C, Conference Room B-111 276 Fourth Avenue, Chula Vista, CA Present: Vice -Chair Alatorre, Commissioner Guevara-Gluyas, Commissioner Knox, Commissioner Salazar, Commissioner Sharkey Absent: Commissioner Buquiran, Chair Korgan, Commissioner Costello Also Present: Commissioner Wu, Environmental Sustainability Manager Wisniewski, Environmental Services Manager Medrano, Secretary Rodriguez Others Present Assistant Director of Public Works Aguilar, City Attorney Verdugo, Conservation Specialist Downs and Weeden 1. CALL TO ORDER A regular meeting of the Sustainability Commission of the City of Chula Vista was called to order at 5:03 p.m. in Conference Room B-111 located in City Hall, 276 Fourth Avenue, Chula Vista California. 2. ROLL CALL Secretary Rodriguez called the roll. 3. CONSENT CALENDAR (Items 3.1-3.2) 1 Moved by Commissioner Knox Seconded by Commissioner Salazar Motion to approve the consent calendar Yes (5): Commissioner Alatorre, Vice Chair Guevara-Gluyas, Commissioner Knox, Commissioner Salazar, and Commissioner Sharkey Result:Carried (5 to 0) 3.1 Approval of Meeting Minutes of January 13, 2025 Commission review and approve minutes 3.2 Written Communications Commission excuse the absence 4. PUBLIC COMMENTS One e -comment was received from the Surfrider Foundation of San Diego County and one public comment heard from resident Johnson 5. PRESENTATIONS 5.1 Update from San Diego Community Power A San Diego Community Power presentation was shared by Local Government Affairs Manager Ashley Rodriguez. She shared background and an overview of what San Diego Community Power is as well as their 2025 rates, program and procurement. Rodriguez also went over their powering clean energy initiatives and shared that in 2024 their Clean Energy Grants awards injected $1.2 million into 16 local organizations and shared some highlights of tangible impact in the community. She concluded her presentation by talking about energy efficiency and workforce development programs. One public comment was submitted by resident Johnson OTHER BUSINESS 6. STAFF COMMENTS Environmental Sustainability Manager Wisniewski asked the commission to submit nominations for the Sustainability Awards as they are due on March 31. She then introduced the new Conservation Specialist, Jacqueleen Weeden. She then shared that building owners are now receiving notifications to report their 2 building energy by May 20. Wisniewski then shared that she would report back in regard to a $10 million grant from the Department of Energy. Environmental Services Manager Medrano went over the events that Environmental Services section has been working on. This past Saturday a compost event took place with over 140 cars attending, this upcoming Saturday the first class of the Zero Waste Academy will take place and on March 22 there is a kitchen caddy giveaway at Loma Verde. South Bay Earth day will be held on April 12 at Bayfront Park, another compost event on May 10 at the Otay landfill and an additional caddy giveaway on June 14. 7. CHAIR'S COMMENTS Vice -Chair Alatorre addressed the cancellation of meetings. 8. COMMISSIONERS' COMMENTS Commissioner Knox requested a timeline of where the single -use plastic ban is at and the status of a presentation regarding the sustainability effort at the bayfront project Commissioner Guevara-Gluyas shared that the draft of the single -use plastic ban initiated at least five years ago and that the commission has been waiting patiently for a response. She requested the city make this matter a priority. Commissioner Sharkey had a question as to when the artificial turf presentation would be shared with council. Commissioner Salazar mentioned that two groups of AP Environmental Science students toured the landfill and EDCO recycling and shared how receptive the students where to this fieldtrip. 9.
