CALL TO ORDER The meeting was called to order at 5:00 p.m. 2. ROLL CALL City Clerk Bigelow called the roll. 3. PLEDGE OF ALLEGIANCE TO THE FLAG AND MOMENT OF SILENCE Led by Councilmember Chavez. 4. CONSENT CALENDAR (Items 4.1 through 4.3) Item 4.3 was removed from the consent calendar by Councilmember Preciado. John Acosta spoke regarding Items 4.1 and 4.2. Moved by Mayor McCann Seconded by Deputy Mayor Gonzalez To approve the recommended actions appearing below consent calendar Items 4.1 through 4.2. The headings were read, text waived. ITEMS REMOVED FROM THE CONSENT CALENDAR The following item was removed from the consent calendar and was heard as an action item. 4.3 Ratification of Appointment: City Manager’s Appointment of Director of Parks and Recreation – Frank Carson Frank Carson spoke regarding his qualifications and responded to comments from Councilmembers. John Acosta spoke regarding park maintenance and issues related to homelessness, and submitted written comments. Robert spoke regarding listening to staff. Moved by Mayor McCann Seconded by Councilmember Preciado To adopt Resolution No. 2024-132, heading read, text waived. The motion was carried by the following vote: Yes (5): Councilmember Chavez, Deputy Mayor Gonzalez, Councilmember Morineau, Councilmember Preciado, and Mayor McCann Result, Carried (5 to 0) Item 4.3 heading: RESOLUTION NO. 2024-132 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA RATIFYING CITY MANAGER’S APPOINTMENT OF FRANK CARSON AS DIRECTOR OF PARKS AND RECREATION EFFECTIVE JULY 12, 2024 5. PUBLIC COMMENTS Susan D. Walter spoke regarding her historic property. Alan C. spoke in opposition to managed lanes on Interstate 805. The following individuals spoke in support of fair compensation for ACE employees: - Lizbett Espinoza - Martie Solomon John Acosta spoke regarding safety at the marina. Marianna Saponara and Miriam Figueroa, representing the Nacion Ave Crusaders, spoke regarding traffic and safety in the Nacion Ave area. Delia Dominguez Cervantes expressed concern regarding unlicensed fruit stands on street corners. John Acosta spoke regarding matters related to homelessness. Robert spoke regarding Harborside Park. John Acosta spoke regarding conflicts of interest. Robert spoke regarding various matters. Moved by Deputy Mayor Gonzalez Seconded by Mayor McCann To place on second reading and adopt Ordinance No. 3575, heading read, text waived. (SECOND READING AND ADOPTION) Moved by Deputy Mayor Gonzalez Seconded by Mayor McCann To make a referral to the Planning Commission to return a report and recommendation within 90 days on allowing up to two detached accessory dwelling units on a lot with an existing single-family dwelling. The motion carried by the following vote: Yes (4): Councilmember Chavez, Deputy Mayor Gonzalez, Councilmember Morineau, and Councilmember Preciado No (1): Mayor McCann Result, Carried (4 to 1) 6.4 Ballot Initiative: Place a Measure on the November 5, 2024 Ballot to Continue the One-Half Cent General Sales Tax for 10 Years, Carry Out Necessary Election Procedures, Approve Related Ordinance Amending CVMC 3.33, and Authorize Other Necessary Actions Deputy City Manager Chase gave a presentation. PUBLIC COMMENTS (CONTINUED) There were none. 8. CITY MANAGER’S REPORTS There were none. 9. MAYOR’S REPORTS Mayor McCann reported on attendance at recent events and made community announcements. 10. COUNCILMEMBERS’ REPORTS Councilmembers reported on attendance at recent events and made community announcements. Councilmember Chavez reported on an air quality report from SANDAG and stated she would work with the City Manager to bring the report to the City. Deputy Mayor Gonzalez reported on a recent MTS Board meeting. 10.1 Councilmember Preciado Councilmember Preciado stated that the subcommittee had no report at that time.
