MINUTES OF AN JJJJOmrnED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF CHUU
VISTA, CALIFORNIA, HELD AUGUST 16,1927.
The Board met pursuant to adjournment, in the Council Chamber of the City Hall,
on the above date, with Mayor Peters in the chair. Meeting called to order at 7:30
p.m. Present: Mayor Peters, Councilmen Scott, Wentworth, Barnes. Councilman Lyons
absent.

SEWER CONNECTIONS: 111". Erman J. Ridgeway appeared and asked how he is going to
connect his residence, on 4th Avenue, near J Street, to the sewer in 4th Avenue. It
developed in the discussion that in order to connect on 4th Avenue, it will be neces-
sary to raise the present outlet pipes in the rear of his property to the surface of
the ground; they are now 27 inches below the s.rface. With the pipes so raised, it will
only give him 1/8 inch to the foot fall. He proposed to connect through the lot in
rear of his property, owned by J. D. Codington, making the connection on J Strest,
and asked the approval Of the Council. Upon motion by Cl. Scott, ssconded by Cl.
Wentworth, the proposal was approved, the motion carrying by the following vote, to~it:
AYES: Å“ouaoilmen Scott, Wentworth, Barnes, Mayor Peters.
Inasmuch as both Mr. Codington and Mr. Ridgeway have paid for a sewer connection
to their property, Mr. Ridgeway asked that the amount paid by Mr. Codington be re-
funded to him, as the one connection would serve both properties. The sewer inspector
stated that in connecting 111". Ridgeway through Mr. Codington's property, it will nec-
essitate in excavating a deeper trence than would be required for Codington's connection
alone, and upon motion by Cl. Scott, seconded by Cl. Barnes, it was decided to reim-
burse Mr. Ridgmvay for his sewer connection, deducting therefrom the difference between
what it will cost as authorized, and what it would cost to connect 1.11". Codington alone.
Motion carried by the following vote, to-wit: AYES, Councilmen Scott, Wen~vorth, ,arnes,
Mayor Peters. NOES: None. ABSENT: Cl. Lyons.
~!r. Ray Taber asked if the contracts for sewer connections, heretofore signed
by numerous property owners, with a man namsd Caldwell, are valid. The city attorney
cited that these contracts are private co~tract. between private parties, and is a
matter to be settled between themselves.
OP~A1~~AL STREET LIGHTING: In the matter of the installation of. ornamental
street lights in the business district, the Board decided thatif the abutting prop-
erty owners pay for the installation of thelights, the city will pay for the electricity
coneumed for a period of two years from date of im tallation; after two years, the
electricity to be paid for, 70% by the property owners and 30% by the city, as the
abutting property receives the greater part of the benefit than the city as a whole.
This action was covered by motion qy Cl. Scott, seconded by Cl. Wentworth, and car-
ried unanimously.
CONNECTIN G TO SEWER SYSTEM: Sewer Inspector 7lharton asked the Board what it
will cost J. S. Odom, at National Avenue and G Street, to connect his property, 180
feet by 23~ feet. This procedure is provided for in Ordinance 1'10.158, and the Board
decided, based on other charges for sewer benefits inside the district, that Mr. Odom
must pay for seven benefits, at $36.52 each, or a total of $258,64. This action cov-
ered by motion by Cl. Wentworth, seconded by Cl. Scott, which carried.

PLANNING COMMISSION: The resignation of T. C. Maoaulay as a member of the
Planning Commission, was accepted with regret, and the tha.xs of the Board to be
extended to Mr. Macaulay for the excellent and untiring efforts he has put into the
busineßs of the Planning Commission. The acceptance was upon motion by Cl. Barnes,
seconded by Cl. Wentworth, which carried bnanimously.
Mayor Peters then nominated Dr. wm. .S. McCausland as a member of the Commis-
sion, to succeed Macaulay, and the nomination was confirmed upon motion by Cl. Scott,
seconded by Cl. Wentworth, which carried.
LIBRARY REPORT: The annual report of the City Library, for the year e;nding
June 30,1927, was presented and read. Ordered received and filed.
ORDINANCE 1'10.171, Upon motion qy Cl. Scott, seconded by Cl. Barnes, which car-
ried, Ordinance 1'10.171 was placed on its second and final reading. The ordinance was
read, and upon motion by Cl. Barnes, seconded by Cl. Wentworth, it was passed, adopted
and approved, as read, by the following vots, to~it: AYES: Cl. Barnes, Scott, Went-
worth, Mayor Peters. NOES: None. ABSENT: Cl. Lyons.
BILLS PAID: Upon mction qy Cl. scott, seconded by Cl. Wentworth, which carried,
the following bills, as examined by the finance committee, were ordered paid:
