JLINUTES OF A BEGUUR MEETING OF THE BOABD OF TRUSTEES, CHULA VISTA, CALIFORNIA,
HELD SEPTEMBER 7, 1926.
The Board met in regular session in the Council Chamber Of the City Hall, on the
above date, with President Peters presiding. Meeting called to order at 7:00 p. m.
Present: Trustees Peters, Scott, Lyons, Wentworth, Barnes,
READING OF MINUTES: The minutes of the last regular meeting of August 3, 1925, and
adjourned meetings of August 12 and :11, 1925, were read, and approved as read.
MINUTES OF BOARD OF EQUALIZATION: '!he minutes of meetings of the Board of Equali-
zation, held August 9 and 10, 1925, were read, and approved as read.

SEWER DISTRICT No. I: John Shuttleworth and Mr. and Mrs. Fred Otto protested
a~inst the district extending south of J Street, on the west side of Third Avenue.
After consideration, the Board decided to grant the request, and the sewer line running
south on Third Avenue, on the west side, will be discontinued at J Street.
TID.'T HOUSES Mm OPEN PRIVY VAULTS: A. J. Burnside stated that he has some
Japanese workmen housed in tents on the Copeland, using an open privy vault, and that
the City Board of Health had ordered the use of same discontinued. He appealed to the
Board of Trustees to overrule the decision of the Board of Health. In the discussion,
it developed that there is a city ordinance prohibiting the .se of tents for living
quarters, and another ordinance prohibiting the use of open privy vaults in the city
limits, as well as a State law forbidding privy vaults. Mr. Scott" seconded by Mr.
Lyons, moved that the ruling of the Board of Health in this o~se, be sustained, but that
the ordinance relative to living in tents be m,dified authorizil1~ the use of tc,""ts
at the discretion of the Board of Health. '!he motion carried by the following vote-to-wit,
!YES: Trustees scott, Lyons, Wentworth, Barnes, Peters. NOES: None. ABSENT: None.
SIDEWALKS ON G STREET, Thomas HO\ve asked the board to authorize curb returns
and the sidewalk lowered where said sidewalk crosses a private alley in the rear of the
Howe Block, on G Street. Referred to the Street Committee, upon motion by Mr. Lyons,
seconded by 1w. Wentworth, which carried.
PERIODICAL REPORTS: The monthly reports of the City Reoorder and Community
Nurse, for the month of August, 1925, were read and and ordered received and filed,
upon motion by Mr. Scott, seconded by tw. Wentworth, which carried.
SEWER SYSTEML A letter from the State Board of Health, together with a report
to that body from the Reisdent Engineer, recommending the granting of a permit to this
city for a sewer system, with certain reservations, all of which do not in anyway inter-
fere with the present plans.
! letter from the U. S. District Engineer, offering no objection to the installa-
tion Of the sewer system, was read.
~SING COMMITTEE: A letter from Mrs. W. H. Sallmon, was read, in which she called
attention to the fact that'Mr. Herbert Shew, formerly a member of the Board of Trustees,
was, also, a member of the Red Cross Nursing Committee, and suggested that some one Of
the Board of Trustees be appointed to the Nursing Committee, to relieve Mr. Shaw. Upon
motion by Soott, seconded by Mr. Barnes, which carried, the city health offioer was
appointed to the Nursing Committee, to represent the Board Of Trustees.

FERTILIZER FROM COTTONSEED PLANT: The clerk exhibited two purchase orders, whioh
he had issued on the Cottonseed Plant, for the purchase of four tons of fertilizer, for
use Of the Planning Commiision, which had been returned, after having been fUled,
with the statement that there was no charge. Clerk directed to write a letter of appreo-
iation to the CaĆpany.
RESOLUTION 158. Mr. Lyons offered Resolution No. 158, whioh is a resolution
accepting the right of we:¡ granted to the city for its sewer lines through the orchard
of William Moeser, Lot 10, i-Section 137. The resolution was read, and upon motion by
Mr. Lyons, seconded by Mr. Soot, the resolution was passed, adopted and approved, as
read, by the following vote, to-wit: ADS I Trustees Lyons, Wentworth, Barnes, Peters,
Scott. NOEs! None. ABSENT! None.
ORDINANCE No. 150: Upon motion by Mr. Soott, seconded by Mr. Lyons, Ordinanoe
No. 150, was pIe oed on its second and final reading. The ordinance was read, and upon
motion by Mr. Soott, seconded by Mr. Lyons, it was passed, adopted and approved, as
read, by the following vote, to-wit, AYES: Trustees Scott, Lyons, Wentworth, Barnes,
Peters. Noes I None. ABSENT: None.

