MINUTES OF A REGULAR MEETING OF THE BOARD OF TRUSTEES, CHULA VISTA, CALIFORNIA,
HELD JULY 7, 1925.
The Board met in regular session in the Council Chamber of the City Hall, on
the above date, with President Peters in the ohair. Meeting called to order at 7:00
p.m. Present: Trustees Peters, Bent, Lyons, Shaw, Wentworth.
REAIiING OF MINUTES: The minutes of the last regular meeting of June 2, 1925, and
adjourned regular meetings of June 16 and 23, 1925, were read, and approved as read.
TELEPHONE FRANCHISE: This being the time fixed for 1the opening of bids for Ue
telePhone and telegraph franchise, pursuant to the terms of the Notioe of Sale of
telephone and telegraph franchise, heretofore printed and published in the Chula Vista
Star on the following dates, to wit: M$y 15th, 22nd, 29th, June 5th and 12th, 1925, ref-
erenoe to which notice his hereby made for further particulars, and this Board of
Trustees being in open session, the City Clerk, on motion of Mr. Lyons, seconded by
Mr. Shaw, was authorized and instructed to open the bids received. The bid of The
Paoifio Telephone and Telegraph Co~, a corporation, for the telephone and Tele-
graph franchise, pursuant to said notice of sale, was opened and read, and it was
reported by the said Clerk that no other, further, or different bid or bids had been
received from any person, firm or corporation. The said franchise was then publicly
offered for sale and no fUrther bid or bids were received from any person, firm or oor-
poration. Whereupon, the following resolution was duly passed, adopted and approved:
RESOLUTION NO. 127.
A Resolution by the Board of 'rustees of the City of Chula Vista, Acoepting bid of the
Paoifio TelePhone and TelegraPh Company, for TelePhone and Telegraph Franchise of said
City, and Awarding saidl Franchise to said Company.
The Board of Trustees of the City of Chura Vista, do resolve as follows:
Section 1. That .he bid of the Pacific Telephone and Telegraph Company for
that certain telephone and telegraPh franchise, 1I!:r.ioh this Board of Trustees of the
City of Chula Vista has been advertising for sale and bids for which were opened at
7:00 V'olook p.m., on this 7th day of July, 1925, inacoordanoe with a Notioe of Sale
of telePhone and telegraph franchise, published by this Board as required by law, which
bid is and is hereby declared to be the hightst bid for said franchise, be and the
same is hereby accepted and said franchise is hereby awarded to The Paoifio Telephone
and TelegraPh Company, conditioned upon said corporation filing a bond with said city, to be
approved by this Board, in the p.nal sum of One Thousand Dollars ($1000.00), running
to the said City of Chula Vista, for the faithful performance of said franchise and as
required by said Notioe of Sale of telephone and telegraph franchise, a copy of which
Notioe of Sale of TeleBhone and Telegraph franchise is on file in the City Clerk's
office of the said City of Chula Vista.
Section 2. The City Clerk shall certify to the passage of this resolution and
thereupon and thereafter the same shall be in full force and effect.

placed upon its first reading. This an ordinance providing a franchise to The Pacific
l'elephone and Telegraph Company for the operation of its services in this city.

COUNTY FAIR EXHI~IT: Mr. G. J. Paulson addressed the Board, requesting finanoial
assistance in conducting an exhibit of the Farm Bureau at the County Fair, to held this
tall. Messers McKnight, McCulloch and Wood, also, addressed the Board and favored the
assistance requested, as being the most equitable method of financing the exhibit. Upon
motion by Mr. Lyons, seconded by Mr. Shaw, .the Board decided to finance the County Fair
hhibit to the extent of $400.00. The motion carried by the following'lote: AYES:

Meeting of July 7,1925, Continued.
Periodical Reuorts: The Monthly Reports of the City Reoorder and Community Nurse,
and the Quarterly Report of the City Marshal, were read, and upon motion by ~. Lyons,
seconded by ~. Went'1/orth, were ordered accepted and filed. The Quarterly Report of
the City Treasurer, for the quarter ending June 30,1925, was read, and upon motion by
Mr. Lfons, seconded by Mr. Wentworth, was ordered received and filed.

