HomeMy WebLinkAboutcc min 1925/06/02 MINUTES OF A REGULAR MEETING OF THE BOARD OF TRUSTEES, CHULA VISTA, CALIFORNU, HELD JUNE 2, 1925. The Board met in regular session in the Council Chamber of the City Hall, on the above date, with President Peters in the ohair. Meeting called to order at 7100 p.m. Present I Trustees Peters, Bent, Wentworth, Shaw. Trustee Lyons absent. READING OF MINUTES: The minutes of the last regular meeting of May 5,1925, and special meeting of Ma¥ 14, 19, and 25, 1925, were read, and approved as read. PERIODICAL REPORTSI The monthly reports of the City Reoorder and Community Nurse were read, and ordered accepted and filed. ,_I LUBRICANTS FOR STREET MACHINERY: A 15-barrel contract for lubricants for street machinery, was presented by the Union Oil Company, but no action was taken. In order to have competition, the clerk was instructed to noti~ the Standard Oil Company that action would be taken at t he next meeting on letting a contract, and to invite that company to submit a bid. . SHENANDOAH TRACT: Mr. Shaw offered Resolution No. 123, which is a resclution accepting Traot A, in Shanandoah Tract. The resolution was read, and upon motion by Mr. Shaw, seconded by Mr. Wentworth, the resolution was passed, adopted and approved as read, by the following vote, to-witl AYES I Trustees Shaw, Wentworth, Bent, Peters. NOESI None. ABSENT I Trustee Lyons. SIDEWALKS AND CURBS ON ALVARADO STREET: A petition, signed by 14 property owners on Alvarado Street, asking that sidewlaks and curbs be ordered laid on Alvarado Street, both sides, was presented and read. In the discussion, the fact was developed that. the west end of this thoroughfare is 50 feet wide, and the east end is 52 feet wide. No action was taken on the petition, and the petitioners were instructed to asoertain if the property owners on the east end will give the two feet to make the street a uniform width, before final action is taken on the petition. AUDIT OF RECORDS OF CITY CLERK AND CITY TREASURERI The report of the auditor, employed to audit the records of the City Clerk and City Treasurer, for the year ending Maroh 31,1925, was read. The report was to the effect that the records are correct in every particular, and upon motion by Mr. Bent, seconded by Mr. Shaw, the report was aooepted and ordered filed. Motion carried. REJ.!JVAL OF TREES FROM STREE1'I Mr. M. F.. Charles !'lsked the Board, by letter, for permission ~._~~move a pepper tree from the parking in front of his property, at 457 Seoond~; Upon motion by Mr. ~, seconded by Mr. Wentworth, the aequest was granted, with the proviso that Mr. Charles enter into the usual agreement for replacing the tree. Motion carried. SEWER SYSTElh A leetter from Mr. Edward M. Lynoh, asking that he be considered as an engineer, in connection with a sewer system, if one should be installed here. The clerk instructed to write Mr. Lynoh, advising him that if the sewer system is installed, an agreement has practically been made with the Burns-MoDonald-Smith En- gineering Company, of Los Angeles, to handle the engineering work of installation. LICENSE ORDINANCE. A letter from the Noe-Equl 1'extile Company, Reading, Pa., protesting against the city's license ordiance, as interfering with the inter-state commerce law. Ordered filed. '-( TRIMKING TREES ON STREETS BY TELEPHONE COMPANY: A letter from the Paoifio 1'el- ephone and Telegraph Company, requesting permission to trim certain trees on the streets, as interfering with their wires, was read. The letter requested the trim- ming of 72 pepper, 6 acacia, 5 olive, 25 cypress, 16 euoafyptua, and 1000 feet of cypress hedge. Mr. A. X. Scott, manager of the local district addressed the board on the subject, and it was decided to give the Telephone Company authority to trim such tree. as it is found necessary to trim, at any time, the trimming to done un- der the supervision of the city tree warden. The tree warden to be notified at least 24 hours prior to the time his services will be required, and the 1'elephone