Meeting of September 7,1926, continued.
BESOLUTION No. 159, Mr. Lyons offered Resolution No. 159, which 1S a resolution
ordering a change of grade on G Street. The resolution was read, and upon motion by Mr.
Scott, seconded by Mr. Lyons, it was passed, adopted and approved, as read, by the follow-
ing vote, to-wit; AyES: Trustees Scott, Lyons, Wentworth, 9arnes, Peters, NOES, None.
ABS ENT: None.

DEED FOR PROPERTY FOR SEWER PLANT, The clerk presented a deed to the land, now under
option, to be purchased from the H. &. B. Lands, Inc., covering the transfer of hhe property
to the city. On account Of a p~ot.1sion that the ]and will revert to the original land on
the north, in oaae the city does~fonger need it for sewer purposes, together with the fact
that the deed was not accompanied by a oertificate of title, the clerk was instruoted to
return the deed to the makers thereof, and state that the city will only consider a deed
made to read the same as the option now held, also, that a oertificate Of title will be re-
quired, and a guarantee for the assessments now on the property, as well as a release from
the provisions of any mortgage that may be on the property. This.action was directed
upon motion by Mr. Wentworth, seconded by Mr. Scott, which carried by the following votes
AnS, Trustees Wentworth, Barnes, Peters, Scott, Lyons. NOES, None. ABSENT: None.
BUS FARES, The clerk having reported that complaints had been received to the
effect that some of the Sutherland Busses have been charging 15 cents fare between this
city and National City, instead Of the regular fare Of 10 cents, the city attorney reported
that he had taken up the matter with Mr. Sutherland, and had been informed that the matter
would be remedied at once.
ASSESSMENT OF SCHOOL PROPER'l'Y FOR PUBLIC IUPROVEMENTS: The city attorney reported
that he lo,oked up the law governing the assessment of 'property for public improvements, and
found that school property could not be so assessed.
DEAD STREET TREE: The street department was ordered to remore the dead tree, now
standing in Second Avenue, in front Of the Melville property, upon motion by Mr. Went-
worth, seconded by Mr. Lyons, which carried by the following vote, to~it: AYES: Trustees
Wentworth, Barnes, Peters, Scott, Lyons. NOES, None. ABSENT, None.
COUNTY FAIR IDtHIBIT, Upon motion by .entworth, seconded by Mr. Barnes, the Board
authorized the expenditure Of not to exceed $500.00 for the expenses connected with put-
ting on an exhibit at the county fair. this year. The motion carried by the following
vote, to-wit, AYES: Trustees Wentworth,. Barnes, Peters, Scott, Lyone. NOES: None.
ABSENT: None. All bills for this expense to be submitted to the oity clerk for payment.
ORDINANCE NO. 151, Upon motion by ¡~. Scott, seconded by 1mr.Lyons, which carried,
Ordinance No. 151, was placed on its first reading. This is an ordinance changing oertain
boulevard stops in the city.
ORDINANCE No. 1521 Upon motion by Mr. Scott, seconded by Mr. Lyons, which carried,
Ordinance No. 152 was placed on its first reading. This an ordinanoe fixing the tax rate
for the current tax year.
4DDITIONAL TRAFFIC OFFICER, Marshal Clyne asked the Board for an additonal traffic
officer, stating that his present foroe was not sufficient to handle the situation oonsis-
tent with good police protection. The subject was discussed at length, and upon motion
by Mr. Barnes, seconded by Mr. Wentworth, an additional traffic Officer was authroized until
after the close of the coming racing season. The motion carried by the followlngvote,
AYES, Trustees Barnes, Peters, Lyons, Wentworth. NOES: Trustee Scott. ABSENT, None.
POLICE WJ.mTIG SIGNS, It was decided to remove the police warning stgns now at the
main entrances to the city, upon motion by Mr. Barnes, seconded by Mr. Wentworth, which
carried.
L1U.VE OF ABSENCE OF TRUSTEE: Trustee Barnes asked for a leave Of absence, with per-
mission to leave the State, for a period of about 50 days. The request was granted upon
motion by nw. Lyons, seconded by Mr. Scott, which carried.
BILLS PAID, Upon motion by Mr. Scott, seconded by Mr. Wentworth, which carried, the
following bills, as examined by the finance ccrmnittee, were ordered paid:
