MINUTES OF AN ADJOURNED REGULAR MEETING OF THE '3OARD OF TRUSTEES, CHULA VISTA,
CALIFORNIA, HELD JULY 26, 1927.
The Board met pursuant to adjournmant, in the Council Chamber of the City Hall,
on the above date, with President Peters presiding. Meeting called to order at 7130
p.m. Present; Trustees Peters, scott, Lyons, Wentworth, Barnes.

SEWER DIsmRICT NO. 11 This being the date set for hearing protests on the filing
of the assessment roll for this sewer district, and Mr. Chris, representing the Engineer-
ing firm of Burns-MoDonnell-Smith Company, being present, the president announced that
these interested in the sewer assessments, and who desired to protest, would be hear".
The first protest was written by by the San Diego and Arizona Ry. Company, and protested
against being assessed for operative property, said property not being available for
sewer use, on account of its tracks filling most of the property. Mr. Chris announced
at this point for the benefit of all persons present, that the law provided that where
any land lying inside an assessment disttiot, said district being uncontested, the law
provided that such land must be assessed for its share of the assessment.
At this point the president announced that all protests would be heard at this
meeting, but that no attempt would be made to decide any protest; decision will be
made at another meeting.
j.. Iþ A petition, signed by residents of F Street, east of Del Mar Ave., was then read,
in which the peititioners protested against the 35 foot benefit which has applied to their
property.
~ A letter from T. L. Edmondson, and other residents of his neighborhood, on Del
Mar Avenue, protested against the depth of their property, Which is all in the district
being assessed. Also, that some land directly across the street is assessed at less
than theirs.
B. A. Shadinger, protested against the amount of the assesament on his two lots,
16 and 17, C. V. Villa 1raot No.2, Block 6. Mrs. Minnie Levisohn added her lot, No. la,
adjoining lot 17, of Shadinger's.
George Janata, against three benefits beingapplied to his lot 2, Blk 6, C. V. V.
'l!ract No.2. His is in the business zone.
'" A. L. Kendall, agai¡¡st one benefit against his lot 7, Blk 3, C. V. Tr. No.2, and
only two benefits on the<lO foot lot directly across the street, the latter lot being
deeper than his lot 7; also, his lots 20 to 23, on 4th Ave., which are in the 35 foot
benefit zone, and the land directly across the street is in 50 foot zone.

C. V. Tr. No.2.
~ Joe Cuhel, Lot 7, Latta's Sub. Difference between 35 and 50 foot zone. Mr.
Cuhel again protested against the method of making the assessment.
'f Thos. Howe, his Howe's sBub. over $1900, while the five acres aoross G street,
only 7B5.10. Was told that G Street is the dividing line between the 35 and 50 foot
zones.
~ E. Zeiser, Lots 11 and 12, Blook 1, Townsite; assessment too high.
~H. E. Pratt, his property on Roosevelt Street; said he is selling off his front-
age on Roosevelt, leaving the rear not accessible to sewer; thinks should not pay asse88-
ment for this part.
~ Kittie L. wright, Lot 19, Blk A, Central Ad. This is oorner lot, and assessed higher
than inside lots. Thinks corner lots should be the ssme, regardless of the fact that
sewer passes along two sides of lot.
'" A. J. Burnside, for Anna Porter, Lot 15, t-Sec. 122. Too muoh land included in
district, and not availa'le to sewer.
'/- J. M. Lindemood, Lots 9 and 10, Block C, Thompon's. Protests agains price generally,
and not specifically.
~ W. R. Spear, his property on H Street and on 3rd Avenue. Over $1.00 ner front foot.
R' M. Pray. Lot 7, Blk &, and Lot 1, Blk 4, C. V. V. Tr. No.2. Not equalized. Was
informed that Lot 7 had already been discovered too low, and would be corrected. XFive
acre Lot 3, and 2, t-seo 13B, $146.00 difference; thought more difference would be equitable.
~Alvarado street Lots, which are 60 feet, should be more than one benefit, as against his
H Street lots, 1IIhich are 75 feet, and carry It benefits. Hi8 lot 6, Blk 1, Townsite,
too high as compared with Lot""" Blk 3, C. V. V. Tr. No.2
'/... Mrs. W. R. Lefanette general protest against the method used in arriving at the
assessments; could not, however, suggest a better remedy.
No more protestants answering the i~itation of the president to appear, it was an-
nounoed by the president that the hearings were closed, and that final action on the
protest would be considered and settled at the next meeting of the Board.

EmIODICAL REPORT!!.I The annual financial report of the ci ty clerk, for the fisoal
year ending June 30,1927, was read, and upon motion by Mr. Barnes, seconded by Mr. Scott,
it was ordered reoei'nd, fUel aDd printed in the local paper.

PLANNING COMMISSION MINUTESI The minutes of the Planning Commission meeting of July
18,1927, were read, and no action was taken, except in the recommendation that a part of
5th Avenue be closed, which was referred to the city attorney to start the neoessary
legal prooedure.
~ OR BUSES. A letter from Mr. Sutherland, owner of the Sutherland Stages,
setting forth the fares between this city and National City, and enolosing a schedule of
fares as approved by the R. R. Commission, was filed. It is disclosed that the fare from
any point in this city, north of G Street, to National City, ls 151i, While south of G
Street, the fare is 20 cents.

REMOVING STREET TREE I E. B. Earl, applied to remove a tree fronting his property,
and J and 1st Ave., and deposited the necessary $5.00 required by ordinance. The r8llloval
having been recommended by the Planning Commission, the request was approved, upon motion
by Tr. Scott, seconded by Tr. Wentworth, which carried.
TREES IN SHENANDOAH TRACTI Aletter from R. M. Pray, was read, in which he complains
that the trees which he planted in Shenandoah Tract, are in a great part, dead. He oi tea
the agreement of the Board of ~rustees, of January, 1926, wherein the city was to care
for trees planted in the above 8ubdivision for a period of two years. Letter referred to
the Planning Co!IJJÜssion.
PLANNING COMMISSIONI Mr. T. C. Macaulay, Secretary of the Planning Col'IIDission,
submitted his resignation as a member of the Planning Commission, giving as his reason,
that he is no longer a resident of the city. Matter deferred until the next meeting.
LIBRARY BOARDI The term of offioe of Mr. Warner Edmonds and Mrs. Alice Henderson
as members of the Library Board, having expired, the President of the Board nominated
them to succeed themselves. The nomination was confirmed upon motion by sr. Barnes,
seconded by Tr. Soott, which csrried.
BILL BOARDSI Upon motion by Dr. Wentworth,seconded by Tr. Lyons, the city attorney
was authorized to write a letter ~j the Foster & Kleiser Company, notifiying that compa~
that it is conducting bill board advertising in this city, which is contrary to law, and
to oease such advertising at once. The motion carried by the following vote, to~itl

ment roll, and all matters relating thereto, is continued until the next meeting of the
Board, which will be August 2, 1927, at 7100 p.m. Motion carried by the following vote,
