SUPERVISION RECEIVED AND EXERCISED Receives direction from an assigned supervisor. ESSENTIAL FUNCTIONS – Functions may include, but are not limited to, the following: Perform a wide variety of duties in support of the the City’s community engagement program and activities. Work with project managers on cross departmental teams to assist with implementation of Healthy & Age-Friendly Initiatives, and other similar efforts both internal and external. Serve on local and regional committees and advisory groups related to community engagement and public health. Assist with the development of an inclusive and equitable community engagement plan; assist with the development and maintenance of a community engagement toolkit for City staff, including best practices for public facing meetings. Coordinate with the Human Resources Department to provide continuous learning opportunities for staff on community engagement best practices and policies. Assist departments in developing outreach methodologies for grant applications, program development and project outreach efforts. Standardize public engagement data collection efforts. Establish and maintain online public engagement tools and work with the City’s Office of Communications to ensure both one way and two-communication paths are open to all residents. Develop a pool of internal and external “champions” for City engagement. Recruit for volunteer opportunities within the City. Serve as the liaison between community and City departments to translate community and business needs to inform City policy, projects, and programs. Help to disseminate information about the City's goals, impacts, and investments to community members, businesses, and other key stakeholders. Conduct research and prepare oral and written reports. Supervise part-time hourly staff and consultants. Assist in the preparation of federal, state or foundation grants applications and assist in the administration of such grants. Attend and actively participate in public functions and meetings representing the City. Answer questions and provide information to the public; investigate complaints and recommend corrective actions as necessary to resolve complaints. Build and maintain positive working relationships with co-workers, other employees and the public using principles of good customer service. Perform other duties related to this position as assigned. MINIMUM QUALIFICATIONS Knowledge of: Methods related to the implementation of a community engagement program. A typical way to obtain the knowledge and abilities would be: Experience: Two years of increasingly responsible experience in community engagement work and collaborative partnerships. Training: Equivalent to a Bachelor’s degree from an accredited college or university with major course work in major course work public relations, marketing, communications, business administration, public health or a related field. PHYSICAL DEMANDS On a continuous basis, sit at desk for long periods of time; intermittently stand and walk. Intermittently twist and reach office equipment above and below shoulders; use telephone, write or use keyboard to communicate through written means; use a computer keyboard on a regular and continuing basis; lift up to 10 pounds. See in the normal vision range with or without correction to read typical business documents and computer screens; hear in the normal range with or without correction. Some exposure to the external environment is required when performing duties in the course of work. 2022/12/05 CSC Agenda Page 8 of 16 CITY OF CHULA VISTA GIS TECHNICIAN DEFINITION To perform the more routine manual and computerized geographic information processing tasks assigned; utilize geographic information system (GIS) technology to perform a variety of functions in the office and field including operating and maintaining the GIS system, developing and maintaining digital base maps, modification and analysis of data, map creation, and providing GIS services to staff and supporting system users. SUPERVISION RECEIVED AND EXERCISED Receives general supervision from the GIS Manager and technical and functional guidance from higher level staff. ESSENTIAL FUNCTIONS – Functions may include, but are not limited to, the following: Perform simple geographic analysis as needed using a variety of modules and GIS software to provide maps and information needed for decision making. Research, create, quality check, maintain and disseminate GIS data layers and the City’s asset inventory. Use data sources such as digital CAD files, scanned maps and orthophotos to create and maintain layers. Create and maintain metadata. Work through projects to solve GIS related problems and present data in a user-friendly format using ArcPro, Arcade, and cartographic methodologies. Create hard copy and digital maps using GIS methods, cartographic skills, basemaps and other data including reports, charts and tables. Train and provide technical direction to users and operators on GIS software and/or customs applications. Sync asset information with the City’s asset management system and resolve any data discrepancies. Resolve user problems. Write documentation for utilizing GIS software and applications. Methods and techniques used in recording and conducting analyses of land use, planning and engineering as relates to geographic information, including cartography and the basic symbols and terminology used in mapping. Methods and techniques used for interpreting maps of various media and digitizing data for conversion to GIS usable formats. Fundamental computer programming concepts and methods. Mathematics. Create maps and charts from multiple layers of data. Create and maintain geographic databases in an enterprise database environment. Prepare analyses using various related geographic information system software. Review a variety of geographic and mapping data and develop logical conclusions and solutions. Define user needs and make recommendations. Adapt to ongoing technological developments and advancements. Prioritize and coordinate several work activities. Work is frequently disrupted by the need to respond to in-person and telephone inquiries. 