Company to pay the tree warden for his services for the time he is engaged in said work. This authority was granted upon motion by Mr. Shaw, seconded by Mr. Wentworth, which carried by the following vote, to-wit: AYES: Trustees Shaw, Wentworth, Ben;, Peters. NOES I None. ABSENT~ ];¡Tons. Regular Meeting of June 2, 1925. REST ROOM IN CITY LIBRARY, A letter from the Nursing Committee, asking for an expenditure of $150.00 for the construction for a Womans' Rest Room, in the City Library Building, was read. Clerk instructed to notify the oommi ttee that funds for this purpose are not now available, but that the question will be held in abey- anoe until a future date, when funds will be available. ~ STREETS IN SHENANDOAH TRACT. Mr. R. M. Pray asked the Board to pass on the oondi t ion of the streets in Shanandoah Traot, and a aDept them as oompl eteed, if prao- tioable. The question was fully discussed, the street superintendent and city en- gineer, 'being called on for remarks. The question of a large drain pipe required to drain the water beyond the subdivision, along the Rogers property was brought up, and Mr. Pray stated that he would put in such a pipe, at his expense, if the oi ty thought it usa incumbent upon hi'n to do 80. Upon motion by Mr. Wentworth, seconded by Mr. Bent, the streets in Shenandoah Tr~ot were accepted by the oity, the city clerk to return to Mr. Pray his deposit of $250.00 to guarantee the completion of the streets, Motion carried by the lollowing vote, to-wit, AYES: Trustees Wentworth, Bent, Peters, Shaw. CURBS BELOW STREET LEVELl Mr. C. A. Sumner brought to the attention of the board the raot that curbs installed by him on I Street, near Del Mar, are below the surfaot of the street, and asked that the street be brought to the proper level. It developed that the raised surface of the street is due to some repair work by the Water Company at that point, and no action was taken, until the Water Company can be conferred with. CONDITION OF STREETS LEFT BY WATER COMPANY AFTER RElIRSI It was reported that the 5weetwater Company are leaving the streets in poor condition, after making repairs to' the water mains. This appears to be happening in various parts of the oity, and on one instance, it was reported that damage to the paving is resulting from such faulty work. The clerk instructed to invite the manager, or assistant manager of the Water Company to attend the next meeting of the board, for a oonfer- enoe on the subject. TRAFFIC STREET SIGNSI The clerk was directed to ask the Automobile Club of Southern California if that organization will erect the regulation 15~ile speed limit signs, on National Avenue, north and south of the intersection with J Street, He is, also, to ask the advice of the Auto Club in the matter of illuminattpng the present large warning signs at the entrances of tBe city. TELEPHONE FOR POLICE OFFICE: The clerk was directed to request the instal- lation of a telephone for the police department, in the office used by that depart- ment, in the city hall, upon motion by Mr. Shaw, seconded by Mr. Wentowrth, whtoh carried. PEPPER TREES ON THIRD AVENUE. OUTSIDE OF CURB: The street superintendent reported two pepper trees standing in Third Avenue, between E and F street, outside of the curb line, and asked for orders on their disposition. The city attorney, aftter inspecting the trees advised the board to have them removed, as they are now a menace to traffic, and being outside the curbing, are an obstruction to traffic, and may result in an accident, and suit against the city. It was decided that the street Superintendent should remove them. ~ ORDINANCE NO. 126: Upon motion by Mr. Shaw, seconded by Mr. Wentworth, Ordinance No. 125 was placed on its first reading. This is an ordinance amending Ordinance No. 79, regulating traffic on the streets of the city. ORDINANCE 110. 127: Upon motion by Mr. Wentworth, seconded by Mr. Shaw, Ordinance No. 127 was placed on its firet reading. This ia an ordinance prohibit- ing assault on the person.
