HomeMy WebLinkAboutcc min 1925/02/03 MINUTES OF A REGULAR MEETING OF THE BOARD OF TRUSTEES, CHULA VISTA, CALIFORNU, HELD FEBRUARY 3, 1925. The Board met in regular aession in the Council Chamber of the City Hall, on the above date, with President Peters in the ohair. Meeting called to order lit 7100 p,m. Present: Truatees Petera, Shaw, Bent, Lyons, Wentowrth. READING OF MINUTES: The minutes of the last regular meeting of January II, 1925, and an adjourned regular meeting of January 19,1925, were read, and approved aa read. ( SIDEWALKS: The President of the Board asked the city clerk if there were aDò' objections or protests to Besolution of Intention 1'0.114, filed or made. ~e clerk stated that there were no objections or protests to Beaolution 1'0.114, filed or made by &Dò'one. ROLLER SKATING ON SIDEWALKS: A petition, signed by 68 citizens of the city, protesting against children akatingwith roller skates on the aidewalka of the city, and requesting that an ordinance be adopted prohibiting the practice, wal read. Another petition signed by 94 citizens, praying that no action be taken to prevent roller lkating on the sidewalka be taken, was, also. read. This latter petition ex- empted the sidewalks of the business portion of the city. After discullion, the matter was referred to the Police Committee for action. LICENSE ORDINANCE: A representative of the Foster & Klieser Advertising Comp8Dò' again appeared before the board, and asked favorable action on his request at the meeting of December 15, 1924, to reduce the license fee on bill board advertising. Upon motion by Mr. Lyons, seconded by Mr. Wentworth, the city attorney was instructed to prepare an amendment to the License Ordinance. reducing the above mentioned fee1to $15.00 per quarter, payable annually. the motion carried by the follo~ing vote, to-wit: AYES: Trustees Lyons, Wentworth, Bent, Peters, Shaw. 11OES: None. ABSENT: None. TRAFFIC OFFICERS. NOISE MADE BY: Mr. C. W. Hughes complained about the noise made by traffic officers in arresting motor vehicle law violators, .on National Avenue, near his residence, at D Street. He stated that the officers were not only noisy, but that they used loud, rough and profane langllage, at timel, which is extremely annoying to hil family and the families of others living in that neighborhood. Fire Chief Smith objected to the ramarks made by Mr. Hughes, with the statementthat he frequently accompanied the officers on National Avenue, and had never heard aDò' unnecessary noise or loud or profane language. Upon motion by Mr. Bent, seconded by Mr. Lyons, the matter was referred to the Police Committee for investigation and action. mmmNifoNCEoJiO. 118: Upon motion by Mr. Bent, seconded by Mr. Shaw, which carried, Ordinance 1'0.118 was placed on its lecond and final reading. The oridnanoe _I read, and upon motion by Mr. Bent, seconded by Mr. Shaw, it was passed, adopted and approved as read, by the following vote, to~it: AYES: Truatees Bent, Peters, Shaw, Lyons, Wentworth. NOES, None. ABSENT, None. ( ORDINANCE NO. 119: Upon motion by Mr. Lyons, seconded by Mr. Wentworth, Ordin- anoe No. 119 was placed on ita second and final reading. This is an ordinance prescribing and regulating the installation and repairs of plumbing in the city. The ordinance _a read, and wal passed, adopted and approved, as read, by the following vote, to-wit: AYES: Trustees Lyons, Wentworth, Bent, Peters, Shew. NOES, None. ABSE1'T, None. ORDINANCE NO. 120, Upon motion by Mr. Shew, seconded by Mr. Wentworth, which carried, ordinance No. 120.was placed on its first reading. The ordinance was read and prescribes and directs the method of trimming street treea within the city. ORDINANCE NO. 121, Upon motion by Mr. Wentworth, seconded by Mr. Shaw, Ordinance 1'0.121 was placed on ita first reading. The ordinance was read, and is an ordinance providing for parking vehicles on the streets of the city, and prohibiting parking at certain places. PERIODICAL REPORTSI The monthly reporta of the City Recorder and Community Nurae were read, and upon motion by Mr. Shew, seconded by Mr. Lyons, were acceIt ed and ordered filed. Regular Meeting of February 3.1925, Continued. FIRE HYDRANTS: !JIrusteed Bent brought up the question of the fire hydrant at the corner of Second Avenue and E Street, and upon motion by Mr.Bent, seconded by Mr. Shaw, which carried, it was decided to replace it with a standard six-inch fire hydrant. E STREET. BETWEEN FIFTH AND SIXTH AVENUES: Theaotion taken by the Board at its meeting of January 19,1925, relative to certain repairs to be made on E Street, between 5th and 6th Avenues, was emended to read thatgutters would be made eight feet from the curb lines, instead of six feet. The other provisions of the above mentioned meeting to stand as passed. HIGHLA1ID HILL: Truatee Bent advised the beard that where water pipes have been laid on the east side of Highland Hill, on Second Avenue, the grade was in poor condi- tion to withstand the flow of &Dò' water down t he hill, during rains. It waa decided to have earth dumped over the water pipe, where the hill is weakened, and the street com-. mittee to handle the matter. ~ - ILLUMINATED TRAFFIC WART: Marshal Clyne suggested that the traffic wart at the intersection of 3rd avenue and F street, be made into an illuminated traffic wart, re- sulted in the marshaLbe ing instructed to investigate cost of such installation, and the cost of maintenance. ADDITION TO CITY HALLI Marshal Clyne suggested that an addition be built on the rear of the City Hall, to be used for the purpose of storing traffic officers' motor- oyoles, and automobiles temporarily taken from speed violators. Referred to the lire and Police committees to inTest1gate. CLEANING STREETSI Upon motion by Mr. Lyons, seconded by Mr. Wentworth. which carried, it was decided to have the .treet superintendent clean the street twice each week, instead of once per week, as heretofore. AUTOMJBILE FOR NURSE: The clerk adTised the bea rd that the agreement cov- ering the purchase of one-half of the automobile used by the oollllllUnity and school nurse, by the Board of Truatees of the C.V.Grammar Sohool, which agreement was pre- pared and sent to the school authorities for execution NoVVl8ber 19, 1925, hal not been executed and returned to his office. Neither have &Dò' of the monthly payments on the automobile been made by the school authorities, to date. Clerk instructed to write the president of the school board, and request that the 'agreement be executed and returned, and that the monthly payments be made. PROFILE OF BAY BOULEVARD! The oity engineer presented a profile of B~ Boule- vard, from the northern to the southern city limits for 'acceptance. After examination, upon motion by Mr. Lyons, the profile was approved and accept ed, by the following vote, to~it: AYES 1 Trustees Lyons, Wentworth, Bent, Peters, Shaw. NOES 1 None. ABIENT, None.
