MINUTES OF AN ADJOURNED REGULAR MEETING OF THE BOAP.D OF TRUSTEES, CIDJLA VISTA,
CAL IFÅ’llia , HELD MAY 16, 1927.
The Board met pursuant to adjournment, in the Council Chamber of the City Hall,
on the above date, with President Peters presiding. Present: Trustees Peters, Scott,
Lyons, Wentworth, Barnes. Meeting called to order at 7:30 p.m.
It having been heretofore so arranged, the City Planning Commission met with
the Board of Trustees, and of that body, the following were present: Messrs. Maoaulay,
Taylor, Boal, ~awkins and City Engineer Capwell.
PlffiCHASE OF ATHLETIC PARK: Mr. R. M. Pray handed in two letters in connection
wi th the purchase of this land, which were read, but no act ion taken at this tL>ne.
Aotion was taken later. See below.

SID-AT.1ffi ON SECOND AVENUE: Mr. E. Melville handed in a petition, signed by all
property owners effected, with one exception, asking the Board to change the sidewalk
grade on Second Avenue, between D and E Streets, by raising it about 10 inches, or
sufficient to retain all the palm and other trees now growing there, before ordering
sidewalk laid on that thoroughfare. The petition was read, and as practically all the
property owners above mentioned, were present, the matter was discussed, and upon motion
by ~r. Scott, seconded by Tr. Barnes, the petition was granted by the following vote,
to-wit: AYES: Trustees Scott, Lyons, Barnes, Peters. NOES: Tr. Wentworth. ABSENT:
None.
PAVING PROJECT: Mr. C. R. Conklin, of Country Club Villas, asked that some steps
be taken lOoking toward paving K Street from Third Avenue to the East line of 5th
Avenue, thus making a connecting link between the paving on 3rd Avenue and the Country
Club. If the street could not be paved full width, he suggested that a strip in the
center be paved. A representative of the Western Asphalt Association stated that he
would take over the matter of getting a petition signed for the paving, full width,
the city to pay for 40~ of the work, if bonds are voted so to do, and the abutting
property owners to pay the balanoe of the cost.
A petition, signed by 33 property owners affected, asking that F Street be
paved, full width, from Bay Boulevard to 2nd Avenue, was presented and read, the city
to vote on bonds to pay for 40~ of the cost and the abutting property owners to pay
the balance of the cost. The Planning Commission took a vot on the subject, and rec-
ommended that the peition be accepted. Therefore, the Board of Trustees ordered the
petition reeeived and filed with other petitions now on file, to receive action when
all petitions for paving under the present project are received.
Trustee Wentworth suggested that the petition now on file for paving 2nd Avenue,
be amended to include that portion between E and F Streets, the said petition omitting
this portion. It developed that this portion had been omitted because it was thought
that sewers should be laid there before the paving was laid. Held over for future oon-
sideration when the oter petitions come up for action.
At this point the Planning Commission retired to another room, and the meeting
of the Board of Trustees continued.

RAISING GRADE OF 4th AVEI'UE: Messers Barrows and Benton, asked the Board to
raise the grade of 4th Avenue Between Seavale Street and the North City limit. Referred
to City Engineer to check and report later.
VSIDEWALKS ON 2nd AVENUE: '.I!r. Scott offered Resolution No. 187, which is a
resolution deciding that sidwalks and cUbbs be laid on both sides of 2nd Avenue, from
a point approxi~ately 520 feet north of D Street to E Street, and directing the City
Engineer to notify all abutting property owners that they have until July 16,1927,
to have the work perfol'!Iled by private contract; if not comp1e ted by that date the
city will proceed to order in the work. The resolution was read, and was passed,
adopted and approved, as read, by the following vote, to~it: AYES: Trustees Lyons,
Wentworth, Barnes, Peters, Scott. NOES: Trustees None. ABSENT: Trustees None.
ORDINA1~E No. 166: Upon motion by ~r. Barnes, seconded by Tr. Wentworth,
which carried, Ordinance No. 166 was placed on its second and final reading. The
ordinance was read and upon motion by Tr.Barnes, seconded by Tr. Lyons, it was passed,
adopted and approved, as read, by the following vote, to-wit: AYES: Trustees Barnes,
Peters, Scott, Lyons, Wentworth. NOES: None. ABSENT: None.
ORDINANCE No. 167: Upon motion by Trustees Lyons,s econded by Trustees Scott,
which carried, Ordinance No. 167 was placed on its second and final reading, The or-
dinance was read, and upon moticn by Tr. Scott, seconded by Tr. Lyons, it was passed,
adopted and approved, as read, by the following vote, to-wit: AYES: Tr. Scott, Lyons,
Wentworth, Barnes, Peters. NOES: None. ABSENT: None.

ORDINANCE No. 168:.. Upon motion by Tr. Barnes, seconded by Tr. Scott, which
carried, Ordinance No. 168 was placed on its second and final reading. The ordin-
anoe was read, and upon motion by Tr. Barnes, seconded by Tr. Scott, it was passed,
adopted and approved by the following vote, to-wit: AYES: Tr. Barnes, Peters, Scott,
Lyons, Wentworth. NOES: None. ABSENT. None.
ORDINANCE No. l69: Upon motion by Tr. Wentworth, seconded by Tr. Lyons, which
carried, Ordinance No. 169, was placed on its second and final reading. The ordinance
was read, and upon motion by Tr. Wentworth, seconded by Tr. Lyons, it was passed,
adopted and approved by the following vote, to-wit: AYES: Tr. Wentworth, Barnes,
Peters, Scott, Lyons. NOES: None.

ORDINANCE NO. 170, Upon motion by Tr. Scott, seconded by Tr. Lyons, which
carried, Ordinance No. 170 was placed on its first reading. This is an ordinance
changing the license fee for advertising.
SEWER DISTRICT No. I: ~!r. H. H. Peterson, contractor for the installation ot
sewer district No.1, in a letter, asked for an extension of time on his contract
of six weeks. Tr. Barnes, seconded by Tr. Scott, moved that the extension of time
of six weeks be granted on the condition only that all the terms and conditions
of the contract with H. H. Peterson for installing the sewer above mentioned, be
observed and csrried out by the sa id Peterson, in every particular and that it does
not change the rights, duties or obligations in such project of the engineering
firm in charge, Burns-McDonnell-Smi th Engineering Company. The motion carried. by the
following vote, to-wit: AYES: Trustees Barnes, Peters, Scott, Lyons, Wentworth.
NOES: None. ABSENT: None.
PURCHASE OF ATHLETIC FIELD. Or PARK:

The following letter was presented by Mr.
City of Chub Vista,
Chula Vista, California.
I hereby demam that the Ci ty of Chula Vista recover from
W. H. Peters, W. D. Wentworth, L. B. Barnes, J. R. Scott and W. T. Lyons,
the present Trustees of the said City, the sum of approximately
$3883.47, the amount which they, as the Board of Trustees of the said City,
ordered paid to the San Diego Trust and Savings Bank for the purchase
of a park pursuant to resolution number l85, dated May 3,1927, of the said
Board of Trustees.

park, pursuant to resolution No. 185, dated May 3,1927, of the said Board
