HomeMy WebLinkAboutReso 2024-149 RESOLUTION NO. 2024-149 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA 1) APPROVING A MINI-PITCH PROGRAM GRANT AGREEMENT WITH THE UNITED STATES SOCCER FOUNDATION, INC.; 2) AMENDING THE FISCAL YEAR 2024-25 CAPITAL IMPROVEMENT PROGRAM BUDGET BY AMENDING CIP PROJECT, PRK0344 “HARBORSIDE PARK RENOVATIONS” AND APPROPRIATING FUNDS THEREFOR; AND (3) AMENDING THE MEASURE P INFRASTRUCTURE, FACILITIES, AND EQUIPMENT EXPENDITURE PLAN TO ALLOCATE ADDITIONAL FUNDS IN UNALLOCATED REVENUE WHEREAS, in March 2024, U.S. Soccer Foundation (“Foundation”) approached the City of Chula Vista (“City”) regarding the possibility of partnering to add a fenced soccer pitch with a resilient, acrylic surface (“Mini-Pitch”) in the City of Chula Vista; and WHEREAS, City desires to add a Mini-Pitch to Harborside Park for the surrounding community’s use; and WHEREAS, pursuant to the terms of the proposed agreement, the Foundation will install one Mini-Pitch at Harborside Park; and WHEREAS, the Foundation will retain the right to place the Foundation’s trademark, trade name or any design/logo owned or controlled by Foundation, and that of its funding partners, on the surface of the Mini Pitch; and WHEREAS, the Foundation will retain the right to use the Mini-Pitch for one day per year for five years for Special Events that are organized by the Foundation; and WHEREAS, City will need to prepare a site at Harborside Park for installation of the Mini- Pitch; and WHEREAS, staff recommends an appropriation of $160,000 to the Fiscal Year 2024/25 Capital Improvement Program PRK0344, “Harborside Park Renovations”, from the available fund balance of Measure P for the costs associated with preparing the site for the installation of the Mini-Pitch; and WHEREAS, staff recommends amendment of the Measure P Infrastructure, Facilities, And Equipment Expenditure Plan to reflect the proposed change. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista, that it approves the Mini-Pitch Program Grant Agreement, between the City and United States Soccer Foundation, Inc., in the form presented, with such minor modifications as may be required or approved by the City Attorney, a copy of which shall be kept on file in the Office of the City Clerk, and authorizes and directs the City Manager to execute same.
