5. STAFF COMMENTS
1. Director Frank Carson introduced the new Assistant Director of Parks and
Recreation, Shannon Bollock
2. Director Frank Carson updated on the details and timeline of events of the
reopening of Harborside Park.
3. Director Frank Carson will report on Rohr Park Master plan as it progresses.
4. Director Frank Carson mentioned that Parks and Recreation department has
started a leader of the season and a display will be at the Parks and Recreation
main office at City Hall.
5. Director Frank Carson reported that we now have two certified Lifeguard
Instructor Trainers and will begin to certify new lifeguards and offer classes

Highlights of Activities During Fiscal Year 2024-25
The Parks and Recreation Commission brings expertise to share, which is a major contributor to
the Commission’s success. The Commission is diverse in education and perspectives. The
Commission shares the common goal of advocacy for recreation programming, facilities, parks and
park development. The Commission acts in an advisory capacity to the City Council in all matters
pertaining to recreation and parks. Throughout the year, the Commission received and reviewed
information on the following:
1. Commission recommended to approve Park Master Plan for the 5.5-acre Neighborhood
Park (lot D) in Otay Ranch Village 8 West and the Name “Bayani Park”
2. Received presentation for Hilltop Park Slope Stabilization
3. Commission recommended to approve Park Master Plan for Half Acre Park located at the
Northeast Corner of I St and 5th Ave and the name “Citrus Bay Park”
4. Commission approved Parks and Recreation Master Fee Schedule
5. Commission selected a Chair Calvo and Vice-Chair Padilla for Fiscal Year 2024-2025

The Parks and Recreation Department offers a variety of recreational opportunities and services to the community.
The Department’s vision is a community that achieves learning, self-discovery, balance, and essential life skills
through recreation. Community involvement is an important component of this process as the Department’s values
assessment information and evaluative input from the community on new and existing programs and services.
Community volunteers are an important and valuable resource to the Parks and Recreation Department’s offerings
and with their support, additional offerings of activities are available to the community.
A multitude of programs and classes are currently offered to the community, which include the following:
■Adult and youth aquatics and sports
■Programs for senior citizens
■Camps for children during school intersessions
■Therapeutic classes
■Public rental of recreation facilities, including park gazebos
■Fee-based classes such as dance, performing arts, martial arts, physical fitness, preschool, and courses that
promote physical fitness enrichment, and creativity
■Free after school programs during critical hours for children and youth focusing on fitness, fun, and a healthy
lifestyle
■Coordinates the use of outdoor fields for local nonprofit youth-serving sports organizations
■The Parks and Recreation Department operates 12 recreational facilities throughout the City, which includes two
outdoor swimming complexes (Parkway, Loma Verde).

■Enhance the quality, experience, and accessibility of parks and recreation opportunities and facilities for the
citizens of Chula Vista�
↘STATUS:
►Continued services for senior citizens and therapeutic recreation programs, funded by a Community
Development Block Grant (CDBG).
►Meals on Wheels 5-year lease to use Norman Park as a hub for senior meals.
►Partnered with the Friends of Chula Vista Parks and Recreation Foundation for a scholarship program for
children who are in foster care and/or homeless families to participate in core recreation programs and
services.
►Held the annual Snores & Smores family campout.
►Continued the Movies in the Park program throughout the City.
►Norman Park Senior Center received two Grants-$3500 and $12,200 for Programs and Services
Operational Excellence
■Perform quality public service to our citizens by enhancing facilities and programs.
↘STATUS:
►Expanding services targeting active adults, including fitness and wellness (yoga, tai chia, walking groups);
social engagement (clubs, game nights, special events); lifelong learning (movies, guest lectures, arts and
crafts); support services (health screenings and legal aid).
Connected Community & Healthy Community
■Provide safe and inclusive parks and recreational programs, services, and facilities.
↘STATUS:
►Worked with local nonprofit youth sports organizations to continue the field allocation process to provide
more equity in accessing Chula Vista sports fields.
►Conducted “Champions Run” 5k at the CVEATC.
►Celebrated Parks and Rec Month in May at Memorial Bowl.
►Participated in the Starlight Parade�
►Implemented Coed Youth Volleyball League.
►Partnered with CVESD for scholarships for homeless children.
►Rebranded Senior Walking group-Norman Park Sole Walkers.
►Continued partnership with the Chula Vista Elementary School district to provide sports leagues for the
faculty�
►Continued Chula Vista’s Elementary Learn to Swim Program: fourth graders are provided swim lessons,
water safety, sun safety, which continues to be funded through a grant provided by Kaiser Foundation.
Received $93,500 for the program.

Chula Vista Non-Profit Youth Sports Organizations
for Recreational Level Use – In Season Sports*
Tier 1 – The organization’s primary function is to
provide an opportunity for youth to be involved in
sports primarily at a recreational level. Recreation
is participation open to all participants regardless
of talent level and all participants provided playing
time. Organizations must be recognized as non-
profit or tax-exempt and be in good standing with
the Internal Revenue Service (IRS). Organizations
must be established and affiliated with a nationally,
state and/or regionally recognized sports
organization. The organization is a functioning
entity with its own governing body (Board of
Directors or Trustees) with rules and regulations
(By-laws). No less than 75 percent of the
organization’s participants must be Chula Vista
residents.

and not every player on the team participates in

organizations may compensate local
executive/administrative staff and/or board
members and/or coaches for their service to the
league.
Organizations must be recognized as non-profit or
tax-exempt and be in good standing with the
Internal Revenue Service (IRS). Organizations must
be established and affiliated with a nationally, state
and/or regionally recognized sports organization.
The organization is a functioning entity with its own

USE PERMITS – OTHER CHARGES
Cancellation Fee
Parks and Recreation Department must be notified
of cancellation a minimum of 21 days prior to
scheduled time for activity. Failure to do so will
result in forfeiture of the fee. Applies to all facility
rentals, except Picnic Shelters (7-day minimum
notice required).

VETERANS DAY WAIVER OF PERMIT FEES
Permit fees are waived for 501(c)19 local entities
use of Memorial Park, Memorial Bowl and the area
surround the Veterans Memorial in Memorial Park.
FEE ADJUSTMENTS
All fees in Master Fee Schedule Fee Bulletins 7-100
and 7-200, except for Athletic Fields, shall be
adjusted annually by the Consumer Price Index
(CPI, San Diego All Urban Consumers), in June of
each year, rounded to the nearest dollar, and
effective for the start of the fall class season.
