MINUTES OF J. SPECIAL :MEETING OF THE BOJ.I!D OF TRUSTEES, CHULA VISTA, CALIFORNIA,
HELD MAY 19, 1925.
The Board met pursuant to call òf the President, on the above date, in the
Council Chamber of the City Hall, with President Peters presiding. Meeting called
to order at 7,30 p.m. Present, Trustees Peters, Bent, Wentworth, Lwons. Trustee
Shaw, absent.

SEWER SYSTEM, Mr. R. F., Goudy, Engineer of the California State Board of
Health, addressed the Board on the subject of the installation of a sewer syetem in
Ihis city. He stated that all public sewer systems are constructed under the Public
Health Act, and that before a system can be installed, application must be made to
the State Board of Health, submitting plans, specifications, etc. The State Board of
Health review the plans, and add to them, where a:ny important item has been omitted,
eliminating a:nything ther~in that is found to be surplus, or that is the cause of an
unnecessary expense. The action of the State Board of hHea1th is to help reduce cost
consistent with a go.C?!L system. Mr. Goudy thought that the main outfall should be
large enough to take~ the entire city, looking forward to the population that ~
be expected to exist in 20 to 30 years from now. He thought that the same system
as the one in National City would be the best and cheapest for this city, on account
Of the small cost required for its maintanance and upkeep. He stated that statistics
show that in septic tank systems as used here, a population of 4000 to 5000 people
average 1000 septic tank "e1l8 every five year8, averaging $50.00 per well, or an
expenditure of $50,000.00, every five years, to maintain septic tank8, whereas that
amount will almost cover the cost of installing a permanent sewer system, with no expense
attached, except upkeep, which is practically nil. He was of the opinion that the
city is ready for a s...er system, has sufficiant bonding capacity, and thought the
best method is to bond the entire city for the cost of the main outfa111ine and
treating plant, which w111 aCCommodate the entire city, and to eatablish assessment
districts for laterals to the main system. The method to start proceedings is to em-
ploy a competent engineer, who will immediately get in touch with the Staté Board of
Health, that body acting to safeguard the interests of the city.
Upon motion by Mr. Bent, seconded by Mr. Wentworth, which carried unanimously,
Mr. Goudy was tendered a vote of thanks for his interest and advice.
ADJOURmIENT, Upon motion by Mr. Lyons, seconded by Mr. Wentworth, which
carried, the Board adjourned.