PLANNING COMMISSION: Trustee Wentworth presented a map of the city, requesting
permission to have the city engineer to fill in the various business, residence and
manufacturing districts, after consultation with Mr. Gardner, the map to be used by
the Planning Commission in the progress of its work. The request was approved upon
motion by~. Wentworth, seconded by Mr. Lyons, which carried by the following vote:
AYES: Trustees Wentworth, Peters, Shaw, Lyons, Bent, NOES: None. ABSENT: None.
The Board, upon motion by Mr. Lyons, seconded by Mr. Shaw, authorized the clerk
to subscribe for two copies of the City Planner, a magazine, for use of the Planning
Commission, upon request of the chairman of the Commission. Motion carried.
The Board authorized the employment of City Planner Gardner's assistant, by the
Planning Commission, in the matter of getting up maps, eto., a nominal expense to be
made, upon motion by J\I:t'. Wentowrth, seconded by Mr. Shaw, which carried.
SUMNER'S SUBDIVISION: ~. C, A. Sumner presented a plat of the subdivision of
Lot 29, t-Section 138, to be known as Sumner's Subdivision. He proposed to put up
a bond for the completion of the streets therein if the city would accept the subdivision
at this meeting. The city attorney quoted Ordinance No. 123, wherein it is provided that
the matter must be first submitted to the Planning Commission before it can be accepted.
WEED ORDINANCE. No. 124: Mr. E. Melville asked the Board just what it desired
in a compliance with the provisions of Ordinance No. I~; that he, as agent for sev-
eral parcels of land in the city, desired to comply with the ordinance, but wanted
more specific instructions. After discussion he was ãdvised to mow th. weeds and grass
from the acreage or land, and to hoe out the weeds in the street parkings.
VACATIONS: Upon application of that officer, a vacation of one week, starting
July 14,1925, was granted to Traffic Officer Smith, with full pay, upon motion by Mr.
Lyons, seconded by~. Wentworth, which carried.
Upon motion by~. Shaw, seconded by~. Wentworth, Dr. F. E. Ashoroft, city
health officer, was granted a two week's vacation, commencing July 4, 1925. Motion
carried.
POLICE. meTRA m'FICERS: Upon motion by Mr. Wentworth, seconded by ~. Lyons, it
was decided to place the matter of hiring extra officers in the police department, in
emergencies, in the hands of the police committee, this power to extend to the tempor-
ary employment of officers to replace those who are on vacations, eto.; the police o~-
mi ttee to have full charge in such matters and to exercise i ts judgment in all oases that
may arise. Motion carried.
STREET EMPLOYEES: The porvisions pf the last paragraph above, with reference
to employees of the street department, was granted to the street committee, upon motion
by Mr. Shaw, seconded by Mr. Lyons, which carried.
TREASURER'S BOOKS: Upon being a dvised that the present accounting books of
the various bond accounts, kept by the oity treasurer, were filled, requiring new books,
upon motion by Mr. Wentworth, seconded by Mr. Shaw, the clerk was instructed to pIlI'Chase
a new set of books, at a cost not to exceed $125.00, Motion carried by the following
vote: AYES: Trustees Wentworth, Bent, Peters, Shaw, Lyons. NOEs: None. ABSENT: None.
STREET SPRINXLING: A letter from the Sweetwater Water Company,asking that monthly
reports of the water consumed in street sprinkling, be submitted to them on the first of
every month, by the street superintendent, was read. Street superintendent directed to
make such reports as requested.
WA1'ER MAINS TORN OUT: In a letter, the Sweetwater Water Company complained
that the street superintendent had torn out a water connection, causing considerable
damage, and that such damage was the result of negligence on the part of the street
superintendent, was discussed. It was decided that the clerk should invite the mana-
ger, or assistant manager of the company, to be present at the next meeting, when an
effort will be made to establish a method to be followed in future street work, in oon-
nection with water mains and pipes.
COMPENSATION INSURANCE: Two letters from the State Compensation Fund, written
to Dr. W. S. MoCausland,advising him that the Fund could not pay him for his services
in treating street employees, until the street superintendent makes the required report
of the two oases mentioned, was referred to the street superintendent for action, and to
make the reports required.

