COMMITTEE MEMBERS' COMMENTS Vice Chair Volland mentioned his questions in regards to Fire's presentation was for clarification and is in support of the department. 9. Seven permanent GVROs were issued. Workplace Violence Prevention Orders, a restraining order from people internally and the public, was presented at the City Manager's meeting. Received a grant to address tobacco offenses. Goal for 2024 is to establish a new way to address chronic 911 callers/abusers. • Committee approved the use of funds to acquire property to develop a Fire Department Training Facility. • Committee Member Bruzee's term ends June 2024. • Assistant Chief Peak will be taking over as the Liaison for the Police Department. Page 1 of 1 July 11, 2024 Agenda City of Chula Vista Measure A COC CONSIDERATION OF PROPOSED AMENDMENTS TO INCLUDE THE FIRE TRAINING Agenda Date: CENTER CAPITAL IMPROVEMENT PROGRAM (CIP) TO THE MEASURE A PUBLIC SAFETY July 11, 2024 EXPENDITURE PLAN Department: Fire Recommended Action Request for the Measure A Citizens' Oversight Committee (COC) to support proposed amendments to include the Fire Training Facility CIP as well as other minor updates to the Measure A Public Expenditure Plan. Discussion On April 22, 2024, the Fire Department presented to the Measure A COC a proposal to use the Fire Department Measure A fund balance to acquire property and develop a purpose-built training facility located at 850 Paseo Ranchero, which was approved and found to be in compliance with Measure A requirements and recommended City Council approval and incorporation of the proposed FY2024- 25 Measure A Expenditure Plan into the City's Fiscal Year 2024-25 budget. The City Council adopted the Fiscal Year 2024-25 budget that included appropriating $15,200,000 to the Fire Training Center CIP (SAF0170) on May 21, 2024. Staff is bringing forward an amendment to include the Fire Training Center CIP project in the Measure A Public Expenditure Plan to incorporate the prior actions of the Measure A COC and the City Council. Current -Year Fiscal Impact There is no current -year fiscal impact by amending the Measure A Public Expenditure Plan. Ongoing Fiscal Impact There is no fiscal impact associated with the approval of the amendment to the Measure A Public Safety Expenditure Plan. Attachments Measure A COC Attachment 1 - Strikeout version of the update to the Measure A Expenditure Plan Staff Contact Harry Muns, Fire Chief Page 2 of 2 July 11, 2024 Agenda Page 10 of 17 City of Chula Vista Measure A COC Temporary Multi -Purpose Storefront and Public Safety Training Center In the original Measure A spending plan, aA portion of the sales tax funds could also be allocated for a temporary public safety training facility in central Chula Vista. The facility would not be a permanent structure but could provide for joint training opportunities for Police and Fire personnel. The Fire Department currently utilizes the four -acre site in Rancho Del Rey located at 850 Paseo Ranchero for training purposes. The location provides both classrooms and training props designed for hands-on training experience. The funding would add an additional facility on the property to be used on a temporary basis. The Police Department would use portions of the temporary facility to enhance training and to provide a secure area from which officers patrolling the eastern sector of the City could work. At this time, CVPD does not have the personnel to staff a storefront facility, however, an appropriately designed temporary facility could enhance police service to central and eastern Chula Vista by allowing officers a secure area to work when they are not engaged in patrol activities. Depending on the design, there could also be public access to meet officers for reports or hold community meetings. It would also provide a training venue within the City limits for police officers. Many training venues are outside of the City limits, thus requiring additional travel time. Having a facility near the center of the City will reduce travel time, allow more time for training related activities and get officers back in service faster to serve the operational needs of the Police Department. An appropriately designed and staffed facility would also give the public an alternative to driving to the main police station for service. This would serve to support the Police Department personnel as it seeks to improve response times in the eastern area of the City. The original Intended Public Safety Expenditure Plan had a $200,000 allocation to fund a Multi -Purpose Store Front and Public Safety Training Center for the Police Department. In 2020, the $200,000 allocation was removed from the expenditure plan because the Police Department did not have the personnel to staff a storefront facility and training facility and the associated language was deleted. Although no funds are allocated in the current Public Safety Expenditure Plan, this will remain as a line item in the plan for potential use in the future. Fire Training Center On April 22, 2024, the Measure A Citizen's Oversight Committee confirmed the usage of $15.2 million of the Fire Department Measure A fund balance to develop a Fire Department Training Facility. The department's growth and increased training demands (e.g., new hire academies, ongoing mandated training requirements, promotional exams, etc.) demonstrate the need to expand the current Training Facility. Station 4 was identified as a viable location due to its central location within the City, minimizing out -of -service times for fire resources. The former Rancho Del Rev Library site (located at 850 Paseo Ranchero) was identified for this oroiect. As a result. land acauisition for the Paseo site from the library Public Facilities Development Impact Fee (PFDIF) fund are reauired to complete the Fire Trainine Facilitv roiect. The Millennia Library will meet the Citv's Library Master Plan reauirements that was the intent of the Ranch Del Rev Library site, which allows this land to be repurposed for other uses. While the PFDIF July 11, 2024 Agenda Page 11 of 17 City of Chula Vista Measure A COC can be used for various public facilities, a Fire Department Training Facility, is not an eligible use of these funds. The $15.2 million was used to establish a Capital Improvement Program (CIP) line item designated for the development of a permanent Fire Department Training FacilitV and included in the Fiscal Year 2024-25 Adopted Budget. Additionally, the Measure A COC approved moving future year's fund balance into the designated CIP, demonstrating the commitment to long-term planning and development for the Fire Training Center. Furthermore, staff will coordinate a Multiple Species Conservation Plan (MSCP) land swap in compliance to existing CitV policies, which will provide an additional 8 acres of property for the Training FacilitV. The addition of the land swan will increase the total property size to approximately 14 acres. July 11, 2024 Department: Finance Recommended Action The Committee receive the Fiscal Year 2023-24 Measure A Sales Tax Financial Report as of June 30, 2024 (4th Quarter) based on unaudited information as of July 3, 2024. Discussion Staff has provided the Fiscal Year 2023-24 Measure A Sales Tax Financial Report to the Measure A Citizens' Oversight Committee (COC) on the financial status of the 2018 Measure A Sales Tax Fund as of June 30, 2024 (4th Quarter) based on unaudited information as of July 3, 2024. Staff anticipates receiving and recording revenues and expenditures through the end of August for Fiscal Year 2023- 2024. The year-end closing process for Fiscal Year 2023-24 and the annual audit of the City's financial statements is anticipated to be completed at the end of the calendar year. Staff will present an annual independent audit as part of the City's financial statements for Fiscal Year 2023-24 when completed (Municipal Code Section 3.34.160.C.). Current -Year Fiscal Impact There is no fiscal year impact by receiving the 2023-24 Measure A Sales Tax Financial Report.
