~!INUTES OF AN ADJOURNED REGULAR MEETING OF THE BOARD OF TRUSTEES, CHIJI.A VISTA,
CALIFORNIA, HELD JANUARY 18, 1927.
The Board met pursuant to adjournment, in the Council Chamber of the City Hall,
on the above date, with President Peters presiding. Meeting called to order at 7,30
p.m. Present, Trustees Peters, Scott. Lyons. Wentworth. Barnes.

RAILROAD TRAINS BLOCKING THIRD AVENUEI Mr. Thomas Howe, in a letter, and ver-
bally, complained about the railroad trains blocking the sidewalks On Third Avenue;
a recent occurrence being the blocking of the sidewals for a period of twenty minutes.
President Peters said he reported the matter to the railroad agent, Mr. Snow, who had
promised to have no more occurences of this nature. Trustee Scott stated that the
handling of trains on Third Avenue is done in a careless and reckless manner; that
On one occasion he had timed a train coming up Third Avenue. the engine behind a string
of box cars, and that the train traveled at a '.speed of thirty-five miles an hour.
This speed he considered dangerous, as the engineer could not see what was coming in
front of his train. Mr. Howe, also, reported a very narrow escape of an automobile
from being struck by a train. Decided to have the Marshal check up on this train crew
and report to the Board; also, the Marshal to warn the train crew. In the meantime,
the city attorney was instructed to prepare an ordinance regulating the speed of
trains and the handling of same.
ZONING: The final report of the Planning Commission, together with a
map showing the various proposed zones, were submitted to the Board. Mr. Barnes intro-
duced Resolution No. 162, which is a resolution calling a public hearing On the
matter, to be held in the City Hall, at 8,QQ p. m.. January 25, 1927. The reolutiOn
was read. and upon motion by Mr. Scott, seconded by Mr. Wentworth. the resolution was
passed, ,~opted and approved, as read, by the the following vote, to-wit: AYES, Trus-
tees Scott, Lyons, Wentworth, Barnes, Peters. NOES: None. ABSENT, None.
The clerk was instructed to publish a legal notice. calling the meeting, as
above set forth.
POLICE DEPARTMENT, The clerk presnted a letter from Mr. Á. B. von Adelung,
Special Agent of the U. S. Department of Commerce, of San ~'rancisco. in which Traffic
Officer Patterson was commended for courteous and gentlemanly conduct in handling
traffic on city streets. Upon motion by Mr. Scott, seconded by Mr. Barnes. which car-
ried, the clerk was directed to furnish the police department with a copy of the letter,
with instructions to bring the matter to the attention of all officers of the police
depart~eat. and to advise the department of the appreciation of the Board for the
methods used by Officer Patterson.
ORDINANCE No. 1561 Upon motion by Mr. Wentworth, seconded by Mr. Lyons, which
carried, Ordinance No. 58 was placed on its second and final reading. The ordinance was
read, and upon motion by Mr. Scott, seconded by Mr. Barnes, it was passed, adopted and
approved. as read, by the following vote, to-wit: AYES I Trustees Scott, Lyons, W8l1tworth,
Barnes, Peters. NOES I None. ABSENT: None. This oridnance is known as the Sewe;!'
Ordinance.
ORDINANCE No. 160, Upon motion by Mr. Lyons, seconded by Mr. Wentworth, which
carried. ordinance No. 160 was placed on its second and final reading. The ordinance was
read, and upon motion by Mr. Barnes, seconded by Mr. Wentworth, it was passed, adopted
and approved, as read. by the following vote to-wit: AYES, Trustees Barnes, Peters,
Scott. Lyons, ',Ventworth. NOES, None. ABSENT, None. This ordinance amends Building
Ordinance No. 91,. relative tc concrete piers in tile buildings.

ORDINANCE No. 161: Upon motion by Mr. Barnes, seconded by Mr. Wentworth, Which
carried. Ordinance No. 161 was placed on its first reading. This is an ordinance amending
Ordinance No. 149. relative to fees for peddlers licenses.
ADJOLÅ’Ull1SNTI Upon motion by Mr. Scott, seconded by ::r. Barnes, which carried,
the Board adjourned to 7,30 p. m., January 25, 1927.
