HomeMy WebLinkAboutReso 2024-135 RESOLUTION NO. 2024-135 (Housing Authority Resolution No. 2024-006) RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AND HOUSING AUTHORITY AUTHORIZING THE USE OF FISCAL YEAR 2024-25 SUCCESSOR HOUSING AGENCY FUNDS FOR ADMINISTRATIVE COSTS, THE IMPLEMENTATION OF LANDLORD INCENTIVE AND HOMELESSNESS PREVENTION PROGRAMS, AND THE DEVELOPMENT OF AFFORDABLE HOUSING AND APPROPRIATING FUNDS THEREFOR WHEREAS, the Chula Vista Housing Authority, in its capacity as the Successor Housing Entity pursuant to Government Health and Safety Code (“HSC”) Section 34176, has authorization to approve funds from the Low and Moderate Income Housing funds (“Housing Asset Funds”) for the use of eligible projects; and WHEREAS, the City reported an available administrative cost limit, per HSC Section 34176.1(a)(1), of $1,286,085 in Fiscal Year (“FY”) 2022-23, however with the limited eligible uses of such funds, mainly for compliance and monitoring related activities, staff is proposing to commit $300,000 in FY 2024-25 Housing Asset Funds for administrative costs; and WHEREAS, HSC Section 34176.1(a)(2) allows up to $250,000 in Housing Asset Funds to be used for Homeless Services per year of which the City intends to fund the Homelessness Prevention Program and a Landlord Incentive Program; and WHEREAS, the City of Chula Vista implemented a Homelessness Prevention Program in 2023 to help clients on the verge of eviction, which has assisted 23 households to date and prevented housing instability; and WHEREAS, the volume of residents applying and qualifying for the Homelessness Prevention Program is much higher than anticipated and therefore, staff has identified the need to add $200,000 in FY 2024-25 Housing Asset Funds to continue the program; and WHEREAS, the City of Chula Vista has further identified a need to dedicate $50,000 in FY 2024-25 Housing Asset Funds to continue implementation of a Landlord Incentive Program to assist previously unhoused residents with finding housing to achieve stability and reach self- sufficiency; and WHEREAS, the City desires to dedicate $4,000,000 in FY 2024-25 Housing Asset Funds towards the development of affordable housing to low, very low, and extremely low-income households in compliance with HSC Section 34176.1(a)(3) and utilize excess surplus funds towards this encumbrance, which the City intends to release a Notice of Funding Availability or Request for Proposals to fulfill during FY 2024-25. Docusign Envelope ID: 8D0BC1DA-9C8F-4BD5-9CEA-E1BF2045BE9B Resolution No. 2024-135 (HA Resolution No. 2024-006) Page 2 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista and the Board of Commissioners of the Chula Vista Housing Authority, that it authorizes and appropriates the use of $4,550,000 in Successor Housing Agency Funds for administrative costs, the implementation of a Landlord Incentive Program and a Homelessness Prevention Program, and the development of affordable housing. The City Manager/Housing Authority Director or their designee are further authorized to execute any and all documents necessary to carry out such programs.