STREET MARKERS: The quest ion of street markers having been torn down by the street
department, when repairing streets, and not being replaced was discussed, but no action taken.
COUNTY HEALTH DEPAR~ŒNT: Trustee Shaw asked the Board to look into the matter of
this city joining the County Health Department. He was appointed to investigate and re-
port later on the feasibility of such action,

GARBAGE COLLECTION: The city attorney reported on the subject of garbage collection.
From his investigation of methods used in other cities he found that it is not good policy
to compel residents to pay for the removal of garbage and rubbish, but that the Board
could fix a maximum amount that each householder should pay, provided he oared to do so.
The legal method would ~e to pass an ordinance covering the subject, and invite bids
giving an exclusive franchise to the highest bidder. No action taken pending the effort
of S, R. Russell in obtaining the exact number of householders that would subscribe to
the servioe.
TREES IN PARKINGSI The city attorney reported that he had looked up the law on
planting and maintaniing trees in parkways of streets, and found that there is law whereby
districts may be formed and assessments made for the purpose the same as for ordinary
street improvement. No action.
STREET CAR POLES AND WIRES TO COME DOWN: The street oar service to this city
having been abandoned, the city attorney was instructed to direct the San Diego Electrio
Company to remove its poles and wires from the city streets.
POLICE AND FIRE DEPART1!ENTS: Marshal Clyne requested that Traffio Officer Byers
be placed on full time duty with the police department, instead of this officer having to
relieve the nightwatchman and firemen when off duty, as is now done. He thought the
city should employ another man to relieve the above officers, when they are off of duty.
Upon motion by Mr. Shaw, seconded by Mr. Lyons, it was decided to employ another man in
the fire department, at $60.00 per month, he to work 48 hours each week relieving the
fireman and 12 hours each week relieving the nightwatchman; and that Officer Byers be
returned for fUll time in the police department. Motion carried by the following vote:
AYES: Trustees Shaw, Lyons, Wehtworth, Bent, Peters. NOES: None. ABSENT: None.
CnUNTRY CLUB DRIVE: President Peters asked the street committee when it expected
to repair the Country Club Drive; that this thoroughfare is in bad condition, and has not
had any repairs in many months. Discussed but no definite answer given.
GLEN ABBEY 1~ORIAL PARK DIRECTION SIGN: It was decided to move the Glenn Abbey
Memorial Park direction sign, now opposite the turning button on Third Avenue, between E
and F Streets, to a position just north of the Ci ty Hall. As this si gn is now located, it
directs seekers of Glenn Abbey Park to the driveway of the Dyer property. The street
superintendent to mare the sign.
SLOW TRAFFIC SIGN FO~TIIGHLAND FILL: Report having been made that traffic on
Second Avenue, coming up Highland Hill, exceed the speed limit required for safety, it
was decided to have "Slow" signs erected at that point, at such location as the Marshal
thinks best. This actaion taken upon motion by !Ær. Bent, seconded by 1~. Wentworth, which
carried.

POLICE MATRON: The marshal having complained that there is no police matron
provided for occassions when women are placed in the oity jail, he was authorized to em-
ploy one when required, at a salary of 75 cents per hour, upon motion by !Ær. Shaw, seconded
by Mr. Lyons, which carried by the following vote: AYES: Trustees Shaw, Lyons, Wentworth,
Bent, Peters. NOES: None. ABSENT: None.
