The Board met in regular session in the Council Chamber of the City Hall, on the above date, with PreBident Peters in the chair. J[eet1ng called to order at 7100 p.m. Present I Trustees Peters, Shaw, Lyons, Wentworth, Bent. READING OF MINUTESI The minutes of the last regular meeting of September 1,1925, and an adjourned regular meeting of September 22, 1925, were read, and were approved as read, after correcting the items pertaining to purchase of city maps and the purchase cf a tractor. STREETS. COMPLAINTS OF CONDITION I Dr. F.. E. Ashcroft complained about the condi- tion of Alvarado Street, with the statement that after the recent rain that street was 1mpanable. He said that he had asked several times before fer repairs, but that noth- ing had been done. Inasmuch as the soil is adobe, it is rough in itry weather and im- passable in wet weather. The street superintendent agreed to have the grader run over that street tomorrow. Mr. J. R. Scott complained in writing, and verbally, about the condition of 6th Avenue, caliming that this thoroughfare has been torn up for four months and left in that condition, that he cut off from fire protection, the 'elivery of mail, household necessities, etc. Mr. Bent explained that broken water mains had delayed the street department in this work, and the street superintendent advised that in order to k~ep all the equipnent working, it was necenary to sometimes withdraw from the work for short periods. The street oommittee agreed to complete this work as soon as poSsible. ADVERTISING! A representative of the San Diego Union again appeared before the Board in connection with the city taking a page of advertising in the Union's Annual Edit.ion. Mr. Wentworth was OppoSed to the city taking any Space at this time, for the reason that adverse criticism had lately been appearing in the Union, relative to the methods employed by the city police in handling the traffic problem, it appaaring that the Union is setting itself up as a judge of the situation, and deciding how the thing should be handled. He also stated that practically all of the statement made in the Union are not true.. Held over until another meeting, pending action that may re"" suIt from the Union's representative taking up the matter with the head of his paper. PERIODICAL REPORTSI The monthly reports of the Community Nurse and City Itecorder for the month of September, were raad, and the quarterly reports of the Treasurer, Jrarshal and Clerk, were, also, read. The reports of the Traasurer and Celrk were referred to the finance conmi ttee, and the other reports ordered filed, upon motion by lit. Shaw, seconded by JIr. Lyons, which carried. ORDINANCES NOS. 132 and 1331 Upon motion by Mr. Wentworth,s econded by Mr. Lyons, Ordinance No. 132 was placed on its second and final reading. The ordin- ance was read, and upon motion by Mr. Wentworth, seconded by Mr. Shaw, it was passed, adopted and approved, as read, upon the following vote, to-wit: AYES I Trustees Went- worth, Bent, Peters, Shaw, Lyons. NOBSI None. ABSENT I None. Upon motion by Mr. Shaw, seconded by Mr. Wentworth. Ordinance No. 133 was placed on i ts åecond and final reading. The ordinance was read, and was passed, adopted and approved, as raad, upon the following vote, to-witl AYES! Trustees Shaw, Lyons, Went- worth, Bent, Peters. NOES I None. ABSENT! None. REMOVING TREE FROM STREET! In a letter, D. H. Judson asked for permission to remove an olive tree from the street, in front of his property, on J street, near 4th Avenue. His intention is to replace it wi th an ornamental tree. Referred to the Plan- ning ColIJDission. COUNTY FAIR EXHIBIT. A letter from W. H. Woods, Secretary of the locall'arm Bureau Center, thanking the Board for its assistance in financing the exhibit at the County Fair, was read. Ordered filed. STREETS DEEDED TO THE CITY: The Broderick Land Compa~, in a letter, offered to deed strips of land known .as Flower Street and Cedar Street, both in Malta Square, to the city for street purposes. After a report by the city engineer, the Board decided that it is willing to accept Flower Street, but is not willing to accept Cedar Street, on account of its location, upon motion by Mr. Wentworth, seconded by Mr. Shaw, which carried by the following vote, to-Witl AYES! Trustees Wentworth, Bent, Peters, Shaw, Lyons. NOES: None. ABSENT: None. DRINKING FOUNTAIN IN FRONT OF POSTOFFICEI The clerk advised that to properly the drinking fountain. recently ordered, will cost in the neighborhood of tlO.OO. and asked it the Board desired to expend that amount for the work. Decided to have repairs made, as the fountain is useless in its present condition. Meeting of October 6,1925, Continued. LANDS FLOODED: F. W. Stafford complained that the culvert at J street and 1st Avenue is too small, in consequence of which, when it rains, the water backs up and floods his land. Upon motion by Mr. Wentowrth, seconded by Mr. Bent, which carried, i t was decided to have the ci ty engineer examine the culvert, and recommend to the street superintendent a remedy , Which will carry off the water. The street super- . intendent to put in such drain as is recommended by the city engineer. L. W. Bozzell, who owns a lot at the corner of IlanJÅ“to and Glover, advised that in the recent rain, the water came across his lot to the extent that it had nearly ruined it. It developed that this particular piece of land lies in a natural water- way, and the Board oould not see wherein it could assist to any great extent. However, the city engineer was instructed to look over the sitation, and advise Mr. Bozzell as to the iteps necessary to save his land. TAX COLLECTOR, Upon motion by Mr. Wentworth, seconded by Mr. Shaw, the city clerk was appointed deputy tax oollector, for this year, he to receive $100.00 for his additional services, the same as has heretofore been paid. The motion carried by the following votel AYES. frustees Wentworth, Bent, Peters, Shaw, Lyons. NOES I None. ABSENT, None. r-- PLANNING CO~SSIONI The minutes of the meeting of the Planning Commission, held September 14, 1925, were read, and upon motion by Mr. Lyons, seconded by Mr. Shaw, were ordered received and filed. Motion carried. BOULDER CANYON DAlla RESOLUTION No. 132" Mr. Shaw offered Resolution No. 131, which is a resolution apprcveing and urging that a high dam be constructed by, and owned by the United States, at Boulder CaJWon, on the Coloradc River. A copy of this resolution to be mailed to Secretary of Commerce Herbert Hoover, and a copy to the Boulder Dam Association. The reolution was read and was passed, adopted and ap~ proved by the following vote, towitl AYES: Trustees Shaw, Lyons, Wentworth, Bent, Peters. NOESI None. ABSENT I None. " SPRINKLER SYS!rEl\( FOR PLAZA, The questicn of installing an underground sprinkler system for the plaza in 3rd Avenue, was held over to another meeting, after examining estimates submitted by local plumbers for the work. TRAFFIC ORDINANCE: The marshal presented a nuiform traffic ordinance, compiled by the Automobile Club cf Southern C!l-lifornia, which is being offered to al¡ the cities of SOuthern California, for adoption, with a view to all oities having the same traffic rules. Referred baok to the marshal to go over, and prepare to fit oonditions in this city.
