The Bosrd met in regular lesaion in the 8ouncil Chamber of the Cit~ Hall, with President Peters in the chair, who called the meeting to order on the above date, at 7:00 p.m. Present: Trusteel Petera, Shaw, Bent, Lwons, Wentworth. READING OF MINUTES: The minutes of the last regular meeting of Deoember 2, and adjourned regular meeting of Deoember 15, together with the minutes of a special meeting of Deoember 24, 1924, were reed, and approved as read. --~! PURCHASE OF FIRE EQUIPMENT: Fire Chief Smith asked for permission to purohale the following fire equipnent, from the regular budget: 200 feet zt inch Hose, to coat $280.00; 200 feet i-inch Chemical Hole, $106.00; 2 Water Pumps, $20.00; 1 Siren, 140.00; 1 Bell, $30.00; 1 Salvage Cover, $50.00. Total cost $526.00. Upon motion by Mr. Shaw, leoonded b~ Mr. Lwonl, the authority was granted, b¡ the following vote, to-wit: AYES: Trustees Shaw, Lyons, Wentworth, Bent, Petera. NOES: None. ABSENT: None. Wj,911 STAND PIPE: The queltion of having the ItaDd pipe at National and E Street put in good repair, waa referred to the fire chief. FIRE APPRATUS LEAVING THE CITY LIMITS: Prelident Peterl alked}ð~!.!eelon for the city fire apparatul leaving the city recently to atteDd a fire at'~ ~e fire chief explained that he hed an arrangement with the San Diego Fire Department, to the effect that when our fire apparatul left the city, an apparatul from San Diego would come here for protection, While our apparatul ia abient; that on the occasion in ques- tion, an appar'\Ñ~Lfrom San Diego left that city at the same time that our equipment left here for ~:'. Prelident Peterl atated that he wanted to go on record al being oppoaed to the fire apparatUI leaving the city limits; that the city tax payer a are entitled to protection at all times, and that it a fire ahould occur in the interim of changing apparatua from San Diego, a 1088 might occur before the San Diego appar- tUB could reach the leeae, and he cited the recent Dale of a fire at the residence of Greg. Rogers, Where the prompt arrival of the apparatul prevented a serious fire. No action taken. ORDINA.NCES: The Building Inspeotor was authorized to have the Building, Plumbing and Eleotrioal Ordinances compiled in book form, for ha~ uae and d18- tribution, he to get enough advertisements to pay the cost of compiling such a book form. In this oonneotion the oity attorney took a revised form for a new plumbing ordinance to be prepared for panage aDd compilation in the book form above. '!'his action covered b~ motion by Yr. Shaw, seconded by Mr. Wentworth, which carried. FLAG DECORATIONS ON STREETS: Dr. F. E. Ashoroft asked permission to have holes bored in the sidewalkl through the main portion of the city, 12 inches from the curb, said holes to be for inserting flag staffs for decorative purposes. '!'his request is made on behalf of the American Legion. The request was granted upon motion by Mr. Wentworth, aeoomed by Mr. Lyons, which carried by the following vote, to-wit: AYES: Trustees Wentworth, Peters, Shaw, Lyons. NOES: Trustee Bent. ABSENT: None. The Prelident appointed Trustee Wentworth to oversee the work of installing the holes, and he to see that the~ are not less than 36 feet apart. AT.T.1i!Y IN REAR OF POPENVILLA'S PROPERTY: Mr. Peter Popenvilla again asked the Board what action it has taken toward draining the alley in rear of his property. Superintendent of Streets stated 'that he would have di tohes made in a few days. --r- SEWER SYSTEM: Mr. E. l4elville asked the Board if any act ion had been taken on a petition he had preaented some lix or eight months ago, asking that a sewer system be establilhed in the city. He stated that he il at his limit for sewerage to his business property. Clerk directed to write to R. F. Goudy, Engineer in Charge of Sanitary Engineering of the State Board of Health, and try to arrange for a visit from Mr. Goudy, to go into the matter. PLUMBER'S EXAMINING BOARD: President Peters nominated the following as comprising the Plumbers' Examining Board for the current year: Trustee Shaw, W. K. Hayes, Dr. F. E. Ashcroft, R. J. Wharton and Mark Skinner. The nomination was con- firmed by motion by Mr. Lyonß, seconded by Mr. Wentworth, which carried by the fol- lowing vote, to-wit: AYES: Trustees Lwons, Wentworth, Bent, Peters, Shaw. NOES: None. ABSENT: None. DUMPING RUBBISH: Mrl. Clara L. Byers, complained in writing against the neighbors using her property, Lot 4, Block 2, C.V.Villa Tract, for a dumping ground for rubbish and trash. Clerk instructed to oa11 the attention of the marshal to the matter and have the praotice stopped. Regular Meeting of January 6, 1925, Continued. PERIODICAL REPORTS: The Quarterly report 0 f the marshal, and the monthly reports of the community nurse and the recorder, were read, and upon motion by Mr. Shaw, seoonded b1 L1ons, they were accepted ani ordered filed. PJUNTING FOR J,t1!51 The time having arrived for opening bids for printing for the oalendar year 1925, all such bids received were opened and declared as follows: Denrich Press, for the total WOrk called for by specifications, $172.20. Chula Vista Star, for