HomeMy WebLinkAboutcc min 1925/11/17 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE BOA.'ID OF TRUSTEES OF CHULA VISTA, CALn'ORNIA, HELD NOVEMBER 17, 1925, The Board met pursuant to adjournment in the Council Chamber of the City Hall, on the above date, with President Peters in the chair. Meeting called to order at 7:30 p.m. Present: Trustees Peters, Lyons, Wentworth, Bent. Trustees Shaw, absent. Lr-\ SIT-BACK ORDINANCE: Mrs. James Wright presented a petition, signed by 57 prop- erty owners in the city, protesting against the passage of a set-back ordinance, in the form and provisions embodied in an ordinance that came up at the last regular meeting. Mr. Wright stated that the signers of the petition were unanimous in their opinion that 25 feet set-back for Duildings, was too much, and all thought that 15 feet is sufficient. . The signers, also, favors bungalow courts. After discussion the petition was ordered filed for the present. VACATION: Fire Chief Smith asked that Fireman Kelly be given a vacation for a per- iod of 10 days, effective December 1,1925. Granted, upon motion by Mr. Wentworth, sec- onded by ~~. Lyons, which carried. EXTE1~ING FIRE DISTRICT: Fire Chief Smith introduced the question of extending the Fire District, north on both sides of 3rd Avenue, to Davidson Street. The agent of the new subdivision of the Dyer property was present, and favored the extension. City Attorney ordered to prepare an ordinance amending the present ordinance to include the extension proposed. SIDE7ALKS AND CURBS: A petition, signed by the owners of 19 lots in Shenandoah Tract requesting that the city order in sidewalks and curbs fronting Lots 1 to 12, and 13 to 24, Block 2, of that tract, under the 1911 Act, was read. Total number of lots involved, 24; owners signing petition, 19. After discussion, at the suggestion of R. M. Pray, the largest owner of lots in question, the matter was held over for the pres- ent, to be brought up in connection with other sidewalk work, on account of the expense that will accrue as a result of ordering in the work. SUBDIVISION OF LOTS 11 and 14. ~-SEC. 137: ~~. Moyers, representing the owners of the above described property, asked the advice of the board on the matter of a set- back line for residences he proposes to control in the new subdivision. He was advised that the planning commission favors a 25-foot line, and he stated that he would hold to that figure in sales of lots, by placing a proviso to that effect in the deed. Mr. Capwell presented a sketch of the above described subdivision and asked the board for a preliminary approval of the form in which the property is subdivided. Upon motion by Mr. Wentworth, seconded by Mr, Lyons, the approval as requested was granted, by the following vote, to-wit: AYES: Trustees Wentworth, Bent, Peters, Lyons. NOES: None. ABSENT: Trustee Shaw. .\ GARBAGE AND RUBBISH COLLECTION: A Mr. Michaelson asked the board for the exclu- sive right to collect gsrbage and rubbish throughout the city. He stated his terms fOr the work, as follows: $1.00 per month for each householder, he making four visits per month; or $1.50 per month, he to make eight visits per month. These rates to include all the garbage and rubbish that may accumulate at any residence or pla.ce of business. Matter held over until the city attorney may prepare a contract, or ordinance, covering the proposition. ,_I GASOLINE PUMP AND TANK: The clerk advised that the Union Oil Company has a factory overhauled, guaranteed, gasoline pump, and a new 280-gallon gasoline tank, for sale at a price Of $130.20. Owing to the large amount Of gasoline used by the city, it was decided to have the clerk purchase the above equipnent, upon motion by 1~, Wentworth, seconded by Mr. Lyons, which carried by the following vote: AYES: Trustees Wentworth, Bent, Peters, Iqons. NOES: None. ABSENT: Trustee Shaw. LOW GUTTER ON DEL MAR AVENUE: Mrs. Mary E. Dyer asked that t he gutter, fronting on the Dasohbach property, on Del Mar Avenue, be filled to proper street grade, it being to low at a point where she has purchased a lot and intends to erect a residence. City engineer directed to furnish the street superintendent with the proper grade, and the latter to make the fill accordingly. PLANNING COMMISSION: The minutes of the planning commission meetings Of November 9th, 14th and 16th. ,1925, were read, and upon motion by Mr.Iqons, seconded by ~~. Went- worth, all the recommendations Of the commission in the minutes above quoted, were ap- proved with the exception of the matter Of purchasing park land from Mrs. Copeland and T. L. Chase, which matters were held over until the next regular meeting. Motion car- ried. RESOLUTION No.134: Mr. Lyons offered Resolution No. 134, which is a resolution confirming and approving the recommendation of the planning commission that the east half of Lots 15 and 16, ~-Section 150 be designated as an athletic field. The reso- lution was read and upon motion by Mr. Lyons, seconded by Mr. Wentworth, it was passed, Meeting of November 17, 1925, Continued. adopted and approved by the following vote, to-witl Bent, Peters. AYES I Trustees Lyons, Wentworth, FARM BUREAU: The board directed the clerk to advise the i'arm Bureau that, if practicable, the farm bureau hold its meetings in the city hall, on Wednesday evenings. instead of Monday evenings, as at present. This for the reason that the room is desired and necessary for meetings of the city planning commission. This arrangement to be ef- fective on or before December 1,1925. TREES. REMOVAL FROM STREETS: Upon recommendation Of the planning commission W. H. Peters was authorized to remove a treet on L Street, between 2nd and 3rd avenues, to be replaced by a flowering eucalyptus. .--- BILLS PAID: The folllowing bills, as examined by the finance committee, were ordered paid, upon motion by Mr. Bent, seconded by Mr. Wentworth, which carried: 5242 Pao.