2022/12/05 CSC Agenda Page 12 of 16 CITY OF CHULA VISTA VOIP/VIDEOCONFERENCING SPECIALIST DEFINITION To coordinate strategies for defining, deploying, and maintaining the City’s Internet Protocol (IP) telephony voice communication and video architecture and its associated network connections and component hardware; to assist with all engineering projects for Voice Over Internet Protocol (VoIP) and video initiatives; configure and optimize all VoIP/IP-PBX telephone systems and services, both internally and those integrated with Internet-based services; and to perform related duties as assigned. SUPERVISION RECEIVED AND EXERCISED Receives general supervision from the Information Technology Manager. ESSENTIAL FUNCTIONS – Functions may include, but are not limited to, the following: Support VoIP and video conferencing infrastructure and its associated software, including IP-PBXs, call management systems, voice mail, and interactive voice response. Assist in plan for management or phasing out of legacy telephony systems and other switch-based technologies. Select, deploy, and utilize appropriate tools for reporting and routing of IP telephony traffic on the network. Collaborate with systems engineers/architects for upgrades to operating systems, hardware, etc. Remain current on new related telephony protocols/standards including SIP, SCCP, RTO and voice codecs G.711 & G.729. Maintain the VoIP phones, phone systems, all City video telecommunications conference equipment and rooms including Council Chambers. Configure, install, support, move, add and change on a Cisco Unified Communication Manager (IP PBX). Integrate IP telephony and video telecommunications conferencing (VTC) systems with enterprise LANs, WANs, wireless LANs, and other Internet-based services and protocols. Collaborate with help desk to resolve trouble tickets and mitigate end-user issues with VoIP and VTC hardware and/or applications. Assist with the installation planning and maintenance of network cabling, including MDF and IDF closets. Collaborate with the Senior Network Engineers and Senior Information Technology Support Specialists to ensure that VoIP traffic does not interfere with or hinder network data traffic. Conduct testing and disaster recovery plans to detect faults, minimize malfunctions, and backup systems. Research, test and install new and upgraded systems and applications software and hardware. Maintain detailed inventory of City phone numbers and telecommunications hardware. Respond within established policies and procedures to resolve current hardware problems Support hardware and software configurations, patches and upgrades. Report usage and trend analysis. Identify, diagnose, and resolve connectivity problems and issues. Perform daily administration, maintenance, and problem resolution for assigned customer service requests and incidents. Operate and maintain all City-wide video conferencing equipment and end users in support of Council, commissions, and other meetings as designate by the Information Technology Manager. Organize work, set priorities and follow up to ensure coordination and completion of assigned work; keep work related records. Network topologies such as Frame Relay, ATM, ISDN, etc. Cabling and wiring systems, design, and installation. Modern office practices and procedures; computer equipment and software applications related to assignment. Basic mathematics. Principles and practices of customer service. Basic record keeping techniques. English usage, spelling, grammar, and punctuation. Ability to: Operate tools, components, peripherals, and testing accessories. Prioritize and execute tasks in a high-pressure environment. Read and interpret technical documents and procedure manuals. Conduct research into IP telephony issues and products. A typical way to obtain the knowledge and abilities would be: Experience: Three years of responsible experience working with telephony voice communication and video architecture and its associated network connections and component hardware. Training: Equivalent to an Associate’s Degree in telecommunications, computer science, or a related field. License or Certificate Possession of a valid California driver’s license. CCNA, Network +, Security + Certifications are desirable. PHYSICAL DEMANDS On a continuous basis, sit at desk for long periods of time. Intermittently twist and reach office equipment; bend, squat, climb, kneel, and twist while installing phones, cables and wiring above and below the shoulder; use telephone, use keyboard for extended periods of time; lift up to 50 pounds.
