HomeMy WebLinkAboutReso 2024-211RESOLUTION NO. 2024-211 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING DEPARTMENT OF ENERGY FOR THE ENERGY EFFICIENCY AND CONSERVATION BLOCK GRANT FUNDS FOR ENERGY AND CLIMATE PROJECTS AND AMENDING THE FISCAL YEAR 2024-25 BUDGET TO APPROPRIATE FUNDS THEREFOR WHEREAS, as part of the Infrastructure Investment and Jobs Act of 2021 (“IIJA”), the Energy Efficiency and Conservation Block Grants (“EECBG”) program (the “Program”) from the United States Department of Energy is providing formula grants to jurisdictions across the nation; and WHEREAS, The City of Chula Vista City is receiving $271,850 in EECBG grants (the “Grant”) to increase energy efficiency in municipal operations and reduce Greenhouse Gas (“GHG”) emissions; and WHEREAS, grant funds should be expended by grantees within 12 months from the award start date and staff plan to use the funds to support the City’s municipal fleet Electric Vehicle (“EV”) conversion through the procurement of approximately three light duty EVs and two semi- portable solar photovoltaic (“PV”) and battery-powered EV chargers for fleet and employee commute use. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista, that it accepts $271,850 from the United States Department of Energy and amends the Fiscal Year 2024-25 budget by appropriating $271,850 to the Supplies and Services category to the Economic Development Section of the Federal Grants Fund. BE IT FURTHER RESOLVED, that the City Manager, or designee, is authorized to enter into and execute an agreement with the United States Department of Energy, any amendments, extensions, or renewals of the agreement, and any and all documents necessary and appropriate to implement this Grant. BE IT FURTHER RESOLVED, that the City Manager, or designee, is authorized to take all necessary action to administer, monitor, manage, and ensure compliance with the Program including certifications made in the Application, and further enter into and execute contracts with third parties to implement the Grant or use funds, as appropriate. BE IT FURTHER RESOLVED, that the Finance Director/Treasurer is authorized to establish a special interest-bearing account for the Grant funds, if required, the proceeds of which will be used for any eligible uses outlined in the Program materials.
