REGULA] ¡mETING OF THE BO}.RD OF TRUSTEES OF THE CITY OF CHULA VISTA, CALIFOR1,IA,
HELD 1 MAY 4,1926.
The Board met in regular session in the Council Chamber of the City Hall, on
the above date, ,~ith President Peters in the chair. Meeting called to order at
7:00 p.m. P"~sent: Trustees Peter" SCJtt, Lyons, Wentworth, Barnes.
,READI~G OF MI1~TES: The minutes of the last regular meeting of April 6, 1926,
and adjourned regular meeting of April 19, 1926, were read. and approved, as read.

¡JA'"ER SHFT OFF: Mr. Jowell Connor complained that the water in his part of
the city, south-eastern portion, is frequently shut off, without notice; that it
had been shut off eight times within the past month; alos, that the water is fre-
quently contaminated. with worms, and other impurities. The city health officer advised
that the apparent impurities in the water, were not impurities, in fact; that they
were Qisagreeable. but harmless. Mr. Connor was advised to take up the matter with
the State Railroad Commission, as that boQY had power to regulate the Water Company.

FIFTH AV"...NUE FROM J TO K; Some of the residents living on Fifth Avenue,
Between J and K Streets, asked the Board to have some repairs made to Fifth Avenue
at that point. They stateQ that the street is impasBa~le Quring rainy weather.
Trustee Scott, of the street committee assured them that the street would be remedied
before the next rainy season.
ELECTRIC ORDINANCE, The city attorney reported on the ordinance governing
electric wiring in this city. He had consulted with the electric inspector of San
Diego, also, the building inspector of that city, and they had both recommended that
the ordinance as it nmv exists, is sufficient.
BOARD OF HEALTH: The retirement of Mr. Shaw from the Board of Trustees, as
per the election of April 12, 1926, created a vacancy in the Board of Health. President
Peters nominated Trustee Wentworth to fill the vacancy. Upon motion by Mr. Barnes,
seconded by Mr. Scott, the nomination was confirmed.
HffiVE'S SUBDIVISION: The plat of Howe's Subdivision of Lots 31 and 32, i-Sec-
tion 137, was presented for acceptance by the board. It having been signed by the
planning commission, Mr. Scott, seconded by 1~. Wentworth, moved that the plat be
accepted and approved, and authorizing and directing all officers of the city who
are required by law to sign the plat, to sign the same for the city; that the streets
in the subdivision not having been graded and surfaced as required by ordinance, Mr.
Howe to deposit a cash guarantee that they would be so completed, said guarantee to
be in the sum of $150.00. The motion carried by the following vote, to-wit: AYES,
Trustees Scott, Lyons, Wentworth, Barnes, Peters. NOES; None. ABSENT: None.
sEvn&R SYS~!. This subject again came up by a report from the city engineer
on his efforts to obtain an option on some land for the treatment plant, and a right
of way for the outfall to the bay. He reported that the tentative agreement with
Tyee Brothers had fallen through, for the reason that TyceA now want twice the amount
of land originally agreed upon. However, he has been in conference with J. C. Blackman
with a view to obtaining an option from him, and had found that Mr. Blackman will
sell the city the land necessary for the project, at $1000 per acre. As planned, it
will require about 1.8 acres. The city engineer and city attorney were directed to
continue efforts with Mr. Blackm8n, and to have the option by the afternoon of 1ffiy
6th, if possible.

SID~YALKS: Petitions for sidewal~on the following streets, were again read
and made of record: 1ffidison Avenue, both sides, from the south line of D Street to
the North line of Flower Street; Alvarado Street, from the East line of Third Avenue
to the West line of, Fourth Avenue, both sides; Del ~mr Avenue, on the east side only,
from the North line of F Street to the South line of Davidson Street; Church Avenue,
both sides, from the South line of E Street to the North line of Davidson Street.
All these pet ions were ordered received and filed.
The clerk 'then presented an executed deed by the property owners, for one
foot of land on both sides of Alvarado Street, where it passes through Van Deveer &
Merritt Tract, this one foot being necessary for the proper installation of sidewalks
at that point. Mr. Barnes then offered Resolution No. 144, which is a resolution
accepting the above mentioned one foot of land, for street purposes. The resolution
was read, and upon motion by Mr. Scott, seconded by Mr. Lyons, the deed was accepted
by the following vote, which passed and approved the resolution, viz: AYES. Trustees
Barnes, Peters, Scott, Lyons, Wentworth. NOES. None. ABSENT. None.
1!r. Wentworth presented Resolution 1'10.145, which is a resolution of determin-
ation by the board to have the above mentioned streets improved by the construction
of sidewalks and curbs thereon, and in sdditon, gutters on Alvarado Street. the resolu-
t ion was read, and it was passed, a dopted and approved, as read, by the following
vote, to-wit: AYES. Trustees Scott, Lyons, Wentworth, Barnes, Peters. NOES, None.
ABSENT. None.

Regular Meeting of 1ffiy 4,1926, Continued.
PERIODICAL REPORTS, The monthly reports of the city recorder and community nurse,
for April, 1926, were read and ordered filed.
VACATION FOR C01ßflJNITY NURSE; A letter from the Nursing Committee was read, in
which it was stated that the law now requires community and schcol nurses to have a certif-
cate of efficiency, before they can teach hygiene. The connnittee requested that our
nurse be given a vacation with pay for the period from June 26,1926, to August 7,1926,
this p~iod to include her regular vacation period, for the purpose of attending a course
of instruction in Los Angeles. Request granted upon motion by Mr. Lyons, seconded by Mr.
Scott, which carried unanimously.
STREETS ON THE BAY FRONT, A lettèr from Tam Deering of the Community Service of
San Diego, was read, in which information was requested as to whether of not this city
has an ordinance requiring subdivisions of land on the bay front to have a street along
said bay front, at the high tide line. Clerk instructed to advise 1~. Deering that there
is no ordinance to this effect, now, but that the city attorney is preparing an ordinance
on subdivisions, which will incorporate such a~rovision.
CLEANING STREETS OF WEEDS, R. M. Pray, in a letter, asked that the weeds growing
in the streets of Shenandoah Tract be removed. Clerk directed to inform him that all the
streets in the city are now being so treated, and the streets mentioned would receive
action when the equipment reaches the locality of Shenandoah Tract.
GAS TA1TK IN STREET. A letter from Holly Su~ner, was read, in which he asked for
permission to remove a gasoline tank, now located between the sidewalk and curb in front
of his regular place of business, to a location in front of his addition to his prese~t
building, to be placed between the sidewalk and curb. 'fhe tank to be six feet below
the surface of the curb, and no obstruction to be in the street. Request granted upon
motion by !Jr. Scott, seconded by 1~. Lyons, which oarried unanimously.
TRAFFIC OFFICER. COMPT,AmTS AGAINST: A letter from J.:;r. John Coker, attorney
for the Automobile Club of Southern California, and a stat~~ent from R. V. Sanguinet,
complaining of treatment received at the hands of Traffic Officer Smith, together with
some statements submitted by Sam Jackson, on the same subject, were presented. These
letters and statements requested that a hearing be held by the board, with witnesses to
be present, but the board decided to refer the matter to the Police Connni ttee for any
action necessary. Clekr directed to inform complainants to appear before the Police
Commi ttee, at such time as convenient for a meeting, but that it must be in the
evening.
