancs No. ll6, was placed on its second aDd final reading. This is an ordinance creating the office of Chief Engineer of the Fire Department. This is an ordinanoe changing the dates between whiCh the oity taz assessor will make his assesaments each year. ABSENT, None. l_~ STREET LIGHTING CONTRACT, !!!he clerk presented a ccntract, in quadruplicate, prepared for the street lighting of the city, by the San Diego Consolidated Gas and Jllectric Compa~, for the acceptance of the board. Upon motion by Mr. Wentworth, seoonded by Mr. Lwons, the President and clerk were authorized to execute the contract on behalf of the oity, by the following vote, to-wit, AYËs, Trustees Wentworth, Bent, Peters, Shaw, Lwons. NOES, None. ABSENTI None. ADDI!!!IONAL STREET LIGHTS, Trustees Shaw, having been appointed a committee of one at the last meeting, to investiB*te and report on the number and location of additional street lights required for the proper lighting of the city, reported and recommended one each at the following locations, the lamps to be 250 c.p., Del JIar and G; Ii and Garrett; H and National; I and National; K and National; L and National; I and 2nd Ayenue; K and 4th Avenue; H and 1st Avenue; and one red light on 3rd Avenue, where car tracts enter that street; total 10 lights. Upon motion by Mr. Shaw, seconded by Mr. Lwons, the clerk was directed to have these lights installed, with the understanding that if 8DW undue expense is neoessary in the installation, no installation will be made of that particular light, or lights, until report has been made to the Board. Motion carried by the following vote, to-wi t, ADS, Trustees Shaw, Lwons, Wentworth, Bent, Peters. NOES, None. ABSENTI None. Keeting of December 15, 1924, Continued. DRIVEWAYS TO PRIVATE PROPERfi TORN OUT: The clerk reported that a complaint had been made to him to the effect that the S'treet department had torn out the private driv_;V to the propert;v of A. R. Trook, on J Street, and had not replaced it. Referred to street superintendent to replace the driveway. TRIMMING TREES FOR TELEPHONE LINES, The clerk read a letter from the City Manager of San Diego, requesting permission to trim trees along National Avenue, from E Street to the Southern City Limits, to accommodate, the telephone wires leading to the back country. The letter stated that these are the city's lines. Clerk directed to inform the writer that the policy of this city has been to deny all requests to trim trees for the accommodation of telephone wires, which is in accordance with the provisions of a city ordinance. ,~ IL":1:0VING TREES FROM STREET: A request tc remove one Pepper trees from the parking at the southeast corner of Del Mar and F Street, from M.D. Pratt. was read. Authori ty granted, with the provision that the usual agreement for replacing the tree removed, be entered into.
