MINUTES OF AN ADJOURNED REGULAR MEETING OF THE BOARD OF TRUSTEES, CHULA VIS~,
CALIFORNI.&., HELD JANUARY 11, 1927.
The Board met pursuant to adjournment, in the Council Chamber of the City Hall,
on the above date, with Presi~ent Peters in the chair. Meeting called to order at
7:00 p.m. Present: Trustees Peters, Scott, Lyons, Wentworth, Barnes.
ORDINANCE No. 158: Upon-motion by Mrs. Scott, seconded by Mr. Barnes, which car-
ried, Ordinance No. 159 was placed on its second and final reading. The ordinance was
read, and upon motion by Mr. Wentworth, seconded by Mr. Wentworth, it was passed,
adopted and approved, as re~d, by the following vote, to-wit: AYES: Trustees Went-
worth, Barnes, Peters, Scott, Lyons. NOES: None. ABSENT: None.
TOILET IN CITY BARNS: Tn informal bids for the installation of a toilet in
the city barns, were opened and declared, vis: Hu¡ges & Johnson, for thw work complete,
171.00; E. L. Archambeau, $66.00. The work consists of installing a new toilet in
the residence of the street superintendent; also, a sink, and removing the present
toilet in the re.idence to the barn, or shOp. Upon motion by Mr. Lyons, seoonded
by Mr. Scott, whioh carried, the bid of E. L. Archambeau was acoepted.
WEED T,AX: In a letter, Mrs. C. W. Darling, complained against the payment
of an amount for-weed cleaning, which she had paid on her tax statement this year.
She claimed that she had received no notice to clean the weeds on certain parcell
of land owned by her, but that she had received a notice on other parcels. How-
ever, she stated that she had received a bill for the work, after the lots had been
cleaned by the city, which she had failed to pay in the prescribed time, and later
found the amount on her tax statement. Mrs. Darling asked that she be reimbursed
for the amount she had paid. Upon motion by Mr. Barnes, seconæed by Mr. Lyons,
which carried, the request was denied.
ORDINANCE No. 160: Upon motion by Mr. Barnes, seconded by Mr. Lyons, which
carried, Ordinance No. 160 was placed on its first reading. This is an ordinance
amending the present Building Ordinance, No. 91, pertaining to piers in certain
buildings.
STREETS IN DYER TRACT: Mr. E. Melville Advised the Board that one Sam
Nickson had taken the contract to frade and surface the streets in the Dyer Tract,
said contract being made with the owners of that tract; that before he had completed
the work, the city had, by ordinance, extended the width of the curb lines from 30
feet, to 36 feet. Mr. Melville stated that the proper bhing for Nickson to have done
would have been to stop work, until the matter could be adjusted with the parties
who were employing him, but that Nickson had continued the work, surfacing the extra
width between curbs. After discussion, upon motion by Mr. Scott, seconded by Mr.
Barnes, which carried, the aboard agreed to pay Niokson $50.00, for reimbusement
for the extra surfacing.

ried, the following bills, as examined by the finance committee, were ordered paid:

PUBLIC HEARING ON ZONING ORDINANCE~ The time having arrived, (8:00 o'clock
p.m.,O for the hearing on zoning, as submitted by the Planning Commission, in its
tentative report, submitted at the last meeting of the Board, the President an-
nounced that all those interested would then be heard. The tentative map,pre-
pared by the Planning Commission, showing the proposed zones, was exhibited and
examined by all those present. Mr. Wentworth explained the views of the Planning
CormIission. Mr. R. M. Pray objected to the large area t~'" is restricted to single
family residences. The city attorney read extrflcts of the propose,i ordinance on
the subject, explaining the elasticity of the scheme. Mr. T. C. Macaulay explained
that the large single family area is hardly intended to be zoned as sucà, but that it
should be considered as unzoned territory, to be later zoned to meet any condition
that may arise; that the entire scheme is intended to be elastic to cover any
exigencies that come up in the future. Messrs. Herbert Shaw and Hulcy Phelpa asked
that the appartment area be extended, on third Avenue, from H to I Streets. They
were advised to submit the question to the Planning Commission at its next meeting.

MEETING OF JANUARY 11,1927, Continued.
CONCRETE KIXER FOR STREET DEPARTMENT: Mr. Scott explained that it would be an-
conomical expenditure for the city to purchase a small concrete mixer for use of the
street department, in patching and other concrete work. Upon motion by Mr. WantwQrth,
seconded by Mr. Lyons, the purchase of a concrete mixer, the kind and size to be selected
by the Street CommUtee. Themotion carried by the following vote, to-wit: AYES: Trus-
tees Wentworth, 3arnes, Peters, Scott, Lyons. NOES: None. ABSENT: None.
SEWER DISTRICT No.1: Mr. Ferguson, engineer in charge of the laying the mains
of this district, asked if it was the intention of the Board to have the Y's in the
main lines set where they would best accommodate the buildings they were intended to
serve. He was informed that it was.

ORDINANCE No. 158: Upon motion of Mr. Scott, seconded by Mr. Wentworth, the
action of the Board at its meeting of Dec. 21, 1926, in placing this ordinance on its
first reading, was rescinded. The motion carried by the following vote, to-wit: AYES:
Trustees Scott, Lyons, Wentworth, Barnes, Peters. NOES: None. ABSENT: None.
Upon motion by 1~. Lyons, seconded by Mr. Scott, which carried, Ordinance No.
158 was placed on its first reading. This is an ordinance regulating and controlling
the city sewer system.
ADJOURmIENTI Upon motion by Scott, seconded by Mr. Wentworth, which carried,
the Board adjourned to 7130 p.m., January 18,1927.
