Janelle Barraza Conservation Specialist II (619) 691-5134 jbarraza@chulavistaca.gov Office of Sustainability Sustainability Commission 276 Fourth Avenue Chula Vista, CA 91910 Chula Vista City Council 276 Fourth Avenue Chula Vista, CA 91910 4-14-2025 Dear Honorable Mayor and City Councilmembers, We are writing to urge you to pass the Sustainability Commission’s proposed plastic ban ordinance—an initiative that represents over five years of research, deliberation, and community- centered work. As your commissioners and stewards of Chula Vista, we believe this ordinance is long overdue. Single-use plastics continue to pollute our neighborhoods, parks, and open spaces. They choke our waterways, harm wildlife, and contribute significantly to climate change. The passage of this ordinance would place Chula Vista among the growing number of cities taking bold, responsible action to protect public health and our environment. The Sustainability Commission has remained steadfast in its mission despite persistent administrative delays and red tape. For more than half a decade, we have worked collaboratively, transparently, and thoughtfully to craft an ordinance that is both impactful and implementable. We have engaged with stakeholders, reviewed best practices, and refined our recommendations—yet we continue to face barriers that hinder progress. We call on you, our elected leaders, to demonstrate the urgency and vision that this moment demands. Chula Vista has always been a leader in environmental policy. Passing this ordinance would not only reaffirm that leadership—it would also reflect the values of the people you serve. We ask that you act now to move this ordinance forward without further delay. Our city, our environment, and future generations are depending on it. Sincerely, Sustainability Commissioners Office of Sustainability Sustainability Commission 276 Fourth Avenue Chula Vista, CA 91910 Chula Vista City Council 276 Fourth Avenue Chula Vista, CA 91910 4-14-2025 Dear Honorable Mayor and City Councilmembers, This commission humbly urges you to pass the proposed plastic ban ordinance—an initiative that represents over five years of research, deliberation, and community-centered work. Cities of Carlsbad, Del Mar, Imperial Beach, Oceanside, San Marcos, among others, have already taken action to oppose. More to the point, in 2023, Youth for a Sustainable Future issued public comments at the dais on this subject, and multiple community organizations continue to present and inquire about our progress to date. The Sustainability Commission has remained steadfast in its mission despite barriers. For more than half a decade, we have worked collaboratively, transparently, and thoughtfully to craft an ordinance that is both impactful and implementable. We have engaged with stakeholders, reviewed best practices, and refined our recommendations. We recall that Mayor McCann and councilmembers embraced this issue with support and favor. Therefore, we urge you to demonstrate the vision that this moment demands. Chula Vista has always been a leader in environmental policy. Passing this ordinance would not only reaffirm that leadership, but affirm the values we all share. We ask that you act now to move this ordinance forward without delay. Our city, our environment, and future generations are depending on it. Sincerely, Sustainability Commissioners
