HomeMy WebLinkAboutReso 2024-143RESOLUTION NO. 2024-143 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING AN AGREEMENT WITH MCALISTER INSTITUTE FOR TREATMENT AND EDUCATION, INC. TO PROVIDE OPIOID REMEDIATION SERVICES WHEREAS, in 2017 the City of Chula Vista joined a statewide and national coalition of public entities in a multidistrict lawsuit against manufacturers, distributors, and other entities responsible for aiding the opioid epidemic which resulted in settlement monies for the State of California and certain cities and counties, including Chula Vista (“Opioid Settlement Funds”); and WHEREAS, the intended use of certain portions of the Opioid Settlement Funds is to address the misuse and abuse of opioid products by treating, mitigating, or preventing opioid abuse or related disorders through specific client services available to those vulnerable individuals; and WHEREAS, unsheltered individuals are disproportionately impacted by opioid use disorders and are considered a vulnerable population for purposes of certain services which may be funded by Opioid Settlement Funds; and WHEREAS, since 2020, the City has contracted with McAlister Institute for Treatment and Education, Inc., which currently provides said services, including substance abuse counseling and prevention, housing, and transitional employment training for unsheltered individuals through the Work for Hope program; and WHEREAS, the Work for Hope program has demonstrated that it continues to serve as a resource for unsheltered individuals who are at risk for opioid use disorder and associated conditions by providing them with wrap-around services that include immediate transitional employment and training while providing the community with services; and WHEREAS, City desires to contract with McAlister Institute for Treatment and Education, Inc. using $301,208.09 from the Opioid Settlement Fund to continue providing such services through the Work for Hope program; and WHEREAS, in order to procure these services McAlister Institute for Treatment and Education, Inc. was chosen based on their unique qualifications, including their successful track record of employment and skills training for unsheltered individuals disproportionately impacted by opioid use disorders and their experience with federal block grant funding; on this basis, McAlister is awarded the contract on a single/sole source basis under the authority of the Chula Vista Municipal Code Section 2.56.070(B)(4). NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista, that it approves the Work for Hope Program agreement, between the City and McAlister Institute for Treatment and Education, Inc., in the form presented, with such minor modifications as may be required or approved by the City Attorney, a copy of which shall be kept on file in the Office of the City Clerk, and authorizes and directs the Mayor to execute same.
