CALL TO ORDER The meeting was called to order at 5:02 p.m. 2. ROLL CALL Deputy Director of City Clerk Services Turner called the roll. 3. PLEDGE OF ALLEGIANCE TO THE FLAG AND MOMENT OF SILENCE Led by Councilmember Morineau. 4. SPECIAL ORDERS OF THE DAY 4.1 Presentation of a Proclamation Honoring the 50th Anniversary of Emergency Medical Services (EMS) and Proclaiming May 19-25, 2024 EMS Week in the City of Chula Vista The proclamation was presented. Mayor McCann announced, pursuant to AB 23, that he and all Councilmembers would receive $50 for their attendance at that Housing Authority meeting, held simultaneously with the City Council meeting. 5. CONSENT CALENDAR (Items 5.1 through 5.6) Item 5.4 was removed from the consent calendar at the request of Mayor McCann. City Attorney Verdugo announced the existence of council conflicts on Item 5.5 and requested that Councilmembers share the nature of their conflicts. Mayor McCann disclosed a potential property-related conflict on Item 5.5(b), and Councilmember Morineau disclosed a potential financial conflict of interest on the entire item. However, because Councilmember Morineau's conflict pertains to regulations under the Code of Federal Regulations related to HUD grant funding, she was not allowed to participate under the state law rule of necessity. Consequently, Mayor McCann was permitted to vote on this item despite his real property-based conflict. Josh Freese spoke regarding the work of Public Works Fleet division and in support of fair compensation. Rafael Ceja spoke regarding the work of the Park Gardeners division and in support of fair compensation. Jacquie Barajas spoke regarding the work of the Police Digital Evidence division and in support of fair compensation. Robert Johnson submitted written comments. 7. PUBLIC HEARINGS 7.1 Annual Budget: Consideration of Adopting the Fiscal Year 2024-25 Operating and Capital Improvement Budgets and Revised Fiscal Year 2024-25 Compensation Schedule Notice of the hearing was given in accordance with legal requirements, and the hearing was held on the date and no earlier than the time specified in the notice. Director of Finance Schoen announced that approval of the item would affect executive compensation. Mayor McCann opened the public hearing. John Acosta, Chula Vista resident, spoke regarding various matters. Alan C. spoke in support of the item and regarding agenda item titles. Robert Johnson spoke regarding public meeting participation. There being no further members of the public who wished to speak, Mayor McCann closed the public hearing.