the total as called for by specifications, $125.85. Upon motion by Mr. Lwons, seconded by Mr. Wentworth, the bid of the Chu1& Vista Star was accepted, by the following vote, to wit: AYES: Trustees Lyons, Wentworth, Bent, Peters, Shaw. NOES: None. ABSENTI None. ~ TREES RRMmT1im FROM STREET: H. T. Blackmar requested permission to remove one c)Tpress tree on the J Street side fronting his property, with the statement that four new trees had already been planted along that side of his property. Authorized, Mr. Blaclm1ar to sign the usual agreement, upon motion by Mr. Lwons, seconded by Mr. Shaw, which carried. PLANNING COMMISSION: The resignation of Mr. A.J.Harris as a member of the City Planning Commislion was read. Accepted upon motion b1 Mr. Wentworth, seconded by Mr. Shaw, which carried. No appointment of a successor until later. FIRE DEPARTMENT: A letter from Mr. P. V. 140 rgan , commending the local fire depart- ment for its efficient and careful service while extinguishing a fire in Mr. I4organ'l residence, Deoember 16, 1924, was reed. Filed upon motion by Mr. Bent, seconded by Mr. Shaw, which carried. TRIMMING T¡:¡RF~'! BY CITY OF SAN DIEGO FOR TELEPHONE WIRES: Another request from the City Manager of the City of San Diego to trim a few limbs from trees on National Avenue, to promo te better service over the telephone lines of the oi ty, r-esul ted in the premiss ion being granted, upon motion b1 Mr. Shaw, seconded by Mr. Lwons, which carried. LICENSE ORDINANCEI A petition signed by 14 merchants of the city, requesting that $60.00 per quarter be made the license fee for peddlerl of merchandise in the city, auoh peddlers not having a regular place of bu,iness here. Discusled, but held over until next meeting until the city attorney can go into the law on the subJect. TRANSFER OF FUNDS. This il an ordinance changing the dates in which the Tax Assessor must make his assessments each year. The ordin- was read, and upon motion by Mr. Lyons, seconded by Mr. Wentworth, it was passed, adopted and approved by the following vote, to-'ll'it: AYES: Trultees Lwons, Wentworth, Bent, Peters, Shaw. NOES: None. ABSENT: None. . F'RmmI>'JlION OF PROPERTY SOLD FOR TAXES: The President of the Board, and. the clerk were authorized to execute a deed for Lot 3, Blook 4, Marlborough Heights, to Mrs. W. L. Cale, upon motion by Mr. Wentworth, seconded by Mr. Shew, which carried by the following vote. AYES: Trustees Wentworth, Bent, Peters, Shaw, Lyons. NOES: None. ABSENT: None. ADDING M.lCHINE: The clerk reported that the adding machine in use in h18 office hat become unserviceable from wear, it having been in use since 1908; that the colt of repairs would be from $35.00 to $50.00. Ordered to purchase a new machine, turning in the old one, upon motion by Mr. Wentworth, seconded by Mr. Shaw, v.hich carried by the following vote, to-wit: AYES: Trustees Wentworth, Bent, Peters, Shaw, Lyons. NOES: None. ABSENT: None. Regular Meeting of Danuary 6, 1925, Continued. RESOLUTION 11.&. Trustee Shaw offered Resolution No. l~ Thia is a resolution repealing Resolution No. Ill. The resolution was read, and upon motion by Mr. Shaw, seconded by Mr. ~ons, it was passed, adopted and approved by the ~ollowing votel AYES: Trustees Shaw, Lyons, Wentworth, Bent, Peters. NOES: None. ABSENT: None. RIISOLUTION No. llJh Trustee Wentworth offered Resolution No. lJ,f. This is a resolution providing for and ordering in certain lidewalks and curbe in varioul parts of the city, and providing a date on which protests may be made. The resolution was read, and upon motion by Mr. Wentworth, seconded by Mr. Shaw, it was passed, adopted and approved by the following vote, to-wit: AYES: Trustees Wentworth, Bent, Peters, Shaw, Lyons. NOES: None. ABSENT: None. i I ,~ NO PARKING SPACES: Marshal Clyne asked that an ordinance be passed prohibiting parking of vehiclel on'both sides of Third Avenue, at the cross walk through the plaza, near the ,front of the pool hallf also, near fire hydrants. City attorney instructed to draft such an ordinance. SAFE FOR POLICE DEPART:.!ENTI Marshal Clyne brought up the question of protection for valuables taken from persons impr&soned in the city jail; stated he has heretofore been keeping such valuables and money on his person, but thought the city should pro- vide a place for safe keeping. Upon motion by Mr. Shaw, seconded by Mr. Lyons, the clerk was instructed to purchase a safe filing cabinet, fireproof, and with a oombina- tion lock, not to exceed a cost of $181.30. Motion carried by the following vote: AYES: Trustees Shaw, Lyons, Wentworth, Bent, Peters, !roES: None. ABSENT: None. STREETS WEST OF }TATIONA.L AVENUE: City engineer reported that he is having some difficulty in obtaining deeds for the land now occupied by all the city streets, lying west of National Avenp:e; that the San Diego Land and Town Company had declined to make the deeds unless approved by its former engineer, Mr. John F. Covert, and that Mr. Covert declined the approval, until a search of the records had been searched. City attorney stated he would see Mr. "itus and endeavo" CQ ;:rClch through the proposition.
