HomeMy WebLinkAboutReso 2024-192RESOLUTION NO. 2024-192 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AMENDING THE FISCAL YEAR 2024-25 CIP PROGRAM BUDGET BY ESTABLISHING A NEW CIP PROJECT, “HILLTOP PARK SLOPE STABILIZATION” (DRN0221), AMENDING THE AMERICAN RESCUE PLAN ACT SPENDING PLAN BY TRANSFERRING ARPA FUNDS FROM TELEGRAPH CANYON CHANNEL PROJECT (DRN0208) TO DRN0221, AND TRANSFERRING DRAINAGE DIF FUNDS FROM DRN0208 TO DRN0221 WHEREAS, over the years, seasonal storm flows have caused erosion on the side slopes of the Telegraph Canyon Drainage Channel through Hilltop Park; and WHEREAS, improvements for this segment of the channel were originally programmed in the Telegraph Canyon Channel Project (DRN0208); however, the scope of that capital improvement project is still being evaluated for feasibility and design alternatives; and WHEREAS, staff recommends creating a new capital improvement project “Hilltop Park Slope Stabilization (DRN0221)” to address and mitigate the current maintenance and stabilization needs of the segment of the channel through Hilltop Park; and WHEREAS, the primary focus of the DRN0221 project will be to maintain and stabilize the channel in Hilltop Park through the grading of less steep channel side slopes, the installation of turf reinforcement mat, and the construction of riprap energy dissipaters; and WHEREAS, on May 10, 2021, the U.S. Department of the Treasury announced the launch of the Coronavirus State and Local Fiscal Recovery Funds, established by the American Rescue Plan Act (“ARPA”), to provide $350 billion in emergency funding for eligible state, local, territorial, and tribal governments; and WHEREAS, the Coronavirus State and Local Fiscal Recovery Funds provide substantial flexibility for each jurisdiction to meet local needs, including support for households, small businesses, impacted industries, essential workers, and the communities hardest hit by the crisis; and WHEREAS, the City of Chula Vista received $57,535,250 in two trenches with $28,767,625 provided in May 2021 and the remaining $28,767,625 received twelve months later; and WHEREAS, staff recommends a transfer of $1,862,275 in previously appropriated ARPA Funds from DRN0208 to DRN0221 by amending the American Rescue Plan Act Spending Plan, and a transfer of $1,137,725 in previously appropriated Drainage DIF Funds from the existing “Telegraph Canyon Channel Project (DRN0208)” to the new “Hilltop Park Slope Stabilization (DRN0221)” project for purposes of completing design and constructing the improvements; and WHEREAS, DRN0208 has sufficient balances available to fund the inter-project transfer. Docusign Envelope ID: 724668B2-06A6-4940-B04E-819F6854A368 Resolution No. 2024-192 Page No. 2 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that it amends the FY 2024-25 CIP Program budget by establishing a new CIP project, “Hilltop Park Slope Stabilization (DRN0221).” BE IT FURTHER RESOLVED by the City Council of the City of Chula Vista, that it authorizes a transfer of $1,137,725 in previously appropriated Drainage DIF funds from DRN0208 to DRN0221. BE IT FURTHER RESOLVED by the City Council of the City of Chula Vista, that it amends the American Rescue Plan Act Spending Plan by transferring $1,862,275 in previously appropriated ARPA funds and as follows: 1. Increase of $1,862,275 in expenditures under the American Rescue Plan Act 2021 Fund (Fund 268), increasing CIP appropriations (DRN0221) for the Hilltop Park Slope Stabilization Project 2.
