CALL TO ORDER Special meeting was called to order at 6:00 p.m. 2. ROLL CALL Secretary Zepeda called the roll. 3. PUBLIC COMMENTS There were none. 4. PRESENTATIONS 1 4.1 Presentation by Deputy City Manager Courtney Chase: Keeping Chula Vista Safe, Clean and Well -Maintained, A Status Update on Measure P Deputy City Manager Chase Presented on Measure P status update. 5. ACTION ITEMS 5.1 Appointment of Committee Chair and Vice Chair for Fiscal Year 2024/2025 Item trailed to July 11, 2024 meeting. 5.2 Approval of Meeting Minutes of January 11, 2024 Moved by Vice Chair Volland Seconded by Committee Member Hobson Committee approve the minutes. Yes (6): Committee Member Bruzee, Committee Member Guillen, Committee Member Hobson, Committee Member Roberts, Vice Chair Volland, and Chair Stucky Result: Carried Unanimously (6 to 0) 5.3 Confirm Use of Fund Balance for a Fire Department Training Facility that is in Compliance with the Provisions of Measure A Moved by Committee Member Guillen Seconded by Committee Member Roberts Citizens' Oversight Committee to confirm the use of Fire Department Measure A fund balance to acquire property and develop a purpose-built training facility that is in compliance with the provisions of Measure A. Yes (6): Committee Member Bruzee, Committee Member Guillen, Committee Member Hobson, Committee Member Roberts, Vice Chair Volland, and Chair Stucky Result: Carried Unanimously (6 to 0) 5.4 FY 2022/23 Annual Report of the Measure A Citizens' Oversight Committee E Moved by Vice Chair Volland Seconded by Committee Member Roberts That the Committee review the report, provide comments, and recommend a presentation to the City Council. Yes (6): Committee Member Bruzee, Committee Member Guillen, Committee Member Hobson, Committee Member Roberts, Vice Chair Volland, and Chair Stucky Result: Carried Unanimously (6 to 0) 5.5 Consideration of the Proposed Measure A Ten -Year Spending Plan and Spending Plan for FY 2024/25 and Determination of Their Compliance with Measure A Requirements Moved by Committee Member Roberts Seconded by Committee Member Guillen That the Committee consider the proposed ten-year and FY 2024/25 Measure A spending plans, determine their compliance with Measure A requirements, and recommend that the City Council approve and incorporate the proposed FY 2024/25 Measure A spending plan into the City's FY 2024/25 budget. Yes (6): Committee Member Bruzee, Committee Member Guillen, Committee Member Hobson, Committee Member Roberts, Vice Chair Volland, and Chair Stucky Result: Carried (6 to 0) OTHER BUSINESS 6. STAFF COMMENTS Deputy City Manager Chase thanked Committee Member Bruzee for his time served on the committee. Police Captain Peak announced he will be taking over as Police Department Liaison. Administrative Services Manager Alegre thanked Secretary Zepeda for assisting with the committee. 7. CHAIR'S COMMENTS 3 Chair Stucky thanked the Fire Department for their presentation. 8. COMMITTEE MEMBERS' COMMENTS Vice Chair Volland mentioned his questions in regards to Fire's presentation was for clarification and is in support of the department. 9.
